Non-conformance of 1420 Commerce to District Design Guidelines
Dear Cleveland,
I am writing to notify you that your property at 1420 Commerce has had exterior alterations done
without approval from the Little Rock Historic District Commission (LRHDC). Since the
structure is located within the local ordinance MacArthur Park Historic District, exterior work
comes under the LRHDC's jurisdiction. While routine maintenance is allowed within the
ordinanced historic district with administrative approval, there have been undue alterations to
your structure's exterior that have not been approved. The recent construction of the fence was
not approved as have several alterations to the porch and roof.
Additionally, maintenance and repair work must have proper permits from the city. All repairs
must be performed in conformance to district design guidelines and the structure's architecture:
♦ the work will not alter the existing footprint, outline, profile, composition or
change the configuration
♦ there will be no change to the roof slope and no introduction of new
architectural detailing or materials
♦ the work will duplicate the existing in terms of shape, configuration, details,
profile and materials
As such, you must contact me by phone or in person at the earliest convenient time to review the
proposed work. All work must meet city building codes and regulations in order to obtain a
permit for rehabilitation. If you do not comply with the guidelines and do not receive a permit,
then you will be in violation of city codes. Also, if you own, or are repairing, the property at
1419 Commerce, you must provide staff with plans of the work, materials involved, etc. If
exterior improvements are made that require a Certificate of Appropriateness (COA), appropriate
actions will be taken for a public hearing. Refer to the application instructions or the Design
Review Guidelines: MacArthur Park Historic District for necessity of obtaining a COA. I look
