7 AND FILLMORE STREETS, LITTLE ROCK, ARKANSAS; AMENDING
8 THE OFFICIAL ZONING MAP OF THE CITY OF LITTLE ROCK,
9 ARKANSAS; AND FOR OTHER PURPOSES.

11 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
12 OF LITTLE ROCK, ARKANSAS:
13 Section 1. That the zoning classification of the following described property be changed from 0-3,
14 General Office District, to POD, Planned Office Development:
15 The North twenty-five (25) feet of Lot 13 and all of Lots 15 and 15, Block 1 Strong and
16 Waters Addition to the City of Little Rock, Pulaski County, AR.
17 Section 2. That the preliminary site development plan/plat be approved as recommended by the
18 Little Rock Planning Commission.

20 Zoning District and the 0-3, General Office Zoning District.
21 A maximum of 1,500 square -feet of restaurant space is allowed.

24 upon obtaining a final plan approval within the time specified by Chapter 36, Article VII, Section 36-454
25 (e) of the Code of Ordinances.
26 Section 4. That the map referred to in Chapter 36 of the Code of Ordinances of the City of Little
27 Rock, Arkansas, and designated district map be and is hereby amended to the extent and in the respects
28 necessary to affect and designate the change provided for in Section 1 hereof.
29 Section 5. That this ordinance shall not take effect and be in full force until the final approval of the
30 plan.
31 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and

The applicant is requesting a rezoning of the property from
0-3, General Office District to Planned Commercial
Development, PCD, to allow the development of the site
with a two-story building containing 15,000 square feet of
office and retail space. The property is located within the
Hillcrest Design Overlay District.
None.
Staff recommends approval of the requested PCD zoning.
The Planning Commission voted to recommend approval of
the requested zoning by a vote of 7 ayes, 0 noes, 3 absent
and 1 open position.
The Planning Commission reviewed the proposed PCD
request at its April 18, 2013, meeting. There were no
registered objectors present. All property owners located
within 200-feet of the site and the Hillcrest Residents
Neighborhood Association were notified of the Public
Hearing.
BACKGROUND
The applicant is requesting a rezoning of the property from
0-3, General Office District to Planned Commercial
Development, PCD, to allow the development of the site
with a two-story building containing 15,000 square feet of
office and retail space. The applicant has indicated C-1,
Neighborhood Commercial Zoning District uses and 0-3,
General Office District uses as allowable uses for the site.
There is a minimum of 12,000 square feet of office space
with a maximum of 3,000 square feet of retail space within
the building. The restaurant space is limited to a maximum
of 1,500 square feet. The site plan indicates the placement
of 29 parking spaces.
The site is located within the Mid -town Design Overlay
District, which requires new development to be reviewed
through the planned zoning development process.
The DOD allows a 50% reduction in the number of parking
spaces required which result in 25 parking spaces required
per the DOD.
The request includes the allowance of building signage on
the rear of the building facing into the parking lot. The
request limits the total square footage of the building
signage to a maximum of ten (10) percent of the fagade
area of the lease space.

Dear Donna,
I would like to make it known that we do not plan to have a trash dumpster on this property,
instead we plan to utilize the one that will be stationed at Arkansas Spine and Pain which is
across North Fillmore from this clinic.
Also our plans for the structure material of the building are Steel, Wood, Brick w/glass. And we
will need a maximum of 3000 sq foot for commercial use but very possible could be less. We
see no problem with off setting the entrance way to break up the front elevation.
We would like to request a variance for a small sign that will be located on the rear of the
building (where parking will be) for informational purposes.
