Subject: Rezoning at Breckenridge -Rodney Parham
Please help us protect Butler Park and the residential neighborhood which would be seriously harmed
by rezoning to allow a business like Kum and Go at the corner of Breckenridge and Rodney
Parham. We are an older, stable neighborhood, who work hard to keep our environmental standards
high and preserve a small park for healthful activities in a natural setting. The proposed business use
would bring highly detrimental effects, including increased traffic, pollution, watershed interference,
creek contamination, tree loss, all-night lighting pollution, financial threat to several kinds of
businesses in the area, and many other nuisance factors. Please vote against the rezoning as

My family is strongly opposed to rezoning at Breckenridge and Rodney Parham for the placement of a Kum&Go
convenience store. This is a residential area with more than enough business already. The traffic already backs up
terribly in this area around rush hour. The added congestion from a convenience store will only make the traffic in our
neighborhood more dangerous and frustrating! This area also does not need or want a 24/7 business. That would bring
unwanted traffic into the area at all hours of the day and night and is not appropriate for our residential area.
Please hear our concerns. This is our home. Please do not destroy our neighborhood!

I was appalled at this proposal, and I wish to state my opposition. I drive through this intersection at least daily from different
directions, to & from my house.
The surrounding neighborhoods are under severe pressure, from increased crime, from lowered property values, from some of the
nearby apartments complexes becoming low-income, from the fact that the houses are older, smaller & less fashonable and that
some residents do not maintain their properties to an optimum level. And by Breckenridge Village not being the desination it once
was.
The City needs to do all it can to support the neighborhood and its property values, and maintain it as a viable, safe middle-class
area.
This over -scaled C-store, with 24-hours bright lights, signage and noise, and a vast expanse of concrete paving, will dramatically and
irreversibly change the change the character of the nighborhood. I fear it will be an attraction for crime. Already, I confess to being
nervous sitting at the Baskin Robbins almost across the street, at night time.
Finally, the required 28.8 foot buffer on Breckenridge side, if I read correctly, is not provided in spirit or in fact. The fueling stations
for the (5) fuel tanks are all located in that buffer area, and the tanks will inhibit tree growth.

It has come to our attention that the city board is reviewing plans for rezoning the Rodney Parham
corridor, just east of 1-430. We are opposed to rezoning the corner of Breckenridge and Rodney Parham,
for the proposed use. The changes that will ensue from this will only add to the downward spiral of the
neighborhood in my opinion.
I have a long history with this neighborhood. My father started our printing business, Speedee Print, in
1977 in the lower part of Colony West Shopping Center. Two years later, we moved the business to
9816 Rodney Parham, and remained at that location until 2008. We chose to be in this area for the
exposure we had on Rodney Parham. It was good for our business. But significant changes in the
neighborhood started to occur around 2005. There was more foot traffic. We found people loitering in
our back parking lot. Our business neighbor was robbed at gunpoint. Other business neighbors started
moving out of the area. What we had moved there for was no longer there for us. Because of the nature
of our business, there were times that we had to be at our offices at night. During the last 4 years we
were at that location, we did not feel safe to work at the office at night, so we moved to our current
location.
As a business person, I understand the need for new business to ensure that the economy keeps moving
forward - but at what cost to the neighborhood? I don't think the addition of the proposed Kum and Go
would be beneficial on a long term basis to the area's neighborhood, or the businesses that are already
established there. Nor do I think this type of business is appropriate for a neighborhood of this stature. I
hope you will consider the impact that this rezoning will have on the immediate area, as well as the
surrounding areas and neighborhoods, including the neighborhood we live in, Pleasant Valley.
I hope you will consider my/our plea to oppose this proposed rezoning plan.

application and to request that you vote against the rezoning that would allow its development when
the application comes before the commission at an upcoming hearing.

their collective position on this matter, which they have communicated very clearly to us. They
overwhelmingly are not in support of the proposed development and are asking you to vote against the
application.
The Breckenridge Neighborhood Association stands with two other homeowners' associations — Colony
West Homes Association & Sturbridge Property Owners Association — to firmly oppose the rezoning and
approval of the proposed development. Many of the board members of the Echo Valley Homes
Association have also expressed their position to oppose it as well as numerous individual residents
throughout several of the other neighborhoods including Walnut Valley, Treasure Hill, and Pleasant Valley.
Our association feels that the proposed development is likely to bring about many negative effects upon
our subdivisions as well as the general area. Some of these concerns include:
+ Rezoning the residential lot included in the site plan to commercial zoning does not conform to
current zoning, future zoning per the Future Land Use Plan nor to the ideals set forth in the
neighborhood action plan.
+ 24/7 hours of operation next to a well -established neighborhood of single-family homes is not
appropriate and is not customary for businesses in the area.
Increased traffic would result in an already congested area, further stressing the city's
infrastructure.
The close proximity of the large 24-hour convenience store and fuel pumps would likely cause
property value losses to the adjoining single-family homes, which would resonate in property values
throughout the Breckenridge and surrounding neighborhoods.
+ Negative impact upon other businesses in the area would likely result due to an already high
density of "C-Stores" (convenience stores) and other businesses providing substantially the same
products and services that the Kum & Go convenience store and fueling station would provide.
We welcome the Kum & Go corporation from Iowa to the Little Rock market and wish them much success
in Little Rock at one of the many available sites throughout the city which would prove to be a much more
appropriate location for their operations.
We ask that you please consider the hundreds of letters, emails and phone calls that have been directed
to the Planning Commission requesting your vote against the rezoning, as well as the hundreds of
signatures on the petition opposing the proposed development, when you cast your vote.

When you consider the re -zoning application please consider that the larger gas stations w/ convenience stores are not
located near a
park or large residential areas. Consider: Valero @ 12th & Rodney Parham-12 pumps
Shell 12th & University- 10 or 12 pumps
Road Runner @ Kanis & Shackelford.
They are in business areas. There was a reason your predecessors zoned Rodney Parham the way they did. Please
protect those neighborhoods by not changing the zoning.

I would like to comment on the asphalt plant which has been proposed to be built at 16220 Lawson Rd.
I have been a resident of this community for over thirty years . In that time my wife and I have pursued our
passion for organic gardening,wildflower preservation, and enjoying all the freshness nature has to offer. We
have both just recently retired and plan on living here with our adult son who has Down syndrome. We feel that
the stench of an asphalt factory will ruin our quality of life as well as our property value and perhaps endanger
our health. We are outdoor people and chose this area for its natural beauty and access to the finest
environment this city has to offer, Please do not allow our area's air quality to be ruined. .
