Mr. Carney,
My home owner's association has informed me that I cannot run a family home
daycare in my home. The president stated that the Bill of Assurance states this.
After reading it myself, it indeed states that I can only use my home for residential
use. I would like a refund of my zoning fee and I would like to withdraw my zoning_
application.

I, Lateefah Milton, would obtain a City of Little Rock Zoning Special Use Permit for my
residence located at 89 Belmont Dr, Little Rock, AR 72204. 1 am a recent graduate of the
University of Arkansas at Little Rock's Master of Public Administration (MPA) program.
As a first generation college and graduate student, obtaining my MPA is one of the best
accomplishments in my life. While I was in graduate school, I found it very hard to find
dependable childcare because I attended night classes only. The result of this was I
missed class sometimes because I did not have consistent and reliable evening
childcare. My goal is to open and provide evening childcare, for children ages 6 weeks
to 12 years of age. I will provide a safe, secure and an excellent interactive recreational
space where children can express themselves through liberal arts, free play, and
organized play. While offering flexibility and peace of mind for parents who wish to
attend night classes or just have a short break away from their kids. I feel that not
having childcare shouldn't delay ones dream of obtaining a degree or having a break
from ones children.
Therefore I am seeking a City of Little Rock Zoning Special Use Permit for my residence
to provide evening childcare for up to 10 children at my residence. The hours of
operation will be 4:30pm to 9:30pm Monday through Thursday and 4:30pm to 11:59pm
Friday and Saturday.

Grantors, for and in consideration of the benefits to accrue to
them, which they hereby acknowledge tc be of value, do hereby file said plat
and declare that the land embraced with' the surveyed and nvarked lots and

Rock.. Grantors specifically reserve the right to make additions to said

For the consideration recited herein Grantor does hereb y
dedicate to the public forever an easement of way in and over all streets
touching the lots as shown on the plat; provided, that if such streets, or
any of them, are abandoned, in whole or in part, as public streets or are
converted to any other use or purpose than that for which this dedication is
made, then title to said abandoned streets or abandoned portions thereof
shall immediately revert to the grantor or its successors or as..signs.
Any conveyance of any lot in said Add;-tion describing the same by
the number of the lot shall always be deemed a sufficient description thereof.
A perpetual easement with the right of access thereto is hereby
created and reserved by the grantor in and over that part of the land marked

the right to make such changes in such utility easements as may be necessary
from time to time to facilitate construction so long as such changes do not

The lots in said Broadmoor Addition shall be sold by the grantor
and purchased by the buyers thereof, subject to the following covenants which
shall run with the land:
1. LAND USE AND BUILD22IG TYPE. No lot shall be used extent for
residential purposes. No building shall be erected, altered, placed or
permitted to remain on any lot other than one detached single-family duelling
not to exceed two and one half stories in height and a private garage for not
more than two cars.
2. DWELLING COST, QUALITY AND SIZE. No dwelling shall be per-
mitted on any lot at a cost of less than ,-,8,000.00 based upon cost levels
prevailing on the date these covenants are recorded, it being the intention
and purpose of the covenant to assure that all dwellings shall be of a quality
of workmanship and materials substantially the same or better than that which
can be produced on the date these covenants are recorded at the minimum cost
stated herein for the minimum permitted dwelling size. The ground floor area
of the main structure, exclusive of one-story open porches and garages, shall
be not less than 900 square feet for a one-story dwelling, nor less than 600
so_uare feet for a dwelling of more than one-story.

3. BUILDING LOCATION. No residence/shall be erected closer than
25 feet from the front line of said lots, nor closer than shoim on said plat
from the side street line. No building shall be erected less than 10' of lot
frontage or 8 feet whichever is lesser, but not less than 5 feet from any
interior lot line, except that the garages or other permitted accessory
buildings located at least 50 feet from the front building line may be con-
structed to within 3 feet of the interior lot lines. No residence shall be
constructed closer than 25 feet from the rear lot line of interior lots.

trailer, basement, tent, shack, garage, barn or other outbuilding shall be

5. SIGNS. No sign of any kind shall be displayed to the public
view on any lot except one sign of not more than 5 soure £•et advertising the
property for sale or rent, or signs used by a builder or the g-actor to advert
the nronerty during the construction and sales.
6. SIGHT DISTANCE AT _TNTMSECTT0.7S. No fence, wall, hedge or

above the roadways shall be placed or nermitted to remain on any corner lot
irithin the triangular area formed by the street property lines and a line con-

7. TERhI. These covenants/are to run with the land and shall be
binding on all parties and all persons claiming under them for a period of
25 years from the date these covenants are-eccrded, after which time said
covenants shall be automatically extended for an a^:d.itional 25-y:ear period
unless oimers representing a majority of the then assessed valuation of the
Addition, at least one year before uhe expiration of the original 25-;rear term,
shall file with the City Clerk of Little Rock, Arkansas, notice of the revi.sicn
