3 A RESOLUTION TO EXTEND THE SOUTH MAIN (SOMA)
4 TEMPORARY ENTERTAINMENT DISTRICT, FOR THE DATES OF
5 APRIL 5, 2024,APRIL 6,2024,APRIL 7,2024,APRIL 8, 2024, MAY 3,2024,
6 JUNE 7, 2024, JULY 5, 2024, AUGUST 2, 2024, SEPTEMBER 6, 2024,
7 OCTOBER 4,2024,OCTOBER 31,2024,NOVEMBER 1,2024,NOVEMBER
8 29, 2024, NOVEMBER 30, 2024, AND ENDING ON DECEMBER 6, 2024;
9 AND FOR OTHER PURPOSES.

11 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
12 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
13 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
14 WHEREAS, the City Board of Directors has determined that the creation of a Temporary
15 Entertainment District as proposed by Ordinance No. 21,761, as amended, is appropriate as recommended
16 by the Planning& Development Department.
17 WHEREAS, the City Board of Directors adopted Resolution No. 15,465 (June 15, 2021), the South
18 Main (SOMA) Temporary Entertainment District, for approximately thirteen (13) consecutive weeks,
19 starting on September 19, 2021, and ending on June 18, 2021. The hours of operation for the SOMA
20 Temporary Entertainment District were from 11:00 AM - 10:00 PM, on Sundays, Tuesdays, Wednesdays,
21 Thursdays, Fridays and Saturdays.
22 WHEREAS, the City Board of Directors adopted Resolution No. 15,953 (April 11, 2023), the South
23 Main (SOMA) Temporary Entertainment District, for one (1)-day on April 29, 2023, with the hours of
24 operation from 8:00 AM - 11:00 PM; and,
25 WHEREAS, the City Board of Directors adopted Resolution No. 16,014 (June 6, 2023), the South
26 Main (SOMA) Temporary Entertainment District, for the dates of June 6, 2023, July 7, 2023, August 4,
27 2023, September 1, 2023,October 6, 2023,November 3, 2023, and ending on December 1, 2023, with the
28 hours of operation from 12:00 PM to 11:00 PM each day; and,
29 WHEREAS,the City Board of Directors adopted Resolution No. 16,139(October 17,2023),the South
30 Main(SOMA)Temporary Entertainment District, for one(1)-day on November 4, 2023, with the hours of
31 operation from 10:00 AM to 11:00 PM; and,
32 WHEREAS, the City of Little Rock has received an application to extend the Temporary
33 Entertainment District to encompass the following dates: April 5, 2024; April 6, 2024; April 7, 2024; April
34 8, 2024; May 3, 2024; June 7, 2024; July 5, 2024; August 2, 2024; September 6, 2024; October 4, 2024;

1 October 31, 2024;November 1, 2024; November 29, 2024; November 30, 2024; and December 6, 2024,
2 with the hours of operation from 12:00 PM to 11:59 PM,each day.
3 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK,ARKANSAS.
5 Section 1.The South Main(SOMA)Temporary Entertainment District is hereby extended by the City
6 of Little Rock as a Temporary Entertainment District on April 5,2024,April 6, 2024,April 7,2024,April
7 8, 2024, May 3, 2024, June 7, 2024, July 5, 2024, August 2, 2024, September 6, 2024, October 4, 2024,
8 October 31, 2024, November 1, 2024, November 29, 2024, November 30, 2024, and December 6, 2024,
9 and subject to Ordinance No. 21,761 as amended,and its defined terms.
10 Section 2. Boundaries. The South Main(SOMA)Temporary Entertainment District boundaries are
11 particularly described as a half block east and west of Main Street bounded on the north by 12th Street and
12 continuing south to 17th Street including the full right-of-ways of said road.
13 Section 3. Timeframe. The South Main (SOMA) Temporary Entertainment District shall be
14 designated as a Temporary Entertainment District upon the adoption of this resolution and shall expire after
15 11:59 PM on December 6,2024,and the City reserves the right to amend boundaries and hours of operation
16 at its sole discretion.
17 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
18 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
19 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
20 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
21 resolution.
22 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, including but not
23 limited to Little Rock,Ark.Ordinance No.21,761 (July 23,2019),Little Rock,Ark.,Resolution No. 15,465
24 (June 15,2021),Little Rock,Ark.,Resolution No. 15,953(April 11,2023)and Little Rock,Ark.,Resolution
25 No. 16,014 (June 6, 2023) and Little Rock, Ark., Resolution No. 16,139 (October 17, 2023) that are
26 inconsistent with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
