RESOLUTION NO. 4 15,883 (FEBRUARY 7, 2023); TO AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A TEN (10)-MONTH CONTRACT EXTENSION WITH 6 RESTORE HOPE, IN AN AMOUNT NOT TO EXCEED ONE 7 HUNDRED NINETY-SEVEN THOUSAND, FIVE HUNDRED NINETY- 8 SIX DOLLARS ($197,596.00), TO PROVIDE COMMUNITY VIOLENCE 9 REDUCTION SERVICES AND ACTIVITIES TO THE RESIDENTS OF 10 THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER 11 PURPOSES. 12 13 WHEREAS, in Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), the Board of Directors 14 stated the intended uses of a portion of the first tranche of allotment of Local Fiscal Recovery Funds 15 through the American Rescue Plan Act(ARPA)to the City of Little Rock, Arkansas("the City"); and, 16 WHEREAS, Community Violence Intervention Programs, with an estimated total of One Million, 17 Five Hundred Thousand Dollars($1,500,000.00), are listed as such use in the resolution; and, 18 WHEREAS, Bid No. 1488 dated December 27, 2021, requested applications for Community 19 Violence Prevention Services that would become part of the Prevention, Intervention and Treatment 20 Programs conducted by qualified organizations located anywhere within City Limits; and, 21 WHEREAS, as a result of Bid No. 1488, Community Violence Reduction Services, ten (10) 22 applications, which met the minimum score for funding consideration, were selected by a Review 23 Committee; and, 24 WHEREAS, in Little Rock, Ark., Resolution No. 15,624 (February, 15, 2022),the City Manager was 25 authorized to enter into an agreement with Restore Hope, in an amount not to exceed One Hundred 26 Ninety-Seven Thousand, Five Hundred Ninety-Six Dollars ($197,596.00), to provide Contractual Ser- 27 vices and Activities designed to reduce violence; and, 28 WHEREAS, the program services began in August 2022, and an additional ten (10)-month contract 29 enabled the organization a full year of services for Restore Hope; and, 30 WHEREAS, in Little Rock, Ark., Resolution No. 15,883 (February 7, 2023), the City Manager was 31 authorized to enter into a time-only six (6)-month extension to allow Restore Hope to utilize the remain- 32 der of their ARPA funds; and, 33 WHEREAS, the City remains committed to providing services and activities designed to reduce 34 violence and increase public safety for City residents; and, IPage 1 of 31 I 1 WHEREAS,the Commission on Children, Youth and Families voted at their July 12, 2023, meeting 2 to endorse the extension of this contract for an additional ten (10) months utilizing Prevention, 3 Intervention and Treatment Funds. 4 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 5 OF LITTLE ROCK,ARKANSAS: 6 Section 1. The Board of Directors hereby authorizes the City Manager to enter into a ten(10)month 7 contract extension with Restore Hope, in an amount not to exceed One Hundred Ninety-Seven Thousand, 8 Five Hundred Ninety-Six Dollars ($197,596.00), to provide Contractual Services and Activities designed 9 to reduce violence. 10 Section 2. Funds for this extension are available in the 2024 Prevention, intervention and Treatment 11 Special Project Budget Allocation. 12 Section 3. The term for the contract extension amendment shall be for a period no longer than ten 13 (10) months to begin on or about March 1, 2024, through December 31, 2024, with a final report due 14 January 31, 2025; further the City ratifies,accepts and will compensate any work done between March 1, 15 2024, and the effective date of any approved an executed contract in a form acceptable to the City 16 Attorney as to legal form. 17 Section 4. All payments are conditioned upon entry into a contract for the extension of services; 18 further, nothing in this resolution limits the ability of the City, in its sole discretion, to procure similar 19 services from another vendor during the term of the contract authorized here. 20 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 21 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 22 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 23 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 24 resolution. 25 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, including, but not 26 limited to, Little Rock, Ark., Resolution No. 15,518 (August 3, 2021), Little Rock, Ark., Resolution No. 27 15,624 (February 15, 2022) and Little Rock, Ark., Resolution No. 15,883 (February 7, 2023), that are 28 inconsistent with the provisions of this resolution,are hereby repealed to the extent of such inconsistency. 29 ADOPTED: March 19,2024 30 luilif) APPROVED: 311 32 W�)46. ��! 33 ' san La t !
