3 A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO
4 EXECUTE ANY DOCUMENTS NECESSARY FOR THE SALE OF LAND
5 TO THE ARKANSAS STATE HIGHWAY COMMISSION, IN THE
6 AMOUNT OF TWENTY-FOUR THOUSAND, NINE HUNDRED
7 SEVENTY-NINE DOLLARS ($24,979.00), AS PART OF THE CANTRELL
8 ROAD IMPROVEMENT PROJECT, FROM TAYLOR LOOP ROAD TO
9 PLEASANT RIDGE DRIVE; AND FOR OTHER PURPOSES.

11 WHEREAS, the City of Little Rock, Arkansas, is the owner of certain property described as Part of
12 Lots 10 and 11, Block 11 of Josephine Pankey Third Addition, an addition to the City of Little Rock as
13 filed in Book 1, Page 111, located in the Northeast Quarter of the Northwest Quarter of Section 20,
14 Township 2 North, Range 13 West, Pulaski County, Arkansas being acquired by the Arkansas State
15 Highway Commission("Commission")as Job No. 061382,Tract 84 and 84E-1;and,
16 WHEREAS, it has been determined that the Commission needs to acquire this property as right-of-
17 way, as part of the Cantrell Road Improvement Project, from Taylor Loop Road to Pleasant Ridge Drive;
18 and,
19 WHEREAS, the value of said property being acquired by the Commission was appraised by Fair
20 Market Value as Twenty-Four Thousand,Nine Hundred Seventy-Nine Dollars($24,979.00).
21 WHEREAS, this compensation amount is based upon Seventeen Thousand, Three Hundred Sixty-
22 Eight Dollars ($17,368.00) as just compensation for the reality to be acquired, One Hundred Dollars
23 ($100.00) for the Temporary Construction Easement and Seven Thousand, Five Hundred Eleven Dollars
24 ($7,511.00)for market damage to the remaining lands.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1.The Mayor and City Clerk are hereby authorized to execute any necessary documents, in a form
28 acceptable to the City Attorney, to sell the property to the Arkansas State Highway Commission, more
29 particularly described as:
30 Part of Lots 10 and 11, Block 11 of Josephine Pan key Third Addition,an addition
31 to the City of Little Rock as filed in Book 1, Page 111, located in the Northeast
32 Quarter of the Northwest Quarter of Section 20, Township 2 North, Range 13
33 West, Pulaski County, Arkansas more particularly described as follows:
34 Commencing at a point being used as the southwest corner of said Block 11;

1 thence South 87°27'44" East along the south line of said Block 11 a distance of
2 150.00 feet to the southwest comer of said Lot 10; thence North 1°56'44" East
3 along the west line of said Lots 10 and 11 a distance of 65.52 feet to the southerly
4 right-of-way line of Russ Street Connector as established by Arkansas
5 Department of Transportation (ArDOT) Job No. 061382 and the Point of
6 Beginning; thence continue North .1°56'44" East along the west line of said Lot 1.1
7 a distance of 34.49 feet to the northwest comer of said Lot 11; thence South
8 87°27'44" East along the north line of said Lot 11 a distance of 140.00 feet to the
9 northeast corner of said Lot 11 also being on the west right-of-way line of Russ
10 Street (platted as Garland Street) as established by Josephine Pankey Third
11 Addition as filed in Book 1, Page 111; thence South 1°56'44" West along said
12 right-of-way line a distance of 69.19 feet to a point on the southerly right-of-way
13 line of Russ Street Connector as established by ArDOT Job 061382; thence North
14 87°55'38" West along said right-of-way line, a distance of 99.73 feet to a point;
15 thence North 27°12'25" West along said right-of-way line,a distance of 40.32 feet
16 to a point; thence North 86°01'50" West along said right-of-way line, a distance
17 of 20.64 feet to the Point of Beginning and containing 0.20 acres (8,689 square-
18 feet), more or less,as shown on ArDOT plans referenced as Job No. 061382.
19 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
20 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
21 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
22 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
23 resolution.
24 Section 3.Repealer. All laws, ordinances, resolutions,or parts of the same, that are inconsistent with
25 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
