Dear Commissioners:
The Quapaw Quarter Association recommends that the Historic District
Commission approve the application of the firm of Madden, Byrlay and
Johnson for a Certificate of Appropriateness to restore the front
porch of the structure at 515 South Rock Street.
It is unclear whether the porch was original to the house. However,
the proposed restoration is generally consistent with the Italianate
styling of the house. We are somewhat concerned with the use of
dentil work on the porch, as it seems to detract from the simpler
detailing on the main structure. However, dentils are used on other
Italianate structures in the area, notably the Lincoln House at
7th and Cumberland.
The porch is in great need of repair. We believe that the proposed
restoration will be a welcomed improvement.

The law firm of Madden, Byarlay & Johnson has recently
purchased and moved into the above -referenced residence. The
front porch of the residence is in a dangerous state of disrepair
and we respectfully request your approval of the following
improvements:
1. The complete removal of and disposal of the existing
front porch roof and brick floor system.
2. The reconstruction, per the attached plans and
specifications, of the porch system.
We are sensitive to the continuing efforts of the Commission
to preserve the historic value of our structure as well as all
the surrounding structures. Our intent is to replace the porch
with a porch of similar design thereby keeping in line with the
already extensive restoration that has been done by our
neighbors. We feel that our design will enhance the street
appearance of the building as well as conform to the
architectural period of the structure.
We are anxious to complete this project and anticipate the
total time of construction to be twp weeks from the date of your

B. SPECIFICATIONS -
I. Floor System:
a. Replace brick floor with new floor system
consisting of six brick piers to match existing, 4-
lattice panel inserts, 1" X 12" freeze board, 2" X
6" treated joists and 1" X 4" treated flooring.
b. Replace brick steps with new steps consisting of 2
X treated risers and treads, 6" X 6" wood posts, 2"
X G" top and bottom rails and 2" X 2" decorative
spindles.
II. Rails and Columns:
a. Replace existing columns with 14-6" X 6" square
columns with appropriate trim, 2" X 6" top and
bottom rails and 2" X 2" decorative spindles.
III. Roof, Ceiling, Facia and Soffet System:
a. Replace existing porch ceiling with 1" X 4" beaded
ceiling and 2" crown mold.
b. Replace existing band, facia and soffet with 1" X
12" band, 5/8" soffet materials, 1" X 8" facia, 2"
X 3" dental blocks, 4" crown mold, and re -use
existing decorative trim blocks as shown.
C. Replace existing roof system with new 12" standing
seam metal roof painted to match.
IV. Grading:
a. 4' X 8' lattice to be 1/4" treated.
b. 1" X 4" flooring to #2 Tongue and Grove treated.
C. 1 X trim board to be #1 yellow pine or better.
d. 2 X joists to be #2 yellow pine treated.
e. Dentals, molds, blocks, etc. to be #1 yellow pine
or better.
f. 2 X rails to be #2 yellow pine treated.
g. 2" X 2" spindles to be fir dipped for treating.
h. 1 X and 2 X column materials to be #1 yellow pine
or better.
i. Brick for piers to be re -used. Porch brick to
match.
