Dear Commissioners:
The Quapaw Quarter Association recommends that the Historic District
Commission approve the application of the firm of Madden, Byrlay and
Johnson for a Certificate of Appropriateness to restore the front
porch of the structure at 515 South Rock Street.
It is unclear whether the porch was original to the house. However,
the proposed restoration is generally consistent with the Italianate
styling of the house. We are somewhat concerned with the use of
dentil work on the porch, as it seems to detract from the simpler
detailing on the main structure. However, dentils are used on other
Italianate structures in the area, notably the Lincoln House at
7th and Cumberland.
The porch is in great need of repair. We believe that the proposed
restoration will be a welcomed improvement.

Thank you for the opportunity to comment on the referenced Certificate of Appropriateness
applications. The staff of the Arkansas Historic Preservation Program (AHPP)
has reviewed the proposals, as presented, with the following comments:
515 South Rock Street
We would like to cmmend the owners for the quality of the construction of the
proposed replacement porch (i.e. the new wood deck and stair). We recommend
that in the reconstruction of this porch as much original fabric as possible be
reused, especially the brackets. It is our opinion that the flat arch detail of
the cornice board is an original element of the porch and should be replicated
in the design for the replacement porch. In light of the width of this detail
we would recommend that a single column be employed in the new design (using
either a square chamfered column of suitable width or replicating the existing
replacement column). We would also recommend that the dentil work which
has been added to the top of the cornice board be ommitted, unless evidence
can be found to document this detail on the original porch.

of appropriateness. We are very pleased that Cashion
and
Company
has elected
to follow this solution in lieu of their proposal to remove
the
structure
on Capitol
Avenue to the east of their building.
