The applicant's justification is presented in an attached letter. Present Use of Property: Single Family Residential Proposed Use of Property: Single Family Residential STAFF REPORT Public Works Issues: No Comments Staff Analysis: The R-7A zoned property located at 8505 Calleghan Road is occupied by a one- story single wide manufactured home located at the southeast corner of the property. The property is located outside the Little Rock City Limits, but within the City's Extraterritorial Zoning Jurisdiction. The property is comprised of four (4) acres and located on the east side of Calleghan Road, north of Baseline Road. A two -car wide driveway from Calleghan Road is located at the southwest corner of the property. The driveway runs along the south property line to the single family residence. A wood and masonry fence runs north/south, parallel to the front property line, approximately 30 feet back from the front property line. The applicant recently constructed a one-story garage/storage structure near the southwest corner of the overall property, as noted on the attached site plan. The garage/storage structure is 32 feet by 42 feet in area. The accessory structure is located 39.3 feet back from the front (west) property line and 60 feet back from the south side property line. An 18 foot by 20 foot carport is located on the east side of the garage structure. SEPTEMBER 25, 2017 ITEM NO.: 1 CON'T. Z-8669-A Section 36-156(a)(2)c. of the City's Zoning Ordinance requires a minimum front setback of 60 feet for accessory structures in single family residential zoning. Therefore, the applicant is requesting a variance to allow the accessory garage/storage structure with a reduced front setback. Staff is supportive of the requested variance to allow a reduced front setback for the accessory garage/storage structure. Staff views the request as reasonable. The accessory structure is located approximately 40 feet back from the front (west) property line. It is located behind a masonry/wood fence, within a four (4) acre property. The proposed front setback for the accessory structure is not out of character with other structures along Calleghan Road, including a church building across the street to the west. With the exception of the front setback, the accessory structure complies with all other required building setback and area requirements. Staff believes the existing accessory structure will have no adverse impact on the adjacent properties or the general area. C. Staff Recommendation: Staff recommends approval of the requested front setback variance, subject to the accessory garage/storage structure not being utilized in conjunction with any business activity. BOARD OF ADJUSTMENT (September 25, 2017) The applicant was present. There were no objectors present. Staff presented the item and a recommendation of approval as outline in the "staff recommendation" above. There was no further discussion. The item was placed on the Consent Agenda and approved as recommended by a vote of 4 ayes, 0 noes and 1 absent. 2
