Provide notification of property owners located within 200-feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than May 18, 2011. The Office of Planning and Development must receive the proof of notice no later than May 27, 2011. 2. Provide details of any on -site parking. Provide any written agreements for available parking located off -site. 3. Provide details of any signage proposed including ground and building signage. Provide the location, total height and total sign area of ground signage. Provide the size of any building signage proposed. 4. Will the pool hall be accessible from the bar? Variance/Waivers: None requested. Public Works Conditions: 1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right- of-way prior to occupancy. 2. Obtain permits for improvements within State Highway right-of-way from AHTD, District VI. Utilities and Fire Department/County Planning: Wastewater: Sewer is available to this project. Entergy: No comment received. Center -Point Energy: Approved as submitted. AT & T: No comment received. Central Arkansas Water: No objection. All Central Arkansas Water requirements in effect at the time of request for water service must be met. Contact Central Arkansas Water if additional fire protection or metered water service is required or regarding the size and location of the water meter. Due to the nature of the facility, installation of an approved reduced pressure zone backflow preventer assembly (RPZ) is required on the domestic water service. This assembly must be installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon installation of the RPZA, successful tests of the assembly must be completed by a Certified Assembly tester licensed by the Item # 5. State of Arkansas and approved by CAW. The test results must be sent to CAW's Cross Connection Section within ten days of installation and annually thereafter. Contact the Cross Connection Section at 377-1226 if you would like to discus backflow prevention requirements for this project. Fire Department: Place fire hydrants per code. Maintain at least a 20-foot wide access. Contact the Little Rock Fire Department for additional information. County Planning: No comment. CATA: Approved as submitted. The site is located on CATA Bus Route #14 — the Rosedale Route. Parks and Recreation: No comment received. Planning Division: This request is located in the 1-630 Planning District. The Land Use Plan shows Commercial for this property. The applicant has applied for a rezoning from C-4, Open Display District to Planned Commercial Development to allow the property to be used as a pool hall retaining the existing C-4, Open Display uses. The Commercial category allows for a broad range of retail and wholesale activities. Commercial activities can vary in type and scale depending on the trade area that they serve. Master Street Plan: Asher Avenue is a Principal Arterial. The primary function of a Principal Arterial is to serve through traffic and to connect major traffic generators or activity centers within urbanized areas. Entrances and exits should be limited to minimize negative effects of traffic and pedestrians on Asher Avenue since it is a Principal Arterial. This street may require dedication of right-of-way and may require street improvements for entrances and exits to the site. Bicycle Plan: There are no bike routes shown in the immediate vicinity. Landscape: 1. Site plan must comply with the City's landscape and buffer ordinance requirements. 2. If the rehabilitation costs exceeds fifty percent (50%) of the replacement costs then the associated landscaping and buffer ordinance must be brought into compliance accordingly. 3. Any/all new parking areas must be per City of Little Rock code. Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, May 18, 2011. Item # 5.
