3 A RESOLUTION TO AUTHORIZE THE MAYOR TO ACCEPT GRANT
4 FUNDS FROM THE NATIONAL EDUCATION ASSOCIATION
5 FOUNDATION, IN THE AMOUNT OF NINETY-FIVE THOUSAND
6 DOLLARS ($95,000.00), TO SUPPORT THE CITY'S COMMUNITY
7 SCHOOLS INITIATIVE WITH THE LITTLE ROCK SCHOOL
8 DISTRICT; TO AUTHORIZE THE MAYOR AND CITY MANAGER TO
9 EXECUTE ANY AND ALL NECESSARY AGREEMENTS AND OTHER
10 DOCUMENTS FOR THE ADMINISTRATION OF THE GRANT; AND
1 1 FOR OTHER PURPOSES.

13 WHEREAS, the City of Little Rock, Arkansas ("City") and the Little Rock School District
14 ("LRSD") have participated together in the Community Schools Initiative since September 2020;and,
15 WHEREAS, the City acknowledges that Grant Funds are available from the National Education
16 Association(NEA) Foundation to support the City's Community Schools initiative; and,
17 WHEREAS, the City has successfully applied for Grant Funds from the NEA Foundation and they
18 are desirous of awarding One Hundred Ninety-Eight Thousand Dollars ($198,000.00) to the City for this
19 purpose; and,
20 WHEREAS, the City shall enter into a Memorandum of Understanding with the Little Rock School
21 District for the Sub-Award of Grant funds from NEA in the amount of Ninety-Five Thousand Dollars
22 ($95,000.00); and,
23 WHEREAS, the Board of Directors approval of this NEA Foundation Grant is necessary because,
24 while the City is not putting money into the grant, the City is guaranteeing that it will pay back Ninety-
25 Five Thousand Dollars ($95,000.00) should the NEA Foundation, in its sole discretion, determine that the
26 money was not used properly; and,
27 WHEREAS, there is no reason to believe that the Grant Funds will not be used properly; however,
28 the acceptance of that amount of liability is a policy decision that requires City Board approval; and,
29 WHEREAS, the Grant Funds will be used as follows: 1) Seventy-Five Thousand Dollars
30 ($75,000.00) for a social worker at Chicot Elementary School; and 2) Twenty Thousand Dollars
31 ($20,000.00) for Community Cafés (cafés at four (4) LRSD Community Schools for the 2023-2024
32 School Year).
33 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
34 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The Board of Directors of the City of Little Rock authorizes the Mayor to accept Grant
2 Funds from the NEA Foundation to support the City's Community Schools Initiative with the LRSD as
3 follows: 1) Seventy-Five Thousand Dollars ($75,000.00) for a social worker at Chicot Elementary
4 School; and 2) Twenty Thousand Dollars ($20,000.00) for Community Cafés (cafés at four (4) LRSD
5 Community Schools for the 2023-2024 school year); for a total grant amount of Ninety-Five Thousand
6 Dollars($95,000.00).
7 Section 2. The Mayor and City Manager and any other necessary City employee are hereby
8 authorized and directed to execute any and all necessary agreements and other documents for the
9 administration of the grant.
10 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
11 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
12 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
13 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
14 resolution.
15 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
16 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
