3 A RESOLUTION TO APPOINT MONTY BAUGH, TO FILL AN AT-
4 LARGE POSITION ON THE LITTLE ROCK HOUSING AUTHORITY
5 BOARD OF COMMISSIONERS, D/B/A METROPOLITAN HOUSING
6 ALLIANCE; AND FOR OTHER PURPOSES.

8 WHEREAS, in August 2023, the City of Little Rock, Arkansas ("the City"), was notified that the
9 sitting tenant member of the Little Rock Municipal Housing Alliance ("MHA") Board of Commissioners
10 were no longer a resident,and thus was no longer qualified to serve on the Board;and,
11 WHEREAS, the City was also notified that the U.S. Department of Housing & Urban Development
12 ("HUD")had declared MHA to be a"troubled"public housing authority;and,
13 WHEREAS, since October 17, 2023, pursuant to Little Rock,Ark., Resolution No. 16,143,the MHA
14 Board of Commissioners has operated with the statutory minimum of three(3)Commissioners to conduct
15 business;and,
16 WHEREAS, on February 28, 2024, the MHA Board of Commissioners, after the consideration of
17 applications, and after individual interviews with three applicants by each individual Commissioner,
18 adopted Resolution No. 2024-02-6890 to recommend that the Mayor and Board of Directors of the City
19 of Little Rock, Arkansas, ratify the appointment of Monty Baugh as an At-Large Commissioner of the
20 MHA Board of Commissioners.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. Monty Vaughan, is hereby appointed to fill an At-Large Commissioner Term on the Little
24 Rock Housing Authority Board of Commissioners, said term to last for a period up to five(5)years, and
25 in any event to expire on,or before, March 5,2029.
26 Section 2. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
27 subparagraph, item, sentence, clause, phrase, or work of this resolution is declared or adjudged to be
28 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
29 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
30 unconstitutional was not originally a part of this resolution.
31 Section 3. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
32 provisions of this ordinance,are hereby repealed to the extent of such inconsistency.
