3 A RESOLUTION TO APPOINT STACIE BROWN, TO FILL THE
4 RESIDENT COMMISSIONER POSITION ON THE LITTLE ROCK
5 HOUSING AUTHORITY BOARD OF COMMISSIONERS, D/B/A
6 METROPOLITAN HOUSING ALLIANCE; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, in August 2023, the City of Little Rock, Arkansas ("the City"), was notified that the
10 sitting tenant member of the Little Rock Municipal Housing Alliance ("MHA") Board of Commissioners
11 were no longer a resident,and thus was no longer qualified to serve on the Board;and,
12 WHEREAS, the City was also notified that the U.S. Department of Housing& Urban Development
13 ("HUD")had declared MHA to be a"troubled"public housing authority;and,
14 WHEREAS,since October 17, 2023, pursuant to Little Rock,Ark., Resolution No. 16,143,the MHA
15 Board of Commissioners has operated with the statutory minimum of three(3)Commissioners to conduct
16 business;and,
17 WHEREAS, since that time, HUD has informed the City that notwithstanding major financial
18 reporting problems by MHA, an interim appointment of a Tenant Commissioner was still a requirement
19 that should be fulfilled; and,
20 WHEREAS, MHA then properly advertised for someone to fill the position of a tenant member of
21 MHA, and on Wednesday, February 21, 2024,the MHA Board of Commissioners, pursuant to Resolution
22 No. 2024-02-6889, approved the recommendation of Stacie Brown to the City Board of Directors for
23 appointment as the Resident Member of the MHA Board of Commissioners subject to approval by the
24 Little Rock Board of Directors,and further subject to Ms. Brown remaining a tenant of MHA Housing.
25 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. Stacie Brown, is hereby appointed to fill the Resident Commissioner Term on the Little
28 Rock Housing Authority Board of Commissioners, said term to be for up to five (5) years provided Ms.
29 Brown remains a tenant in an MHA property.
30 Section 2. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
31 subparagraph, item, sentence, clause, phrase, or work of this resolution is declared or adjudged to be
32 invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
33 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
34 unconstitutional was not originally a part of this resolution.

1 Section 3. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
2 provisions of this ordinance, are hereby repealed to the extent of such inconsistency.
