3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,943 (MARCH 21, 2023), TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT WITH RISK MANAGEMENT RESOURCES,
6 IN THE AMOUNT OF SEVENTY-TWO THOUSAND DOLLARS
7 ($72,000.00), TO PROVIDE THIRD-PARTY ADMINISTRATION
8 SERVICES FOR THE CITY'S SELF-FUNDED WORKERS'
9 COMPENSATION PROGRAM,AND FOR OTHER PURPOSES.

11 WHEREAS,the City of Little Rock Board of Directors passed Little Rock,Ark. Resolution No. 13,866
12 (April 15, 2014) to authorize the City Manager to extend the existing contract with Risk Management
13 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
14 Compensation Program at a rate of Seventy-Two Thousand Dollars($72,000.00)per year; and,
15 WHEREAS,the rate was guaranteed for three(3)years with the maximum term noted in the Request
16 for Proposals effective July 1,2014;and,
17 WHEREAS, the current coverage ended on June 30, 2017, and was extended for one (1) additional
18 year pursuant to Little Rock, Ark. Ordinance No. 21,434 (June 20, 2017) to provide coverage ending on
19 March 31,2018;and,
20 WHEREAS, in 2018,after careful review of response to a formal bid process,the recommendation to
21 accept the proposal of Risk Management Resources for a maximum of seven 7 one (1)-year terms was

22 adopted in Little Rock,Ark.,Ordinance No. 14,741 (March 20, 2018);and,
23 WHEREAS, Little Rock, Ark., Resolution No. 15,630 (March 1, 2022) authorized the fifth year use
24 for Rick Management Resources to provide Third-Party Administration Services for the City's Self-Funded
25 Workers' Compensation Program;and,
26 WHEREAS,Little Rock,Ark., Resolution No. 15,943 (March 21,2023)authorized the sixth year use
27 for Rick Management Resources to provide Third-Party Administration Services for the City's Self-Funded
28 Workers' Compensation Program;and,
29 WHEREAS,this resolution authorizes the seventh and final one (1)-year term that the City shall use
30 Risk Management Resources for the period April 1,2024,through and including March 31,2025,to provide
31 Third-Party Administration Services for the City's Self-Funded Workers' Compensation Program.
32 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
33 OF LITTLE ROCK,ARKANSAS:

1 Section 1. The City Manager is authorized to enter into an agreement with Risk Management
2 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
3 Compensation Program at a cost of Seventy-Two Thousand Dollars($72,000.00)per year.
4 Section 2. The terms of this agreement are from April 1, 2024, through and to include March 31,
5 2025,and represents the seventh and final one(1)-year term.
6 Section 3. Funding for this agreement is budgeted in General Benefits Fund, Account No. 101003-
7 52033.
8 Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
9 subparagraph,item,sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid
10 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution,
11 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
12 unconstitutional was not originally a part of this resolution.
13 Section 5. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
14 provisions of this ordinance, including, but not limited to, Little Rock, Ark., Resolution No. 13,866(April
15 15, 2014); Little Rock, Ark. Ordinance No. 21,434 (June 20, 2017); Little Rock, Ark., Ordinance No.
16 14,741 (March 20,2018);Little Rock,Ark.,Resolution No. 15,630(March 1,2022);and Little Rock,Ark.,
17 Resolution No. 15,943 (March 21,2023),are hereby repealed to the extent of such inconsistency.
