3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO AWARD
4 PROFESSIONAL ENGINEERING SERVICES CONTRACTS FOR
5 ENGINEERING DESIGN AND SURVERY SERVICES FOR THE 2023 TO
6 2025 CAPITAL IMPROVEMENT PROJECTS FUNDED FROM THE
7 PROCEEDS OF THE LIMITED TAX OBLIGATION CAPITAL
8 IMPROVEMENT BONDS FOR STREET AND DRAINAGE PROJECTS,
9 AND FOR OTHER PURPOSES

I 1 WHEREAS, Little Rock, Ark., Resolution No. 15,968 (May 2, 2023) set forth the list of Street and
12 Drainage Projects for the 2023,2024 and 2025 Street and Drainage Capital Improvement Program;and,
13 WHEREAS, Engineering Design Consultants were selected pursuant to an annual Statement of
14 Qualifications Process, Bid No. 2306,to provide Engineering& Design Services for surveying,design and
15 on-call construction phase services for the projects described herein.
16 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. The City Manager is hereby authorized to execute an agreement with Hanson &
19 McLaughlin, LLC, in an amount not to exceed Ninety-Four Thousand Dollars ($94,000.00) for the
20 following projects:
21 a. West 24th Street Reconstruction,from Valmar Street to Valentine Street(Ward 1)
22 b. Ward 6 Sidewalks: Aldersgate Road, from West 20th Street to West 24th Street; and West 28th
23 Street, from Dorchester Drive to Walker Street (Ward 6)
24 Section 2. The City Manager is hereby authorized to execute an agreement with McClelland
25 Consulting Engineers, Inc., in an amount not to exceed One Hundred Eighteen Thousand, Nine Hundred
26 Sixty Dollars($118,960.00)for the following projects:
27 a. Indian Trail Sidewalk, from Keightly Drive to Richwood Drive(Ward 3)
28 b. Ward 4 Sidewalk: Green Mountain Road, from Ethan Allen Dive to Mara Lynn Road (Ward
29 4)
30 Section 3. The City Manager is hereby authorized to execute an agreement with GarNat Engineering,
31 LLC, in an amount not to exceed Seventy-One Thousand Dollars($71,000.00)for the following projects:
32 a. Broadway Street Drainage, from West 33rd Street to West 34th Street(Ward 1)

1 Section 4. The City Manager is hereby authorized to execute an agreement with Volkert, Inc., in an
2 amount not to exceed One Hundred One Thousand, Four Hundred Seventy-Five Dollars($101,475.00)for
3 the following projects:
4 a. Montrose Drive and Longlea Drive Drainage Improvements(Ward 4)
5 b. Ward 2 Sidewalks: Ricky Lane, from Lara Lane to Malabri Drive; Doyle Springs Road. from
6 Clement Drive to Young Drive; and Halifax Drive, from Woodson Road to Lancaster Road
7 (Ward 2)
8 Section 5. The City Manager is hereby authorized to execute an agreement with Development
9 Consultants, Inc., in an amount not to exceed Fifty-Nine Thousand, Two Hundred Twenty Dollars
10 ($59,220.00)for the following projects:
11 a. Preston Drive Area Drainage Improvements (Ward 7)
12 Section 6. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
16 resolution.
17 Section 7. Repealer. All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
18 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
