Project Description:
Arkansas Baptist College is submitting this conditional use application for the approval of the renovation
of 1700 Dr. Martin Luther King Jr. Blvd. The college plans to convert the first floor of the current
structure into a welcome center. The Welcome will service students, parents, and visitors of the
college.
The second floor will be converted into administrative offices. The college will house the Academic
Affairs office here.
The project will satisfy all building codes and requirements. See site plan for variance request.

revisions may be required after additional review. Contact Central Arkansas Water regarding procedures for

requirements.
This site is zoned Urban Use (UU); therefore, street trees must be planted along
all adjacent city streets in the public right-of-way.
Removal or pruning of any/all existing vegetation on site must be approved prior
to any commencement of work.
9. Pearson Accessory Dwelling Z-8624
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Any new parking must be screened in accordance to Chapter 15 and Chapter 36 of
the City of Little Rock's Ordinances.
The zoning buffer ordinance requires an undisturbed buffer between the newly
developed area and the residentially zoned properties. The road/driveway appears
to be encroaching into the required land use buffer; clarify. A vegetative screen

property along the east. The undisturbed buffer is to be fifty foot (50') in width.

A RESOLUTION TO SET FEBRUARY 15, 2011, AS THE DATE OF HEARING
ON THE PETITION TO ABANDON THE REMAINING ONE-HALF BLOCK OF
THE SIXTY (60)-FOOT WIDE WEST 17T" STREET RIGHT-OF-WAY
LOCATED IMMEDIATELY WEST OF DR. MARTIN LUTHER KING, JR.,
DRIVE, IN THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES.
WHEREAS, a petition has been filed with the City Clerk requesting that the Board of Directors
vacate and abandon the remaining one-half block of the sixty (60)-foot wide West 171h Street right -of --way
located immediately west of Dr. Martin Luther King, Jr., Drive, pursuant to its general police power
authority under Ark. Code Ann. §14-54-104.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. The hearing on the ordinance to abandon the above -mentioned right-of-way shall be held
at a meeting of the Board of Directors of the City of Little Rock in the Board Room of City Hall at six
o'clock on the 15'h day of February, 2011.
Section 2. The City Clerk is hereby directed to give notice of such hearing in the manner prescribed
by law by publication once a week for two (2) consecutive weeks in a newspaper published in Pulaski
County, Arkansas, and having a general circulation in the City of Little Rock -

18 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
19 THE CITY OF LITTLE ROCK, ARKANSAS:
20 Section 1. The Board of Directors hereby releases, vacates, and abandons the remaining
21 one-half block of the sixty (60)-foot wide West 171h Street right-of-way located immediately
22 west of Dr. Martin Luther King, Jr., Drive, North of Lot 12, Block 38, Centennial Addition to the
23 City of Little Rock, in the City of Little Rock, Arkansas.
24 Section 2. The City specifically reserves the public utility and drainage easements.
25 Section 3. A copy of this ordinance, duly certified by the City Clerk, shall be filed in the
26 real estate records of the recorder of the Circuit Clerk in ex officio recorder of Pulaski County,
27 Arkansas.
28 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause,
29 phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such
30 declaration or adjudication shall not affect the remaining portions of the ordinance which shall
31 remain in full force and effect as if the portion so declared or adjudged to be invalid or

SYNOPSIS
Arkansas Baptist.College is requesting the abandonment of
the remaining one-half block of the 60-foot wide West 17`h
Street right-of=way located immediately west of Dr. Martin
Luther King, Jr. Blvd. The block and a half of 17`h Street
right-of-way extending west to Marshall Street was
abandoned by the City on July 20, 2010.
FISCAL IMPACT
None
RECOMMENDATION
Approval of the right-of-way abandonment subject to the
area of abandoned right-of-way being retained as public
utility and drainage easement.
CITIZEN
The Planning Commission reviewed this issue as a part of
PARTICIPATION
a conditional use permit review on January 6, 2011. There
were no objectors present. Notice was sent to the Central
High and Downtown Neighborhood Associations and to all
owners of properties located within 200 feet. Notice of the
abandonment request was sent along with notice of a
conditional use permit on the abutting lot. The Planning
Commission voted 8 ayes, 0 noes, 1 absent and 2 open
positions to recommend approval of the right-of-way
abandonment.
BACKGROUND
Arkansas Baptist College is requesting the abandonment of
the remaining one-half block of West 17`h Street right-of-
way located immediately west of Dr. Martin Luther King,
Jr. Blvd. The Mock and a half of 17`h Street right-of-way
extending west to Marshall Street was abandoned by the
City on July 20, 2010. At that time, the college did not
own the lot at the southwest comer of 17`h and MLK. The
college now owns all abutting property. The area of
abandoned right-of-way will become a driveway providing
access to parking and a service area. The area will be
retained as utility and drainage easement. All Utilities and
Public Works have approved abandonment of the right-of-
way.
The right-of-way to be abandoned is described as the one-
half block of 60-foot wide West 17`" Street right-of-way
located immediately west of Dr. Martin Luther King, Jr.
Blvd.; north of Lot 12, Block 38, Centennial Addition to
the City of Little Rock.
