of the item on the consent agenda as presented by staff. The motion carried by a vote

STAFF UPDATE:
The applicant submitted a request dated October 19, 2010, requesting deferral of this
item to the December 16, 2010, public hearing. Staff is supportive of the deferral
request.

Planning Staff Comments:
1. Provide notification of all abutting property owners, complete with the certified
abstract list, notice form with affidavit executed and proof of mailing. The notice
must be mailed no later than September 8, 2010. The Office of Planning and
Development must receive the proof of notice no later than September 17, 2010.
2. Provide the maximum number of employees.
3. Provide the days and hours of operation.
4. Provide details of any proposed fencing including location, construction material and
total height.
5. Provide details of any proposed signage including location, total height and total sign
area of ground signs. Also provide the location, total square footage and percentage
of the fagade area for any proposed building signage.
6. Provide the location of any proposed dumpster facilities. Will the hours of
dumpster service be limited to daylight hours only?
7. Provide the percentage of sales expected for the herbs.
8. All site lighting must be low level and directional, directed downward and into the
site.
9. Provide the total number of parking spaces located on the site.
10. Define Quiet Office uses.
Variance[Waivers: None requested.
Public Works Conditions:
1. Sidewalks with appropriate handicap ramps are required to be installed along "S"
Street in accordance with Section 31-175 of the Little Rock Code and the Master
Street Plan. The back of the sidewalk should be located at the property line.
Access ramps should be installed at the intersection of Watt Street and "S" Street
and at the northern driveway.
2. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-
of-way prior to occupancy.
3. Plans of all work in right-of-way shall be submitted for approval prior to start of work.
Obtain barricade permit prior to doing any work in the right-of-way from Traffic
Engineering at (501) 379-1805 (Travis Herbner).
Utilities and Fire Department/County Planning:
Wastewater: Sewer available to this property.

Planning Division: This request is located in the West Little Rock Planning District. The
Land Use Plan shows Public Institutional for this property. The applicant has applied for
a rezoning from R-2, Single-family to Planned Office Development to allow an existing
church building to be used as an office use. Each Planned Zoning District is to be
reviewed on its own merits with consideration of the Land Use Plan for the site and
surrounding areas.
This area is covered by the Midtown Neighborhood Plan. Their Commercial
Development Goal states ": to increase the long-term viability of our retail, office, and
medical centers, and prevent destabilization of surrounding neighborhoods."
Master Street Plan: Watt Street is a Local Street. The primary function of a Local
Street is to provide access to adjacent properties. Local Streets which are abutted by
non-residential zoning/use or more intensive zoning than duplexes are considered as
"Commercial Streets". These streets have a design standard the same as a Collector.
This street may require dedication of right-of-way and may require street improvements
for entrances and exits to the site.
Bicycle Plan: There are no bike routes shown in the immediate vicinity.
Landscape:
1. If rehabilitation of the commercial buildings exceed fifty percent (50%) or more of the
replacement cost of the building then the landscaping must come into compliance
accordingly.
2. Any/all new paved areas must be landscaped in accordance to Chapter 15, the
Landscape Ordinance.
Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, September 8, 2010.
