The most recent issue on this site was disturbing the root(s) dripline areas of trees that were shown to remain. Orange protective tree fencing is required to be in place at all times on the job site. The builder is responsible for keeping this fencing secure and all material, debris, and equipment out of this area. Upon inspection by the City Urban Forester, it appeared the tree roots were being ripped, drip lines being disturbed, and improper methods for installation of sidewalks and/or parking lots was found. These are the outstanding issues from my understanding. The tree removal is still an outstanding issue, as far as I understand. Mr. Carney can/will be able to answer the question of where the authorization of the tree removal stands. Don't hesitate to ask should you have any additional questions. On another note, the tree fencing is up at the USA Drug on Main Street. The City stopped them from actually removing the tree at that time. The City's Urban Forester has investigated the tree and he has now recommended that the tree be removed. He has determined that the tree was damaged to the point that it will soon become a hazard to the community. This action complies with the Central High Design Overlay District that the Urban Forester must approve the removal of any tree exceeding fourteen (14) inches in diameter. The Housing Authority has submitted a good landscaping plan that will result in the planting of many new trees on the site to mitigate the loss of this damaged tree. Please be advised that I have approved Staff's recommendation that the damaged tree be removed and the new landscape plan be implemented. This is the large oak tree that was left after it had already been topped and stubbed out for removal. The tree service was stopped before they could finish the job. A majority of the time if we include a note on the landscape plans that calls out, site to have an automatic irrigation system that provides full coverage, the City is usually good with it.
