The builder needs to get approval from Mr. Dana Carney; whom I will cc: on this email. The most recent
issue on this site was disturbing the root(s) dripline areas of trees that were shown to remain. Orange
protective tree fencing is required to be in place at all times on the job site. The builder is responsible for
keeping this fencing secure and all material, debris, and equipment out of this area. Upon inspection by
the City Urban Forester, it appeared the tree roots were being ripped, drip lines being disturbed, and
improper methods for installation of sidewalks and/or parking lots was found. These are the outstanding
issues from my understanding. The tree removal is still an outstanding issue, as far as I understand. Mr.
Carney can/will be able to answer the question of where the authorization of the tree removal stands.
Don't hesitate to ask should you have any additional questions.
On another note, the tree fencing is up at the USA Drug on Main Street. Your help in that matter is greatly
appreciated.

I was under the impression that the 48" oak had been removed, however it still remains and the
builder needs sign of to proceed with the project. See attached a revised landscape plan that notes

Attached is a scan of the civil site utility plan showing the water. If you need a better pdf of
this let me know and I can send you the civil set of dwgs. Regarding the location for the
controller, I'll ask LRHA where they want that to go.
Also, I sent an email to LRHA yesterday about the city approval for the new landscape plans
for Park. I was told they are still waiting for the city manager's approval for the removal of
the 48" oak, but they haven't heard anything in a while. Could you check with Christy again
and see if she's heard anything?

Our irrigation consultant is wrapping up the irrigation plan and had a few questions. Where is
the water line that is servicing the buildings on site that we can tap into for the irrigation?
Also, do you have a suggestion as to where we should locate the controller? Pedestal or wall
mount to one of the buildings?

There is a large tree located on the new Housing Authority project site at 12th and Park Streets
that was substantially over -pruned earlier this year. The City stopped them from actually
removing the tree at that time. The City's Urban Forester has investigated the tree and he has
now recommended that the tree be removed. He has determined that the tree was damaged to the
point that it will soon become a hazard to the community. This action complies with the Central
High Design Overlay District that the Urban Forester must approve the removal of any tree
exceeding fourteen (14) inches in diameter.
The Housing Authority has submitted a good landscaping plan that will result in the planting of
many new trees on the site to mitigate the loss of this damaged tree. Please be advised that I have
approved Staff's recommendation that the damaged tree be removed and the new landscape plan
be implemented.

Dear Mr. Bozynski,
This is in response to the notification letter received concerning the tree removal at the 12th and
Park Street Housing Authority Project. Members of the Central High Neighborhood Inc and
residents in attendance of the CHNI meeting roster have been notified of the Urban Forester's
report recommending removing the over pruned tree that is damaged and soon to become a
hazard to the community. This is in compliance with the Design Overlay District guidelines. I
received only one concerned comment from a property owner (Mr. Gary Iverson) stating that the
tree can be saved. There are no other disputes of your recommendation to remove the damage
tree.

This tree has been topped. We do not allow topping in the city limits. The tree will continue to decay and become a serious
hazard and a liability to the city since we know there is a problem but refuse to correct it. I would have the contractor come

we allow the tree removal and the new plantings. The Central High DOD says no trees are to be removed without the
Urban Forester's approval, which we have. The landscape ordinance establishes a replacement tree count for any trees
that are removed. the plan submitted by the Authority complies with the landscape ordinance requirement.

out for removal. The tree service was stopped before they could finish the job. This tree is past the point of
recovery and is a prim example of why topping should not be allowed. I wanted the tree removed then but

I have been by the site and the tree has already been "pruned" to the point of no return. See
attached photo.... -.So, at this time it is a mitigation issue that needs to be addressed. Additional
trees Will need to be planted in lieu of the action; based upon the diameter of the existing tree shown

When we sent you the change order proposal for the design of the irrigation system for
Park, you put a Nov. 20 deadline on that work. The designer that Tanner uses for that work

Can you answer question below from Christy?
Also, it does not look good for the irrigation plan until December; what exactly does LRHA
need for the 20th deadline? A majority of the time if we include a note on the landscape plans
that calls out, site to have an automatic irrigation system that provides full coverage, the City
is usually good with it. We can follow up with a plan to give to the contractor to install from.

Not sure what the irrigation question is .... if it involves any changes to the proposed submittal
let me know otherwise, the site will need to be automatically irrigated. On the other issue

the planning commission approved.

Also, it does not look good for the irrigation plan until December; what exactly does LRHA need for the 20th

The Little Rock Housing Authority is proposing a revision
to a previously approved PD-R to allow a greater front yard
setback.
None.
Staff recommends approval of the requested PD-R zoning.
The Planning Commission voted to recommend approval of
the original requested zoning by a vote of 9 ayes, 2 noes
and 0 absent.
The Planning Commission reviewed the proposed PD-R
request at its January 14, 2010, meeting. There was one
registered objector present. The Central High and the
Capitol Hill Neighborhood Associations, all residents who
could be identified located within 300 feet of the site and
all property owners located within 200-feet of the site were
notified of the Public Hearing before the Little Rock
Planning Commission.
The Board of Directors reviewed the request at their March
2, 2010 Public Hearing. The Board of Directors voted to
approved the request.
BACKGROUND
In response to concerns raised by Neighbors the Little Rock
Housing Authority is proposing to revise the previously
approved PD-R site plan to allow for a greater front yard
setback. There are three existing homes located on Park
Street which have a greater setback than the 15-foot setback
approved through the original PD-R process. The
neighbors have requested the front setback of the new
construction be more in line with the existing homes on the
block. With the new plan, the front setback as measured to
the front steps will be 36.5 feet and to the face of the
structure without steps 43.1 feet.
There are no other changes proposed for the development.
As with the original approval all other aspects of the
development will comply with the requirements of the
Central High Design Overlay District.
