Planning Commissioners:
Arkansas Baptist College would like to formally submit a Conditional Use Permit application, to build a
parking lot on 1617 West 17th Street and its surrounding lots. This parking lot will be used by faculty and
staff and will support our new dormitory. The new parking lot will add 121 parking spaces. We plan to
begin construction of the parking shortly after the April 22"d public hearing date. We are not requesting
any variances or waivers for this project.

Arkansas Baptist College's Subdivision Committee Comments Responses
Response to Planning Staff Comments:
1.) A single small (36"x48") sign on two posts mounted at 60" maximum height will be located at the
single Marshall Street entrance.
2.) A 7'-0" high privacy fence is proposed to run in the north -south direction along the east end of the
site separating the lot from the Community Leadership Offices and the properties at 1716/1718 and
1720/1722 Bishop Street. An identical privacy fence is proposed to intersect this fence and run in the
east -west direction between the unowned property at 1716/1718 Bishop Street and the College -owned
property at 1720/1722 Bishop Street.
3.) Thirteen 14'-0" post -top light fixtures are proposed at the perimeter of the site (including Marshall
Street and 18th Street) providing pedestrian lighting along the sidewalk. Interior site lighting is provided
by eight 25'-0" pole mounted area light fixtures located within interior landscaped areas to provide safe
illumination leves within the lot. Two post -top light fixtures, as well as two security lights mounted to
the College -owned structure at 1720/1722 Bishop Street will provide safe illumination for the path
between the buildings leading from the parking lot to Bishop Street.
Response to Public Works Comments:
1.) A radial dedication of R.O.W. is denoted within the property lines at the intersection of W. 17th
Street and Marshall Street and the intersection of W. 18th Street and Marshall Street. We are also
applying to have a section of 17th Street and Bishop Street abandoned. This should satisfy this
requirement.
2.) Driveways on the north side of the site have been combined into a single drive located at its
nearest point 127'-10" from the center line of Marshall Street and 97'-10" from the property line. The
driveway width is 25'-0", which is less than the maximum required by the ordinance.
3.) The driveways on the west side of the site have been combined into a single drive with center line
located 180'-0" from the center lines of both 17th Street and 18th Street. The driveway width is 25'-0"
which is less than the maximum required by the ordinance.
Response to landscape Comments:
1.) Landscape area and planting quantity requirements are met as indicated on drawings.
2.) Screening is fulfilled via fencing described above in Planning Staff Comment Response Item #2.
