Planning Staff Comments:
1. Provide notification of property owners located within 200-feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of
mailing. The notice must be mailed no later than December 21, 2011. The Office of
Planning and Development must receive the proof of notice no later than December
30, 2011.
2. Provide the days and hours of operation for the business.
3. Provide details of any proposed signage including ground signage and building
signage. Provide the location of any proposed ground signage and include the total
height and total sign area. Building signage should include the percentage of facade
area proposed covered with signage.
4. Will there be a dumpster located on the site? If so provide the location and a note
concerning the required screening.
5. The cover letter indicates fencing will be installed in the future. Provide the
proposed construction material and the total height of the proposed fencing.
6. It appears with the narrowing of the driveway landscaping could be installed along
Baseline Road on each side of the drive. In these areas the pavement must be cut-
away and removed. In addition the site plan indicates the placement of building
landscaping. Will this be provided in raised beds or will the asphalt be removed in
this area also?
7. The landscaping located on the site plan along the eastern perimeter cannot be
installed since there is not sufficient area to plant or maintain the plantings.
Variance/Waivers: None requested.
Public Works Conditions:
1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right-
of-way prior to occupancy.
2. Driveway locations and widths do not meet the traffic access and circulation
requirements of Sections 30-43 and 31-210. The property must place a single
driveway access centered on the lot. The width of driveway must not exceed 28
feet.
3. Obtain permits for improvements within State Highway right-of-way from AHTD,
District VI.
Utilities and Fire Department/County Planning:
Wastewater: Sewer available to this project.

Central Arkansas Water: All Central Arkansas Water requirements in effect at the time
of request for water service must be met. Contact Central Arkansas Water if additional
fire protection or metered water service is required. Due to the nature of the facility,
installation of an approved reduced pressure zone backflow preventer assembly (RPZ)
is required on the domestic water service. This assembly must be installed prior to the
first point of use. Central Arkansas Water requires that upon installation of the RPZ
assembly, successful tests of the assembly must be completed by a Certified Assembly
Tester licensed in the State of Arkansas and approved by Central Arkansas Water. The
test results must be sent to Central Arkansas Water's Cross Connection Section within
ten days of installation and annually thereafter. Contact the Cross Connection Section
at 377-1226 if you would like to discuss backflow prevention requirements for this
project. The Little Rock Fire Department needs to evaluate this site to determine
whether additional public and/or private fire hydrant(s) will be required. If additional fire
hydrant(s) are required they will be installed at the developer's expense.
Fire Department: Place fire hydrants per code. Maintain access at least 20-feet wide.
Contact the Little Rock Fire Department for additional information.
County Planning: No comment.
CATA: The site is located on CATA Bus Route # 15 — The 65th Street route.
Parks and Recreation: No comment received.
Planning Division: This request is located in the Geyer Springs East Planning District.
The Land Use Plan shows Commercial (C) for this property. The Commercial category
includes a broad range of retail and wholesale sales of products, personal and
professional services, and general business activities. Commercial activities vary in type
and scale, depending on the trade area that they serve. The applicant has applied for a
rezoning from R-2, Single-family to PCD (Planned Commercial Development) to allow
for retail uses and warehousing on the site.
Master Street Plan: Baseline Road is a Principal Arterial. A Principal Arterial is to serve
thorough traffic and to connect major traffic generators or activity centers within the
urbanized area. Entrances and exits should be limited to minimize negative effects of
traffic and pedestrians on Baseline Road since it is a Principal Arterial. This street may
require dedication of right-of-way and may require street improvements for entrances
and exits to the site.
Bicycle Plan: There are no bike routes shown in the immediate vicinity.
Landscape:
Item # 5.
1. Site plan must comply with the City's minimal landscape and buffer ordinance
requirements.
2. An upgrade may be required if the rehabilitation of the structure exceeds fifty percent
(50%) of the current replacement cost.
3. Asphalt/concrete must be removed in conjunction with this application.
4. Curb and gutter will be required to separate the parking areas from the landscape
areas.
5. Staff recommends installing two (2) interior islands that are seven and a half foot in width (7
%') and a minimum of one hundred fifty square foot (150) in area. These islands will also
help with vehicular circulation.
Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include
the additional information as noted above) to staff on Wednesday, December 14, 2011.
