The following represent Arkansas Baptist College's response to the Planning Staff Comments: 1. Comment acknowledged. 2. The required Cover Letter has been generated and is submitted via attachment to this response document. Please refer to attached 'Cover Letter'. 3. Variance and waiver requests in writing is submitted via attachment to this response. Please refer to the attached document titled 'Cover Letter' under the sub -heading 'Variances & Waivers Requested'. 4. Please refer to the attached letter from Little Rock Housing Authority. 5. One residence hall will house male students and one residence hall will house female students. Each three-story residence hall will total approximately 40,440 square feet, containing 48 two - bedroom suites accommodating 192 beds, for a total of 384 beds for both buildings. There are 6 handicapped -accessible suites in each building. It should be further noted that these structures represent the college's commitment to relocate resident students in the existing temporary housing structures currently located on 17th streetjust east of Martin Luther King Drive. The completion of these proposed Residence Halls will cause the removal of the temporary housing structures. Variances & Waivers Requested For the proposed construction site encompassing lots 1,2,3, 4,5, and 6 of Block 38 in the Centennial Addition to the City of Little Rock, Arkansas as depicted in the attached drawing titled 'SITE PLAN', the Applicant requests the following variances/waivers: Building Setback and Building Hieght: 1.) Front yard setback reduction from 25-0" to 0'-0" at the west site boundary along Bishop Street 2.) Side yard setback reduction from 5-0" to 0'-0" at the north site boundary along 17th Street 3.) Side yard setback reduction from F-0" to 0'-0" at the south site boundary along 18th Street 4.) Rear yard setback reduction from 25'-0" to 0'-0" at the east site boundary along the alley 5.) Height restriction increase from 35'-0" to 50'-0" Justification: Arkansas Baptist College is quickly out growing it's current campus. Due to the high number of students currently housed off campus in contract housing (hotels), the proposed Residence Halls are greatly needed for proximity and safety, minimized neighborhood impact, and growth issues. For these reasons, these structures need to be constructed on this site to maintain a close proximity to the existing campus core. In order to house the target number of students, the footprints of these structures have been optimized to utilize the available site property. The proposed design elects a larger building footprint to construct only three stories for these structures in order to maintain a height sensitivity to the nearby neighborhood verses constructing four or five stories which may have reduced the footprint and lessened the need for setback variance but may have created issues of architectural incompatibility with the surrounding neighborhood. Buffers: Due to the request and need to construct the proposed structures on this site and up to within zero feet of the property boundary, the applicant requests a waiver of the required landscape buffer within 9 feet of the property boundary. The applicant proposes to provide and install formal landscaping and sod at remaining open yard areas on the proposed site. As well, the applicant proposes tree plantings along 17th Street, Bishop Street, and 18`h Street. Refer to the attached 'SITE PLAN'. Additionally, per Arkansas Baptist College's masterplan, the applicant will via separate project make petition for the closing or abandonment of right-of-ways of Bishop Street located at the west boundary of the site, and 17`h Street located at the north boundary of the project site. Upon closure of these portions of Bishop and 171h street, the applicant proposes to construct landscaped, pedestrian plaza areas in the zones currently occupied by the streets. (Design accommodations will be made for firefighting apparatus access.) The applicant would purpose that these planned efforts add supplemental support for waiving the landscape buffers. Please refer to additional information regarding the closing of these streets under the heading Suoolemental Information below. Parking;_ The Applicant requests the reduction of the required parking ratio for the residence hall project from one parking space per every two residents to one parking 'space per every four residents. The request is made based on the data and observation that only 25% of Arkansas Baptist College's resident students utilize or own a vehicle. Approximately 25% or less of the students residing on campus utilize or own a vehicle thus generating the need for approximately 96 parking spaces for the proposed residence hall project The student population facilitated by the construction of the proposed residence hall will be adequately served by a 126 space parking lot to be located west of Bishop street between 17tn and 181n street adjacent Marshall Street. The parking lot will be constructed via a separate parking lot project to be completed by August of 2010. Supplemental information regarding this parking project and additional campus parking information is outlined below under the heading Su oo lemental Information. Currently the college has 741 students enrolled. Per observation, at peak hours during the day approximately 225 student and faculty vehicles are parked on campus in striped, unstriped, and on -street parking areas. The college currently has the capacity to park approximately 145 vehicles in striped and unstriped parking areas. This number does not include on -street parking. Building Descrilgtion The following describes one structure of two identical residence hall structures proposed on the site as 'Proposed Residence Hall #1 (north structure) and Proposed Residence Hall #2 (south structure) shown on the attached plan titled 'SITE PLAN'. Areas: Total Gross Area: 40,438 sqft over 3 total floor levels 15S Floor Gross Area: 13,628 sqft (includes half of mechanical room common to both buildings) 2"d Floor Gross Area: 13,405 sqft 3F4 Floor Gross Area: 13,405 sqft Areas and spaces: Each structure shall sleep a total of 192 persons; which includes 188 students and up to a potential 4 persons in the manager's suite. Each student suite shall be comprised of two student bedrooms for two students with two closets in each bedroom, an entry hall, a sink area with two sinks, and a bathroom with a shower and toilet. There shall be two study rooms per floor level located at the end of each suite wing. The 1 st floor level will have a main entry lobby, security desk with restroom, vending machine area, elevator, exit stair, janitorial space, student residential suites and various utility spaces for building infrastructure. The 2"d and 3rd floor each shall contain student residential suites, two study rooms, multipurpose room, elevator lobby, elevator, exit stair, and janitorial space. A manager's suite will be located on the first floor and shall contain a small kitchen, living room area, eating area, one bedroom with closet, and one accessible bathroom. The structure and site shall be designed per applicable building codes, ordinances, and the Fair Housing Act. Structure: The structure is proposed to consist of concrete slabs on metal deck bearing on structural steel stud walls all bearing on a first floor level concrete slab -on -grade which shall bear on concrete masonry unit foundation walls on spread concrete footings. The roof structure shall be pre -manufactured metal stud roof trusses with a corrugated metal roof deck over which wood sheathing and architectural shingles shall be applied. Materials: The general exterior materials shall be modular brick veneer, backed by structural steel studs, manufactured stone cladding on concrete masonry units or metal studs and exterior sheathing, exterior insulation finish system (E.I.F.S.) shall be utilized above the third floor level. Each student suite shall have one single hung, insulated glass window per bedroom. All other doors and windows will be aluminum or hollow metal with insulated glass. Gutters, downspouts, and roof fascia will be prefinished metal with a vinyl or pre -finished metal soffit panel. The roof system shall be architectural composite shingles (fiberglass or asphalt). Site Fencing The proposed site fencing indicated on the attached drawing titled 'Site Plan' is proposed to be constructed of prefinished steel or aluminum (prefinished in a dark color such as black or green). The fence design is proposed to be composed of vertical metal pickets approximately 6 feet above finish grade secured in sections attached to ornamented post standards set in minimum 24" of concrete below finish soil. Fence system is to have decorative picket and post caps and is proposed to be terminated at building entry sidewalks with brick masonry columns approximately 6 feet above finish grade. At the dumpster enclosure, the enclosure will be constructed of a combination of brick masonry, heavy steel sections, and solid wood pickets to a minimum height of 6-0". SUPPLEMENTAL INFORMATION The following supplemental information has been submitted to provide an overview of Arkansas Baptist College's efforts both immediate and future which will further support the current Residence Hall project being submitted in this application. Camous Parkin New Parking Lot at 18th Street & Marshal Street: To further support current and future campus parking needs and serve the Arkansas Baptist College's student residence program (which will include the proposed residence halls of this application), attached is a parking lot plan drawing titled 'PARKING LOT SITE PLAN' for which the college is currently completing documentation in order to make required applications to the City of Little Rock, acquiring a General Contractor, and securing funding. This project, planned for immediate implementation upon completion of City of Little Rock review process and permitting, is scheduled to be completed in August of 2010. This parking lot will support 126 total vehicles. Additionally, the college is securing funding to construct a parking lot for approximately 29 vehicles at the northeast corner of Martin Luther King and 16th Street behind the Cooperative Baptist Fellowship house. This parking lot has been reviewed by the City of Little Rock. The addition of the new parking lot at 18th Street and Marshall Street, and the near future completion of the parking lot located at the northeast corner of Martin Luther King Drive and 16th Street will increase the college's total parking capacity to approximately 300. Arkansas Baptist College has initiated a campus masterplan via the services of an architectural firm experienced in campus masterplanning. The masterplan encompasses a strategic plan of implementation to construct new campus parking to address current and future campus parking needs and requirements as changes and growth occurs. Closing Bishop Street and 17'h Street - As noted above, Arkansas Baptist College will make petition for the closing of Bishop Street located at the west boundary of the proposed residence halls project site, and 17th Street located at the north boundary of the project site. The college intends to create a pedestrian plaza at the current Bishop Street area west of the proposed residence halls and the 17th street area north of the proposed residence halls. The pedestrian plazas are needed to facilitate pedestrian safety. These future proposed pedestrian plazas would contain landscaped elements and sidewalks as well as be designed for firefighting apparatus access. 17'h street will be proposed to be closed from a point just west of the existing alley located east of the proposed residence halls site to allow the owners of the existing single family dwellings located at the east side of the proposed residence halls site one-way vehicular access to the alley. Multifamily Z-8300-A Site plan must comply with the cities minimal landscape and buffer ordinance requirements. The zoning buffer ordinance requires a nine (9') foot wide land use buffer along the eastern property line next to the residentially zoned property. Seventy percent (70%) of this area must remain undisturbed. The zoning buffer ordinance requires a nine (9') foot wide land use buffer along the northern property line next to the residentially zoned property. Interior landscaping requirement are required to be located within the proposed parking area. This minimum requirement is calculated at 8 % of the paved surface areas. Currently, zero is proposed. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the northern and eastern perimeters of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. 6.
