Subject: SPP SPR - LRFD Approval
We met with Dennis Free at LRFD this morning and reviewed the SPP site plan for fire hydrants and access.
Dennis has approved the drive widths as shown based on their ability to use both sides of the boulevard entry
drive in the event of an emergency. Dennis requested one additional of fire hydrant and a possible second
location if needed for the parking deck. These hydrants have will be included in our revised site plan submittal

Dear Donna:
Attached are four copies of the updated site plan, as requested. The following
statements are provided in response to the comments given at the Subdivision
Committee meeting:
Plannin Staff Comments:
1. Provide notification of property owners located within 200 feet of the site, complete
with the certified abstract list, notice form with affidavit executed and proof of mailing.
The notice must be mailed no later than March 24, 2010. The Office of Planning and
Development must receive the proof of notice no later than April 2, 2010.
Response: Property owners have been notified and notification evidence has been
submitted.
2. The property is currently zoned R-2, Single-family but staff is applying the 0-2
development standards to the requested site plan review.
Response: Understood.
3. Provide details of any proposed perimeter fencing including location and construction
materials.
Response: There will be a security fence surrounding the Operations Center as
shown in the site plan. The fence will be 6 feet in height and will be a security style
ornamental metal picket with top pickets that bent outward on the north, west, and
south sides. In the buffer area on the eastern side, the fence will be a 6 foot black
chain link fence with security wire turned to the inside of the enclosure. A copy of the
ornamental fence style is also enclosed. We do not propose to fence the entire
perimeter of the overall site.

Response: The 50 foot Land Use Buffer on the eastern perimeter will maintain a
minimum of 70% in undisturbed area to comply with ordinance requirements.
Undisturbed areas and other tree preservation areas will be protected with temporary
fencing during construction to prevent access and disturbance. There will be a strong
effort to preserve existing trees in all perimeter areas wherever feasible.
5. The 0-2 zoning district states no building hereafter erected or structurally altered
shall exceed a height of forty-five (45) feet at the required front, side or rear yard
setback lines. Building heights proposed in excess of forty-five (45) feet may be
authorized by the planning commission in conjunction with the site plan review.
However, the following formula shall rule: At the height permitted at said yard
setback lines, one (1) foot may be added to the height of the building for each foot
that the building or portion thereof is set back from the required yard lines. In no
instance shall the maximum height of the building exceed one hundred twenty (120)
feet. The building is indicated with a maximum building height of 84 feet and a
setbacks ranging from 88.81 feet to 104.7 feet.
Response: The proposed building heights and setbacks comply with the 0-2
standards.
6. The front, side and rear yard setbacks per the 0-2 zoning district shall be not less
than twenty-five (25) feet

4. With site development, provide the design of the street conforming to the Master
Street Plan. Construct one-half street improvements to Pride Valley Road including
5-foot sidewalk with the planned development. Per code, these improvements must
be constructed adjacent to the development. The plan shows paving the southern
half of Pride Valley Road to 18 feet from centerline. Will one-half street
improvements to the north side of Pride Valley and paving of the southern half of
Pride Valley Road west of new collector street and Pride Valley Road intersection be
constructed with one-half street improvements?
Response: Required half -street street improvements (with right turn lane) on Pride
Valley will be made by the owner or developer and are shown in the site plan. We
confirm that the south half of Pride Valley will be widened to 18 feet with asphalt
only. At this time there is no additional widening proposed for Pride Valley west of
the new collector. The site plan has been corrected to show a transition back to the
existing pavement width at this location.

5-foot sidewalks on both sides with the planned development. Curb and gutter will

be built at the time of construction. Sidewalks will be constructed along the east side.
We are requesting to defer sidewalks on the west side until the adjacent property
develops (see waivers above).

The bridge has been designed so that there is no rise in flood elevations. There is a
404 Permit currently in process with the Corps of Engineers for this bridge. The Kirk
Road Bridge is a separate infrastructure project by the current land owners.
16. Plans of all work in right-of-way shall be submitted for approval prior to start of work.
Obtain barricade permit prior to doing any work in the right-of-way from Traffic
Engineering at (501) 379-1805 (Travis Herbner).

boulevard entry drive of approximately 50 feet wide. We have reviewed the plan with
Dennis Free for access, drive widths, and fire protection and have enclosed an LRFD
approved plan copy. We also reviewed the drive widths with CLR Traffic and
confirmed that the drive widths are acceptable, based on the LRFD approval.
Therefore, we request to maintain the drive widths as shown in the boulevard street
section to enhance traffic calming through the site and discourage truck access at
this location.
20. Driveway widths do not meet the traffic access and circulation requirements of
Sections 30-43 and 31-210. The width of driveway must not exceed 36 feet. A
variance must be requested to exceed this width. The median of the south driveway
should be more bull nosed instead of rounded to assistance drivers to enter in the

water facilities will be sized to provide adequate pressure and fire protection. Please
submit plans for water facilities and/or fire protection system to Central Arkansas Water
for review. Plan revisions may be required after additional review. Contact Central
Arkansas Water regarding procedures for installation of water facilities and/or fire
service. Approval of plans by the Arkansas Department of Health Engineering Division

installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon
installation of the RPZA, successful tests of the assembly must be completed by a
Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The
test results must be sent to CAW's Cross Connection Section within ten days of
installation and annually thereafter. Contact the Cross Connection Section at 377-1226 if
you would like to discuss backflow prevention requirements for this project.

Attached are our application materials for the Southwest Power Pool Site Plan Review Application. The
following items are provided for your use:
1. Eighteen copies of the proposed site plan.
2. Three copies of the current boundary survey.
3. Completed application, street right-of-way agreement, and owners authorization forms.
4. Our check for the $375.00 filing fee.
After a year long review process and examination of numerous possible sites, Southwest Power Pool
(SPP) has selected this site at Pride Valley Road for their new corporate campus location. Many specific
site characteristics were required for a project of this nature and the proposed location was the best
choice for a central Arkansas location. The subject site will allow SPP to create a campus atmosphere,
rather than a basic office development. There will also be room for future expansions when they become
needed.
The site will be purchased, owned, and developed by SPP. There will be a coordinated effort between
SPP and the current land owners to construct the boundary street improvements. The current land
owners will also construct an extension of Kirk Road, with a bridge over Rock Creek, to provide access to
Chenal Parkway.
SPP has a strong desire to preserve as many trees as possible in the perimeters, and where feasible in
other areas of the site. To make this possible, a four story office building with a three story parking deck
has been proposed. Making the primary structures multi -story reduces the surface area coverage on the
site and allows more green space to be maintained. The specific building areas, parking and site
coverage information is summarized on the site plan.
