He is agreeable to allowing the door to be relocated without review by the Mid -town Advisory Board or amending the PCD zoning site plan. The fagade along South University Avenue must contain features which give the appearance of glass and the face of the building must not be a solid faced wall. None. Staff recommends approval of the requested PCD zoning. The Planning Commission voted to recommend approval of the PCD zoning by a vote of 8 ayes, 0 noes and 3 absent. The Planning Commission reviewed the proposed PCD request at its June 4, 2015, meeting and there were no registered objectors present. All property owners located within 200-feet of the site along with the Briarwood Neighborhood Association were notified of the Public Hearing. BACKGROUND Ordinance No. 20,216 adopted by the Little Rock Board of Directors on February 16, 2010, rezoned the site from C-3, General Commercial District to Planned Commercial Development. The approval allowed the construction of a 4,043 square foot building and seventeen (17) parking spaces. Any existing curb cut located on South University Avenue would be maintained for access. The building was proposed with a maximum building height of thirty (30) feet. The front fagade was to be decorative panels. Windows without mullions were proposed. This development did not occur. The current request is to revise and reinstate the previously approved PCD (Planned Commercial Development) to allow the construction of a 3,780 square foot building 17 parking spaces. The applicant indicates the building will be used as an optical clinic with retail sales. The site is located within the Mid -town Design Overlay District which has specific development criteria related to building placement and building materials. There was a quorum with 5 members present. Director Kathy Webb, Board of Directors liaison was present. City Staff present was Brian Minyard, Planning Staff and Debra Dawson, City Attorney office. Item 1: Approval of the May 15 2015 Meeting Summary There were no revisions to the meeting Summary. Jim Bell made a motion to approve the minutes as submitted. John Spenst seconded and the motion passed with 4 ayes, 0 noes and 3 absent. (Kelly Newberg entered the meeting after this vote.) Item 2: Review Elevations for Z-8501-A (112 South University) Brian Minyard, Planning Staff noted that the site plan had been approved at the last meeting but elevations were to be presented at this meeting. Mr. Minyard noted 4 parts of the item that needed to be addressed. They are as follows: 1) the building is more than 18 feet in height and there must be a demarcation for floors on the elevations, however this is a one story building; 2) the door on the north side: if it is an emergency or employee door only, it must be downplayed. If it is a customer door, no changes would be required; 3) the facades do not meet the 60% transparency rule; 4) sign on south side does not have street frontage. Mr. Dan Bartlett, representing the application, addressed the concerns of Staff. The door to the north is an emergency door only; it will be downplayed. The door may move from its current location and may move into the solid wall section of the fagade. It also may move within the glass area. Building code dictated that there is a door on that side of the fagade. On the demarcation, the building appears to be a one story building. Mr. Bartlett suggested that one of the existing bands on the buildings below the sign could be widened and enhanced with another color to create the demarcation. On the transparency, Mr. Bartlett stated he did not know or forgot about that rule. It was clarified by staff that the 60% was of the fagade, not linear feet of building. Mr. Minyard read the ordinance requirement on the transparency rule for the applicant. Debra Weldon asked if the demarcation of the building is enhanced, does the 60% only apply to the area under the demarcation line. Mr. Minyard stated that he did not know. Mr. Bartlett noted that the basement area under the site would be filled in and retaining walls would be installed. Mr. Bartlett said that the mechanical units would be placed on top of the roof and would be screened. Jim Bell noted that the handicapped spots are on the west side of the parking lot, farther away from the front door than available spaces that are across the aisle on the east. Mr. Bartlett said he would explore moving the handicap parking across the aisle to the east with sidewalk changes. Kelly Newberg commented on the width of the sidewalk in front of the building and there was a discussion on the driveway aisle width and the easement to the south with the ATT building parking lot. Glenn Borkowski asked if the building height is purely aesthetic. There was a discussion that the parapet of the building may be able to screen the mechanical units. Mr. Borkowski also stated that the 1 demarcation may help the percentages for transparency. Mr. Bartlett said that the ceiling height had not been determined yet. John Spenst stated that lowering the ceiling, and therefore the roof, may hide the mechanical units on the roof even more. Mr. Bartlett said that the glass on the north side could be stretched to increase the percentage. The windows are needed for the glass optical shop. He will explore adding more windows. Mr. Bell made a motion to recommend approval provided that 1) A line will be installed to separate the first and second floor, 2) Glass areas to be expanded to 60% of the first floor, and 3) handicapped parking to be moved from the west to the east side of the aisle. Mr. Bell clarified that he did not include the sign on the south side of the building in his motion. Mr. Spenst seconded the motion. Kelly Newberg stated that the sign on the south side of the building is needed because of the uniqueness of the small site. The motion passed with a voice vote of 5 ayes and 2 absent.
