Z-8486 NAME: 3517 West 25th Street Short -form POD LOCATION: located at 3517 West 25th Street Planning Staff Comments: 1. Provide notification of all property owners located within 200-feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than August 19, 2009. The Office of Planning and Development must receive the proof of notice no later than August 28, 2009. 2. Based on the proposed use of the property a total of 13 parking spaces would typically be required to serve the office and multi -family use. The site plan indicates 9 spaces are provided. 3. The site plan indicates driveway widths in excess of typical ordinance standards. 4. The new building is indicated approximately five feet from the southern property line. The ordinance typically requires the placement of a land use buffer of 6'9" within this area. 5. Provide details of the proposed construction material for the new building. 6. Provide the maximum building height and the number of stories proposed for the new structure. 7. Will a dumpster be located on the site? If so provide the location of the dumpster on the site plan and a note concerning the required screening. Variance/Waivers: None requested. Public Works Conditions: 1. Due to the proposed use of the property, the Master Street Plan specifies that Valentine Street for the frontage of this property must meet commercial street standards. Dedicate right-of-way to 30 feet from centerline. Show the centerline of the right-of-way of the street on the plan. 2. Due to the proposed use of the property, the Master Street Plan specifies that West 25th Street for the frontage of this property must meet commercial street standards. Dedicate right-of-way to 30 feet from centerline. Show the centerline of the right-of- way on the plan. 3. A 20 foot radial dedication of right-of-way is required at the intersection of Valentine Street and W. 25th Street. 4. With site development, provide the design of the street conforming to the Master Street Plan. Construct one-half street improvement to Valentine Street including 5- foot sidewalk with the planned development. The new back of curb should be located 15.5 feet from the centerline. 5. Driveway locations and width do not meet the traffic access and circulation requirements of Sections 30-43 and 31-210. The width of driveway must not exceed Item # 10.1. 36 feet. The driveway and parking area should be redesigned for better vehicle use and access. Utilities and Fire Department/County Planning: Wastewater: Existing sewer main on site. No construction over or within five feet of the existing sewer main. Contact Little Rock Wastewater for details as to sewer location. Entergy: No comment received. Center -Point Energy: No comment received. AT & T: No comment received. Central Arkansas Water: All Central Arkansas Water requirements in effect at the time of water service must be met. Due to the nature of this facility, installation of an approved reduced pressure zone backflow preventer assembly (RPZ) is required on the domestic water service. This assembly must be installed prior to the first point of use. Central Arkansas Water (CAW) requires that upon installation of the RPZ, a successful test of the assembly must be completed by a Certified Assembly Tester licensed by the State of Arkansas and approved by CAW. The test results must be sent to CAW's Cross Connection Section within ten days of installation and annually thereafter. Contact Cross Connection Section at 377-1226 if you would like to discuss backflow prevention requirements for this project. The Little Rock Fire Department needs to evaluate this site to determine whether additional public and/or private fire hydrant(s) will be required. If additional fire hydrant(s) are required, they will be installed at the developer's expense. The facilities on -site will be private. When meters are planned off private lines, private facilities shall be installed to Central Arkansas Water's material and construction specifications and installation will be by an engineer, licensed to practice in the State of Arkansas. Execution of Customer Owned Line Agreement is required. Contact Central Arkansas Water regarding the size and location of the water meter. Fire Department: Fire hydrants maybe required. Contact the Little Rock Fire Department for additional information. County Planning: No comment. CATA: The site is not located on a dedicated CATA Bus Route. The site is located near CATA Routes #14 — the Rosedale Route and #16 the UALR Route. Planning Division: This request is located in the 1-630 Planning District. The Land Use Plan shows Residential Medium Density for this property. The applicant has applied for a Planned Office Development for multi family residences. A Land Use Plan amendment to Residential High Density is a separate item on this agenda (LU09-09-02). Item # 10.1. Master Street Plan: West 25th Street and South Valentine Street are Local Streets. The primary function of a Local Street is to provide access to adjacent properties. Local Streets which are abutted by non-residential zoning/use or more intensive zoning than duplexes are considered as "Commercial Streets". These streets have a design standard the same as a Collector. These streets may require dedication of right-of-way and may require street improvements for entrances and exits to the site. Bicycle Plan: There are no bike routes in the immediate vicinity. Neighborhood Action Plan: This area is covered by the Stephens Neighborhood Action Plan. The Stephens Housing Goal states a need for "resources for providing affordable homes." Landscape: 1. The site plan must comply with the City's minimal landscape and buffer ordinance requirements. 2. Before a building permit is issued a landscape plan must be submitted to the City. Developments of two (2) acres or more require the landscape plan be affixed with the seal of a registered landscape architect. 3. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining property or the right-of-way of any street, highway or freeway. This strip must be at least nine (9) feet wide. The site is located within the designated "Mature Area" of the City which allows the perimeter landscape strip to be reduced to not less than six feet nine inches (6'9"). 4. Street buffers are required in all instances. All sites developed, modified or enlarged must provide street buffers at six (6) percent of the average depth of the lot with a minimum dimension of one-half (1/2) the full width requirement but in no case less than nine (9) feet. The maximum dimension required is fifty (50) feet. 5. Interior planting island width must be not less than seven and one-half (7 1/2) feet in order to receive credit. 6. Landscape areas may be installed in the area immediately adjacent to the building or elsewhere on the site at the discretion of the responsible party. However, landscape areas must be provided between the vehicular use area used for public parking and the general vicinity of the building, excluding truck loading or service areas not open to public parking. These areas must be equal to an equivalent planter strip three (3) feet wide along the vehicular use area. Revised plat/plan. Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, August 19, 2009. Item # 10.1.
