X. 4000 N. Rodnev Parham (Z-3836-G)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires an average thirty-two foot (32') wide street
buffer along Rodney Parham road and is in no case to be less than half or sixteen
foot (16'). The new driveway and proposed parking lots appear to be encroaching
within this minimal area.
The landscape ordinance requires a nine foot (9') wide perimeter landscape strip
around the sites entirety.
Interior islands must be three hundred square foot in area (300) to qualify when
there are one hundred and fifty (150) parking spaces or more; only one new island
appears to be deficient.
An automatic irrigation system to water landscaped area will be required.
Prior to a building permit being issued, it will be necessary to provide an
approved landscape plan stamped with the seal of a Registered Landscape
Architect.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this site. Credit toward fulfilling Landscape Ordinance requirements
can be given when preserving trees of six (6) inch caliper or larger.
X. Arkansas Baptist College Z-8442-A)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires a nine foot wide (9') land use buffer
between this property and all the residentially zoned properties. This buffer is
required along the northern, eastern, and some western property lines. Seventy
percent (70%) of this buffer must remain undisturbed.
The landscape ordinance requires a nine foot (9') wide landscape strip around the
sites entirety. A variance from this minimal requirement must be obtained from
the City Beautiful Commission prior to the issuance of a building permit.
It appears the handicap parking space encroaches into the required landscaping
perimeter strip; revise. The striped area for the handicap space also appears to be
deficient in size. Consider relocating the handicap space.
What is the space proposed used for in the interior island area? Clarify.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
northern, eastern, and a portion of the western perimeters of the site.
Landscaping to screen the new parking area will be required.
Street trees are highly recommended in conjunction with this application by both

X. Lawhorn Vehicle Storage Z-8824-A
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
The zoning buffer ordinance requires sixteen foot, eight inch (16'-8") land use
buffer along the eastern perimeter of the site next to the residentially zoned
property. Seventy percent (70%) of this area must remain undisturbed.
The zoning buffer ordinance requires nine foot wide (9') land use buffer along the
southern perimeter of the site next to the residentially zoned property. Seventy
percent (70%) of this area must remain undisturbed.
The zoning buffer ordinance requires nine foot wide (9') land use buffer along the
southeasterly perimeter of the site next to the residentially zoned property,
denoted as lot nine (9). Seventy percent (70%) of this area must remain
undisturbed.
The zoning street buffer ordinance requires a nine foot wide (9') street buffer
along Woodman road.
The zoning street buffer ordinance requires an average eighteen foot (18') wide
street buffer along Sardis Road and is in no case to be less than half or nine foot
(9').
The landscape ordinance requires a nine foot (9') wide perimeter landscape strip
around the projects entirety. A variance from this minimal amount must be
obtained from the City Beautiful Commission prior to the issuance of a building
permit.
If the property total is an acre or more then and automatic irrigation system will
be required to water all the new landscape material.
If/when in the future the parking lot is paved then it must comply with Chapter 15
of the Landscape Ordinance.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
southern and eastern perimeters of the site, next to the residentially zoned
properties.

The landscape ordinance requires a nine foot (9') wide landscape strip around the
sites entirety. Currently, there are three (3) locations this minimal amount is not
being met. Along the northern property line and along the western property line;
revise. A variance from this minimal requirement must be obtained from the
City Beautiful Commission prior to the issuance of a building permit.
The landscape ordinance requires building landscaping currently there is zero (0)
being proposed. A variance from this minimal requirement must be obtained
from the City Beautiful Commission prior to the issuance of a building permit.
X. 6523 Hinkson Road Church (2-8827)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
If the rehabilitation costs of the project exceed fifty percent (50%) of the
replacement costs of the building then the landscaping must be brought into
compliancy accordingly.
Any new parking areas must be landscaped per Chapter 15 of the code of
ordinances.

Mrs. Matthews, per your request, I visited with the AHPP and Vanessa Mckuin. The two houses
being moved and the charter school are NOT in the historic district. Also, AHPP assured me,
moving a house would have no effect on the tax credits. Again, I met with Mrs. Mckuin of the
CHNI yesterday and relayed this information.

Last night we met with the CHNA during their regular meeting time. We had a
chance to explain our CUP applications and address any questions or concerns they
had. We are glad to say, the CHNA association is on board with the college and will
not seek deferment of the applications. We agreed on a new line of communication,
that will include getting CHNA notified earlier of our proposals. Mrs. Matthews has
a direct line to our CFO, Billy Owens and our new Public Relations Rep, will also
correspond with the association.
We explained that our goal is to be on the consent agenda for tomorrow's meeting.
Mrs Matthews reminded the members that if there are any further concerns, they
could fill out a green card before the meeting to express them publicly.
Overall the meeting was very productive. We real enjoyed their input and look

Mr. Bozynski,
Representatives from the Arkansas Baptist College were in attendance at the CHNI meeting last
night to discuss there future plan development for sites 1316 W16th,1607 MLK,1700 Blk
Marshall, and 1519 MLK.
Residents had many questions of this plan that were unanswered due to the fact we learned that
ABC is not operating the school, but is really leasing the building to the company "Resource
Ed". One of the major concerns is our "Historic District" credit, will we lose credit since these
houses are going to be moved to other sites, and of course the safety and security of the students,
parking. We did not take a vote because many question were not answered. I've asked those
residents to attend to voice there concerns and request that our Historic District credits has been
addressed. With all due respect, I think this should be deferred.
