Re: Conditional Use Application for Arkansas Baptist College Parking Lot
Dear Commissioners:
Arkansas Baptist College (ABC) is seeking a Conditional Use Permit in an effort to meet
the needs of our growing student population. Due to continued increases in enrollment
and current redevelopment initiatives on both the campus and in the community, we
request the authority to develop a parking lot at the corner of 15th and Dr. Martin Luther
King Jr. Drive.
The proposed parking lot will include 33 parking spaces, which encompasses two
designated handicap accessible spaces, on property owned and/or controlled by ABC.
This request is in line with existing uses in the area, and more specifically, will be
adjacent to an existing parking lot that accommodates approximately 30 cars to the south
of ABC's proposed parking lot development.
Through community outreach efforts, ABC has strived to inform residents of the
community to gain their support for continued growth of the College. The community
has embraced our strategic growth, including the parking lot development. This
development represents ABC's continued investment and reversal of blight in the
community.
Arkansas Baptist College thanks you for your review and consideration of this
application. We will continue to seek the support and partnership of the City of Little

4. Celebrity Cuta Barber and Beauty Salon {Z-4907-A)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Depending upon rehabilitation costs associated with this project, the parking lot
and property may have to be brought into full compliancy with the cities
landscaping and buffer minimal ordinance requirements.
Street trees are recommended.
5. AIoft Hotel (Z-6828-C)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
This site is located along the Interstate 430 scenic corridor; therefore, thirty foot
(30') of undisturbed buffer is both encouraged and appreciated. Currently, it
appears a retaining wall is located within this area.
The landscape ordinance requires a minimum of eight percent (8%) of the interior
paved surface areas be allocated for green space. Currently, this proposal appears
deficient.
The interior islands must be evenly distributed throughout the site.
An automatic irrigation system is required for all the newly planted landscaped
areas on the site.
A landscape plan with the seal of a Registered Landscape Architect will be
required prior to the issuance of a building permit.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this tree -covered site. Credit toward fulfilling Landscape Ordinance
requirements can be given when properly preserving trees of six (6) inch caliper
or larger.
6. Doyne Duplexes (Z-8440)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
A franchise agreement with the City of Little Rock is required for anything
located within the public right-of-way prior to the issuance of a building permit.

A full review of this site isn't possible due to the submission not including a legal
survey, and not being drawn to scale.
The landscape ordinance requires that eight percent (8%) of the paved surface
area be green space, or interior islands.
A landscape island is needed at the end of the parking lot for circulation of traffic.
The zoning buffer ordinance requires an average street buffer along 15th street;
however, the full depth of the property isn't shown.
The sizes of the compact cars need to be denoted on the plan for a full review.
Depending upon the size of the property in question the landscape plan may need
both a landscape plan drawn by a licensed landscape architect and an automatic
irrigation system.
