Included with this cover memorandum please find an Application for Conditional Use
Permit (CUP). The subject of the CUP is to allow use of the subject property as a Charter
School beginning Fall of 2009.
The subject property is identified as 1215 South Schiller Street Little Rock, Arkansas,
and is owned by Liberty Hill Missionary Baptist Church. The specific property that is the
subject of this CUP is the Education Building which is on the southeast corner of 121h and
South Schiller. It is a separate structure from the Church property, but adjoined by an
enclosed breezeway. The Education Building is a separate structure with separate
ingress/egress and utilities, thereby making it practical to operate as a Charter School,
separate from and not interfering with Church functions. The Education Building is
currently not being utilized by the Church and requires replacement of the HVAC
equipment, roof and plumbing throughout (the bathrooms will be upgraded to
accommodate the anticipated school occupancy). The Church and Charter School have
agreed and executed a lease agreement, contingent upon this CUP request that negotiates
the terms by which these improvements would be made to the property. Both parties see
this as a win/win for their respective organizations.
The Charter School applicant, Collegiate Choices, will operate grades 5 through 8,
providing class room space for a total of up to 216 students by the beginning of the
second year of operation. The School plans on a staff of no more than 20 and parking will
be provided for staff on site. Hours of operation will be 7:00 am to 6:00 pm Monday
through Thursday and 7:00 am to 4:30 pm on Friday. The school will be closed to normal
classroom activity on weekends. Upon authorization, the school will petition the City of
Little Rock for no parking signage directly in front of the school building located at 1215
South Schiller Street. This area will be utilized for safe drop off and pick up of students
during the school's arrival and dismissal periods.
Prior to the start of the school year, detailed directions will be provided to all families
regarding drop off and pick up procedures. These will include the following:
During the hours of 7:00am-8:00am and 4:30pm-5:30pm, traffic at 12`h and South
Schiller will be directed by a paid traffic officer for student drop off and pick up. All
traffic headed toward the school and travelling east or west on West 12th Street will be
directed to bypass South Schiller Street and enter from the south, allowing all vehicles to
arrive directly in front of the building on the sidewalk side of the school and exit Schiller
Street heading in the north direction. School staff will oversee the drop off and pick up
process directly in front of the school's entrance.
Any students who walk to and from the school will be assisted by the paid traffic officer
to cross safely at the intersection of South Schiller and West 12`h Streets. Students who
will be picked up by car will be grouped and monitored safely on the sidewalk directly in
front of the school building and will be directed by school staff to the appropriate family
vehicle in front of the school building with access to the family vehicle only allowed
from the sidewalk.
The subject property is located in the Aikens Subdivision of the City of Little Rock. A
copy of the Bill of Assurance has been provided.
Both Collegiate Choices and Liberty Hill Missionary Baptist Church are in full favor of
this zoning request and see this endeavor as a positive step for the surrounding
community. Therefore, the applicant respectfully requests a positive recommendation of
approval by Staff and then approval of the CUP by the Planning Commission.

Planning Staff Comments:
1. Provide correct survey.
2. Provide a copy of the current Bill of Assurance.
3. Provide signage plan.
4. Locate outside use/playground area.
5. Provide traffic control plan; locating drop off/pick up areas.
6. Provide typical days and hours of use.
7. Information for Commissioners:
a. Proposed school is to have enrollment of two hundred sixteen (216) students with twenty (20)
employees.
b. School is to serve students grades 5 — 8.
c. School is proposed to occupy the Church's education building located on north side of property.
Variance/Waivers:

1. Provide a traffic flow plan for faculty access and student drop-off and pick-up.

SUBDIVISION COMMITTEE COMMENTS: (OCTOBER 23, 2008)
Todd Rice was present, representing the application. Staff briefly described the
proposed conditional use permit for a charter school. Staff noted that a copy of the
current Bill of Assurance needed to be provided. Mr. Rice explained that a title
company had searched for a Bill of Assurance, but could not locate one. Staff noted
that some additional information was needed related to a signage plan, playground
area, drop off/pick-up areas and days/hours of operation. Mr. Rice indicated that the
additional information, along with a corrected survey, would be provided to staff. He
explained that the church is not currently using the portion of the building proposed for
the charter school.
The Public Works requirements were briefly discussed. After the discussion, the
Committee forwarded the application to the full Commission for final action.

Dear Dana:
Per our telephone conversation, I am writing to clarify the following two staff comments on Case
No. Z-8416 for Little Rock Preparatory Academy:
1. Staff analysis stated that no exterior changes are proposed other than for the use of a
portion of the south parking lot for a playground area.
The applicant has an option to install ductless compressors to the exterior walls of the
building instead of the roof for the ductless heating and cooling system. This
approach will help with renovation costs. It was agreed that installing the
compressors to the exterior walls of the building would not affect the approved status
of the development.
2. Staff recommended install ing a 6'-0" tall, opaque, wood screening fence on the
south and east perimeters of the playground area located south of the church building.
The applicant stated that the church does not want to fence in the south portion of the
existing parking lot for a playground. Therefore, the applicant and the church have
agreed to use the existing playground to the east of the alley. The applicant proposes
a 6'-0" tall, opaque wood screening fence on the east side of the playground and a
chain link fence on the north and south sides of the playground. It was agreed that
this clarification would not affect the approved status of the development.
