Chapter 30 Article VI requiring developers to construct roadway improvements to the requirements of the Master Street Plan will be deferred for a period of five (5) years, until development of Lot 8B, or until adjacent development along Bruno Road occurs, whichever occurs first. The specific deferral is for improving Bruno Road to the residential street design standard per the Master Street Plan for the entire frontage of the applicant's property. Per the residential street design standard, Bruno Road is required to be widened to 13 ft from centerline with curb and gutter, sidewalks, access ramps, and streetlights along the entire frontage of approximately 210 ft of the applicant's property. Subsection b. On Bruno Road, 25 foot of right of way from centerline will be dedicated to the City of Little Rock prior to the issuance of the certificate of occupancy. SECTION 2. Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION CITIZEN PARTICIPATION Action Required Ordinance Resolution Approval Information Report Approved By Bruce Moore The applicant is proposing to subdivide this 2.15-acre tact into two (2) lots and to rezone the resulting northern 1.15-acre lot from R-2, Single-family to PCD. I None. Staff recommends approval of the requested platting and the PCD zoning request. The Planning Commission voted to recommend approval of the requested plat and zoning by a vote of 9 ayes, 0 noes, 1 absent and 1 open position. The Planning Commission reviewed the proposed PCD request at its October 30, 2008, meeting. There were no registered objectors present. The Upper Baseline Neighborhood Association, Southwest Little United for Progress, all residents who could be identified located within 300 feet of the site and all property owners located within 200-feet of the site were notified of the Public Hearing. BACKGROUND The applicant is proposing to subdivide this 2.15-acre tact into two (2) lots and to rezone the resulting northern 1.15-acre lot from R-2, Single-family to PCD. The owners propose the construction of a new 10,000 square foot office warehouse building and 10 parking spaces. The owners propose to use the building for light fabrication of automobile parts. The parts will be assembled and warehoused at this facility until delivery or pickup. There will be no retail activity taking place at this site. A perimeter fence will be installed on the site for security. Security lighting will also be installed. The site plan indicates the placement of ten parking spaces within the front yard area and a loading dock along the western fagade of the building. A pylon sign is proposed located near the entrance drive. The hours of operation are from 8 am to 5 pm, Monday through Friday. The development is proposed with two lots. Lot 8A will front on Baseline Road and will be developed with the office warehouse use. Lot 8B will front Bruno Road and will remain zoned R-2, Single-family.
