Staff presented the item stating the applicant failed to respond to comments raised at the July 11, 2012, Subdivision Committee meeting. The motion carried by a vote of 10 ayes, 0 noes and 1 absent. 2 ITEM NO.: 10. Z-8383-A NAME: 4305 North Lookout Short -form PD-R LOCATION: located at 4305 North Lookout Planning Staff Comments.- 1 . Provide notification of the property owners located within 200 feet of the site including the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than July 18, 2012. The Office of Planning and Development must receive the proof of notice no later than July 27, 2012. 2. Provide the grade plane for the lot as required by the Hillcrest DOD. 3. Provide the total square footage of the home. 4. Provide the total square footage of the building footprint. 5. Provide a detailed cover letter of the proposed construction. Include if fencing is proposed around the pool, the total height of the pool from grade, the finish materials of the pool. 6. Are any improvements to the top level of the home proposed? If so what will the improvements include and the total height of the improvements. Variance/Waivers: A variance to allow construction of the pool over an easement. Public Works Conditions: 1. Water from pool must be de -chlorinated prior to being discharged into the City of Little Rock stormwater drainage system. Utilities and Fire Department/County Planning: Wastewater: Construction of the swimming pool cannot commence until a signed agreement is completed with Little Rock Wastewater. Contact Little Rock Wastewater Utility for additional information. Entergy: No comment received. Center -Point Energy: No comment received. AT & T: No comment received. Central Arkansas Water: Fire Department: Maintain access. Contact the Little Rock Fire Department for additional information. County Planning: No comment. Item # 10. CATA: The site is not located on a dedicated CATA Bus Route. Planning Division-, This request is located in the Hillcrest Planning District. The Land Use Plan shows Residential Low Density (RL) for this property. Residential Low Density allows for single family homes at densities not to exceed 6 dwelling units per acre. Such residential development is typically characterized by conventional single family homes, but may also include patio or garden homes and cluster homes, provided that the density remain less than 6 units per acre. The applicant has applied for a rezoning from R-2 (Single Family District) to PDR (Planned District Residential) to allow for the development of a swimming pool in the front yard on the site. This is within the Hillcrest Overlay and any variance request must be reviewed as a Planned Zoning District. Master Street Plan: North Lookout is a Collector on the Master Street Plan. The primary function of a Collector Street is to provide a connection from Local Streets to Arterials. This street may require dedication of right-of-way and may require street improvements for entrances and exits to the site. Bicycle Plan: There are no bike routes shown in the immediate vicinity. Landscape: No comment. Revised plat/plan Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, July 18, 2012.
