Its my pleasure to address the Planning Commission, and the Little Rock Board of
Directors, this should have not even been a subject to approval, with a small business
(franchise) along with a child care facility for foster children , must I mention historical homes,
friendly neighbors on this site, which is 3604 West 12th Street
This site is at the corner, where there are (4) schedule school bus routes, that stops every
morning and afternoon, if some of you can remember the last few years, it has been an EYE
opener for us with our children, being in harms way, and is much more apparent today that our
children are at risk ( it is no longer in the closet). I need you to practice what you preach, and
have paid for in the past and the future to come. Prevention intervention treatment for our
children is what is at risk. We need to secure their fears from not having to witness a decision
of your choice to intervene on their safety.
Now again this location 3604 West 12th street, the proposed site is within one block
from the home in which I lived in for 30 years and had a licensed small business to care for
children. I also built a partnership with the Florence Crittenden Home, to care for their unwed
mothers children. I also built a motherly atmosphere for all of the children that resided in the
neighborhood. And to this day, we still maintain a close relationship. My husband and I were
the momma, aunt, granny, uncle, and pawpaw for 20 years. We were blessed with two homes
that were diagonally across the street from each other. Yes, I love this home and my
neighborhood. Before my husbands death, his wish was to preserve the second homes
purchase to be a family home until my death. It is a wish that you now hold over my head. My
wish is hope that I do not have to regret it. Along with my husbands diagnosis with cancer, my
second daughter was diagnosed with bipolar schizophrenic disorder. It has been a hard,
tedious journey that I have endured. I have walked thru it, to raise my daughters children, for
which I have had to adopt. My wish is to raise them in the same neighborhood, to grow and
develop in the same community, less the depreciation of our property. In the most trying time,
I ended up loosing one of our properties.
With our community, adjacent to the Central High Historic District, is classified to us as
an historic area as well. This project that is proposed is said to be 4 to 5 million dollar project.
Could you and I just imagine, for a second, what that could do to fix up, paint up, side walks,
speed bumps, decorative street lights, curbs and gutters, refurbish historic homes, assist small
businesses, build more parks, much more recreation for the children in the community, let it be

a change for all of us to realize, that we need one another, and let us change and do more
for all in our community. Now you can help change this community in making your decision,
from this day forward, look at the big screen, (picture) and do what is the best and absolutely
the best for all communities.
Now I ask you to grant my wish to vote no on this proposal for the rezoning of 3604
West 12th Street in this community.

I am not sure how all the Board of Directors receive this email but hopefully this will be given
to them and they read it. I have sent this letter to the Planning Commission and we will be at
the meeting. There are two rehab houses already in my neighborhood on 12th Street (the Will
House and Hoover) and a third one on 22nd street. Enough is enough and I am sure one more
in our area will cause more flight from the city. We would appreciate any help you can give
us especially since you are trying to do something constructive on the 12th street corridor.

To Whom It May Concern:
As a property owner at 3521 West 11th Street we are opposed to any placement of an alcohol
and drug residential treatment facility with a 24 bed male and a 24 bed female dormitory. We
have lived here since 1970 as this was my parent's home and several years ago they put it in
my name as I lived with them. I have 2 granddaughters that stay with me ages 7 and 13 and
they do not need any more exposure to this type of life more than they see already. Also my
father is 94 years old and still lives here. He is alone in the daytime while I am at work and I
know this would put him in danger. Look how many sex offenders are located in other
dormitories for alcohol and substance abuse. This would put my granddaughters and other
kids in the neighborhood at risk.
We had enough drug traffic in this neighborhood and surrounding this area without a rehab
being put here. As statistics show most rehab people are just trying to get to a rehab house to
find the nearest crack house. Which I might say there are some around this area as I sure most
of you know.
We have several widow ladies that live in this neighborhood that would be put in danger.
They too have lived here over 30 years. They, too, are against it. It seems one of them has
heard her house has already been bought and they will move her to 10th street which she

knows nothing about.
Across the street is a Baptist Ministry Home for young people. This home receives young
children who are already afraid and this would put them more in jeopardy.
The false propaganda that has been put out about increasing value of your home and property
if the rehab center is built is not true. People that have sold their houses and are happy about
it is not true. People are happy in their houses where the new rehab center is suppose to be
built. This would mean that they would have to sell their houses or be forced to move because
of the rehab center.
We were told that the property (11th and Valentine or 3600 block of West 11th - northwest
corner) was owned by the group who are trying to rezone this area. This lot and house are
still above the city's requirements in reference to grass height (above the knees). The house
has all broken windows, a fallen in carport and high grass, shrubs. The city (Code
Enforcement) has placed signs on both lot and house but signs keep disappearing.
If you would look further north, south, east and west you will find there are full blocks of
vacant houses and vacant lots for this rehab dormitory to be built on. At the other locations no
one would have to move as these that have lived for over 30 years in their homes. Probably in
the surrounding areas we mentioned in the above (north, east, south and west) if anyone is
living near would be renters not 30 year residents.
Your consideration in this matter is urgent and this letter is sent to you to advise you that we
are opposed to this dormitory being built along the south side of West 11th Street between
Maple and Valentine Streets.
Also, we attended a meeting last month where there was a group come in and told us the city
wanted to improve 12th street corridor. They also talked about getting investors involved and
new people moving in. This would be great. However, I am sure if you build one more rehab
in this area you might as well forget trying to renew 12th street corridor and new people
moving in.
If there are people in this area saying they are not oppose to it I am sure they are the renters
thinking they will be moved to a better area. Homeowners do not want this rehab - enough is
enough. If you do not want any more flight from the city then the right thing to do is not let
this be rezoned for an alcohol and drug residential treatment facility.

I Thomas Geaslin live at 3414 11th Street, 1 block away from the proposed site for the
BCD Empowerment Center. I recently purchased my home less than 6 months ago. If I
knew that the BCD Empowerment Center(Substance Abuse House) was in the works, I
would have never made this house one of my choices to buy. I would have purchased
the home on Gaines Street in the Quapaw Quarter. I decided to buy this home on 11th
Street for the land and what the neighborhood could be. I saw a vision for this
neighborhood.
Since I have purchased my home, I have put a lot of blood, sweat, and tears in to this
home. I have increase my property value greatly by the work and plans I have for my
property. I do not want my work to go to waste.
I am greatly in opposition to the BCD Empowerment Center. Not only will it bring the
property value down, it will bring the spirit down for people wanting to buy in this
neighborhood.
The BCD Empowerment Center will put, not only the adults, but the children at risk in
our neighborhood. What if one of our children in our neighborhood gets a hold of a
used needle from one of the drug attics in our neighborhood? Is that what it will take
for you to see the risk involved?
As you are aware, the BCD Empowerment Center will not be monitored. The people can
come and go as they please.
When you vote, please consider our homes and children in this community as it will put
us all at risk.

I wish to convey my opposition for the proposed re -zoning of 3604 West 12th Street for use as a
residential alcohol and drug treatment facility.
As a resident and property owner of 3414 & 3416 West l lth, I live one block away from the proposed
BCD Empowerment Center and am greatly opposed to the BCD Empowerment Center being built in
OUR neighborhood.
We recently purchased these adjoining properties and have put a lot of work bringing these properties
back from being a blight on the city. Likewise, there are numerous residents in the area that want to
keep the neighborhood safe and clean. Re -zoning OUR 3604 West 12th Street to a residential alcohol
and drug treatment facility does not "fit" in with keeping our neighborhood safe or clean.
Upon closer look, the proposed areas for the BCD EmPowerment Center will take up an entire city
block, spanning from Maple to Valentine and from 12th to I lth. Furthermore, this facility will increase
traffic on 1 Ith street since; the proposed parking will be in the rear, causing more traffic on our already
heavily traveled street.
The BCD EmPowerment Center, will provide a safe -haven for users and abusers, who's only measure of
success is " if you are sober for one more day then the last, then it is a success." This facility is a
"voluntary" treatment facility. If you need to check out for a "quick fix", you can. And you can come
back as many times as it takes to get clean & sober.
I am not against the Building of the BCD EmPowerment Center, but I am against it being built in OUR
neighborhood. If we really wanted these individuals to focus on being clean and sober; we would build
the facility far from the corner liquor store; far from a heavily drug infested areas and put it where there
was less temptation.
The BCD EmPowerment Center will put adults, and children alike, in harms way. The community will
loose its nostalgia by demolishing history and charm of its historic past. It will put up an office
building/residence hall to replace that history. Do you want to remove history or embrace it? Rebuild,
renew, revitalize this community with the 12th Street Corridor and keep this residential alcohol and
drug treatment facility away from OUR neighborhood.

2008. We have given these questions to Rev Robinson and his staff and they have not
answered any of our questions. I also wanted to bring to your attention that we have a petition
of people who are against the BCD Empowerment Center. I do have to let you know that
people are not aware of what was going on in our neighborhood and need to be made aware
of what is going on. I put that on the responsibility of the BCD Staff as well as our Public

are walking all through the day and night, littering the streets and ditches, playing music so loud that it
vibrates in the homes. We have Liquor stores and people hanging out around them also.
I'm all for building a nice facility, but I just don't think that it needs to be put in the residential area
where some people are trying to make improvements to bring the neighborhood back up to standards.
This will only make it worst.
Instead of bigger buildings, we should be coming together to fight against the cause of the problem. We
need to fight just as hard to bring badly needed improvements to the very neighborhood that we are
trying to build the Center in. While new houses are going up, the old abandon ones need to come down,
and improved landscaping. and more patrol through the neighbood.

built in the Midtown Community of Little Rock. I have personally sent and referred a number of persons with drug
addiction problems through the BCD treatment program while I was a pastor at Hunter United Methodist Church
in Little Rock on Romine Road. I have nothing but praise for the work of the Hoover Center treatment, prevention
and intervention services. Therefore, I am a strong supporter for the new facility and would appreciate your
support in making this dream a reality.

Free Will Baptist Family Ministries' Florence Crittenton Home, located at 3600 West 11t' Street,
Little Rock, AR, serves as an emergency shelter for children in DHS/DCFS custody. These
children range from ages 6-17.
Most of our residents come into DHS custody due to drug usage of parents/guardians, sexual and
physical abuse and/or abandonment. The confidentiality of our residents is a must for obvious
reasons. FWBFM Florence Crittenton Home provides safety, shelter, food, clothing and peace of
mind. FCH is a home where these young people are loved and cared for, no matter the tragic
circumstances from which they may have come. Our residents go outside to work in the yard and
play just like at home.
I am writing because of our concerns about the proposed site for the Black Community
Developers Empowerment Center directly across the street from FCH. We feel strongly that the
safety and security of our children would be jeopardized.
FWBFM strongly opposes the rezoning of 3604 West 121h Street. Another option which might fit
the needs of the community better would be the old Union Rescue Mission Thrift store facility
located directly across the street from Hoover United Methodist Church where the current drug
rehab program is ongoing.
The safety and well-being of our children is of the utmost importance to us, and we feel those
would be compromised by this proposal.

I Thomas Geaslin live at 3414 11th Street, 1 block away from the proposed site for the
BCD Empowerment Center. I recently purchased my home less than 6 months ago. If I
knew that the BCD Empowerment Center(Substance Abuse House) was in the works, I
would have never made this house one of my choices to buy. I would have purchased
the home on Gaines Street in the Quapaw Quarter. I decided to buy this home on 11th
Street for the land and what the neighborhood could be. I saw a vision for this
neighborhood.
Since I have purchased my home, I have put a lot of blood, sweat, and tears in to this
home. I have increase my property value greatly by the work and plans I have for my
property. I do not want my work to go to waste.
I am greatly in opposition to the BCD Empowerment Center. Not only will it bring the
property value down, it will bring the spirit down for people wanting to buy in this
neighborhood.
The BCD Empowerment Center will put, not only the adults, but the children at risk in
our neighborhood. What if one of our children in our neighborhood gets a hold of a
used needle from one of the drug attics in our neighborhood? Is that what it will take
for you to see the risk involved?

I want to say that BCD has been around for a long time. They have been a wonderful asset to the community. I
worked in Parole Services at Department of Community Corrections. They were able to provide services for
individuals on parole when we (the State) did not have money to pay for the services. They worked with us to
make the individuals more accountable to the officers and it was a great benefit to me at the time. Since then
they have continued to provide services to some of the most needed clients and we need more facilities like them
who need money to operate but don't let that prevent them from doing what they can to help people in need. I
pray that the city of Little Rock and others will join in to help them improve and expand services. And in case you
have not noticed this is to voice my support for their move.

It was recently brought to my attention that BCD is currently attempting to build a new Empowerment Center to
support the community. While I do not live in Little Rock, I have had many opportunities to visit the city and,
specifically BCD on several occasions. I have always been impressed with the levels of community support that
they provide. It is my opinion that they can no longer continue to provide the kind of support necessary without a
state-of-the-art facility, including the equipment and space for staff in order to treat people in a humane and
healthy environment. For those of us who support the mission of BCD and all that it entails, we encourage the

As a precious client of Hoover, I believe that the empowerment center would be a wonderful asset to the
community to further help those "lost souls" to recover their place in our society. I know for myself
when I first arrived at Hoover in 2004 I didn't know if I would be able to make it, but the counselors at
Hoover continued to speak with me and instruct me about my problems and they let me know that I
wasn't alone. I truly believe that if it hadn't been for the "grace of God" and the vision of a man that was
willing to help those that needed some help I don't know where I would be today. I can truly say that I've
been restored. Today I have my children back and I have even obtained a management position at a job,
which in my previous state I never thought would've been possible. I recently graduated from Pulaski
Technical College with a certificate in accounting and I'm currently going for my associates degree in
science. Hoover has offered me so many things and has helped me to realize that I actually have
potential, I just wish that you would be willing to let them continue to reach out to others that may need
that extra little push as I did.

Greetings Mr. Gentry,
I have been a member of the Midtown community for all 31 years of my life. I am proud of my
community and I owe this feeling of emotion to the Black Community Developers. They
have served this community with the utmost respect. When I look around and see all they
have done especially with the new homes they have built and the and they lives of those they've assisted
in recovering from alcohol and drug abuse, how could one not be proud?M
I have strongly prayed over this new development that they are wanting to give to this community and I
can honestly say, that while praying for it, God is assuring me that everything will be alright, it's what
we need. So, I have to believe in what they're doing and give them nothing but support! I hope you can
find it in your heart to support this project as well. Most of us can afford to move out Chenal, Otter
Creek, even The Ranch, but that doesn't mean that we can't be proud of what we have and try to make
our community stand out like the above mentioned communities.
Of course there will be some who will be against everything that is positive ... Is it because they really
don't understand what this means to our community or they really don't care!
Well, I do and that's why I am concerned about those who are against something that will be a
positive for this community.
I ask you to please find it in your hearts to let BCD continue to support and be a positive group in our
community, as I will be taking time from my two children to do anything, such as volunteering or
whatever services may be needed to the BCD group and our very own and new Black Community
Developers Empowerment Center! ! ! ! It sure will change the face of 12th street and the community that I
call HOME!!!!

(SPSARV), I am pleased to endorse the proposal to establish the BCD Empowerment Center.
SPSARV is a United Methodist Church global ministry serving church -founded addiction
ministries in more than 20 countries. We are housed at the denomination's mission agency, the
General Board of Global Ministries, which is headquartered in New York. Since our
establishment in 1992, SPSARV has been among the denomination's many programs that have
partnered with BCD, Inc to assist in its mission to improve the quality of life of underserved
children, youth and families.
From our experience with BCD, Inc., we have witnessed the many lives of persons within and
beyond Little Rock, AR that have been changed. BCD, Inc. helps individuals reclaim hope,
health and economic stability. We are especially grateful for their leadership in responding to
those who are gripped by the disease of addiction. BCD's treatment and recovery support
programs provide critical tools for individuals to get a fresh start and make meaningful
contributions to their families and communities. One of the BCD mottos is "from homelessness
to home ownership," and it resonates deeply with SPSARV and our Methodist heritage which
calls us to justice and mercy. We are certain the proposed BCD Empowerment Center will offer
the local community, state and nation an invaluable resource and serve as a model for holistic

I strongly support BCD's request to build an Empowerment Center on 12Th street. BCD has been the
leading force in revitalizing the 12th Street corridor for many years. There commitment to stabilizing
and redeveloping their neighborhood is very impressive.
One example of this commitment was the important role Reverend Robinson and BCD played in
helping the Little Rock Housing Authority in the planning and redevelopment of the old Highland Park
public housing site into Madison Heights Apartments. While some in the neighborhood were skeptical
that any thing positive could come from redeveloping Highland Park -- BCD help shape the vision and
provided community leadership for the project.
Please help continue the redevelopment of the 12th Street corridor by approving BCD's request to build
and Empowerment Center.

Good morning Mr. Gentry,
I am a resident in the midtown area @3800 W14th ST. I am in full support of the center
and anything that helps to better the look of the black community(rather than abandoned
homes);the support of those in need and the courage given on behave of the Black Community
Developers for 29 yrs now, that others don't have the courage to do! Their determination to
rebuild the community sends a positive message that inspires others to do better and live
better. If you look at the history of this organization and the countless individuals helped and
inspired the list goes on and on. If you look at the crimes that deal with this organization there
are none that deal with the organization, only the area surrounds the church,the BCD office
and Will's House! I personally chose the area to buy my first home in the Midtown area
because I believe in my heart a change will come for our black community. They couldn't have
choosen a better name. Once again I am FOR the change in our community!

Just a note to express my support of this project. In the 1990's I owned two duplexes on W. 11 th Street, between
Cedar and Pine and finally sold because of crime/drugs... During that time I had so hoped for projects like this and
to see renewall on 12th Street... This will be an improvement for all property owners, an upgrade to the
community as a whole and a healthier environment for all.
I would strongly urge any citizens against this projecty to take a second look around their area, to share your
vision and not to be afraid of change. Certainly the Commission will see the value of this project and approve of

Dear Mr. Gentry: I am writing this letter to state my support for the Empowerment Center. I have worked with
BCD as well as attended church there as a member, so I am well aware of the services they provide. I also live
approximately a mile or so (Fair Park) from this location. Therefore, I am aware of the 12th street revitalization
proposal currently under review. I think that this type of project will enhance the revitalization of that area. I
also understand that some opposition to this project is founded upon the premise that surrounding property value
would decrease. I would have to question this line of reasoning if I the project would actually eliminate some
housing that may already be in disrepair ; contributing to the decreased value of the property in question. I would
think a new facility of this magnitude would only increase the property value in this location and contribute to the
revitalization efforts of this neighborhood and surrounding areas. Again, I am a concerned citizen who is in
support of this project.

Hello Mr. Gentry,
I feel that the Empowerment Center will be of a Great Asset to our Community.
For many years the Hoover Center/Saving Station has provided services not only to the sick and
suffering, but to all in need. The youth, homeless, imprisoned, child care, and the community as a
whole.
As a result to the programs offered at Hoover, I've become a productive part of society. Capable of
showing my gratitude by living a changed life.
If ever, I feel this is my chance to say, thank you for allowing me to come in out of a life of
hopelessness and give back what was so freely given to me..
Personally, I phased out of Hoover empowered, motivated, with a mind to love myself, and to live
life on life terms.
This program took a chance on me, when my very own family wouldn't.
My pray is that the Empowerment Center will continue to do just that, empower all who my enter the
doors.

Rezoning Meeting August 7, 2008
To Whom It May Concern:
As a property owner at 3521 West 11th Street we are opposed to any placement of a alcohol and
drug residential treatment facility with a 24 bed male and a 24 bed female dormitory. We have
lived here since 1970 as this was my parents home and several years ago they put it in my name
as I lived with them. I have 2 granddaughters that stay with me ages 7 and 13 and they do not
need any more exposure to this type of life more than they see already. Also my father is 94
years old and still lives here. He is alone in the daytime while I am at work and I know this
would put him in danger. Look how many sex offenders are located in other dormitories for
alcohol and substance abuse. This would put my granddaughters and other kids in the
neighborhood at risk.
We had enough drug traffic in this neighborhood and surrounding this area without a rehab
being put here. As statistics show most rehab people are just trying to get to a rehab house to
find the nearest crack house. Which I might say there are some around this area as I sure most
of you know.
We have several widow ladies that live in this neighborhood that would be put in danger. They
too have lived here over 30 years. They, too, are against it. It seems one of them has heard her
house has already been bought and they will move her to 10th street which she knows nothing
about.
Across the street is a Baptist Ministry Home for young people. This home receives young
children who are already afraid and this would put them more in jeopardy.
The false propaganda that has been put out about increasing value of your home and property
if the rehab center is built is not true. People that have sold their houses and are happy about it
is not true. People are happy in their houses where the new rehab center is suppose to be built.
This would mean that they would have to sell their houses or be forced to move because of the
rehab center.
We were told that the property (11th and Valentine or 3600 block of West 11th - northwest
corner) was owned by the group who are trying to rezone this area. This lot and house are still
above the city's requirements in reference to grass height (above the knees). The house has all
broken windows, a fallen in carport and high grass, shrubs. The city (Code Enforcement) has
placed signs on both lot and house but signs keep disappearing.
If you would look further north, south, east and west you will find there are full blocks of
vacant houses and vacant lots for this rehab dormitory to be built on. At the other locations no
one would have to move as these that have lived for over 30 years in their homes. Probably in
the surrounding areas we mentioned in the above (north, east, south and west) if anyone is
living near would be renters not 30 year residents.
Your consideration in this matter is urgent and this letter is sent to you to advise you that we
are opposed to this dormitory being built along the south side of West 11thStreet between
Maple and Valentine Streets.

The Black Community Developers Inc. (BCD) will host a public meeting to
seek community support and input for the BCD Empowerment Center.
The Empowerment Center will be a state of the art facility that will provide
cutting edge prevention, intervention and treatment services. The Hoover
Center, a residential treatment facility for both men and women will be
relocated to this site. The facility will also include classrooms, office space,
and auditorium for residents. It will provide holistic and comprehensive life
skills training that will empower individuals to be successful
in all aspects of their lives.
