Submitted by: Department of Planning and Development SYNOPSIS FISCAL IMPACT RECOMMENDATION BACKGROUND Action Required Ordinance Resolution Approval Information Report Approved By Emily Cox Interim City Manager The applicant, Fotra Bowden, is appealing the Planning Commission's denial of the Bowden Manufactured Home — Conditional Use Permit located at 1701 E. 21 s' Street. I None The Planning Commission recommends denial. The applicant is requesting a conditional use permit to allow the placement of a manufactured -type home on the property to serve as a single family residence. The property is zoned R-3 and is located at the southeast corner of East 21st Street and Security Avenue. The property is currently vacant. A single family residence was recently removed from the property. The applicant proposes to place a 275 square foot manufactured -type home on the property, as noted on the attached site plan. The building construction is - similar to a "Tuff Shed" or" Morgan Building". BACKGROUND CONTINUED The proposed structure will be located approximately 30 feet back from the front (north) property line and over 30 feet back from the rear property line. The structure will be located19.6 feet from the east side property line and approximately 27 feet from the west side property line. The structure will be a one-story structure, and will include a small covered porch on its north side. A parking pad is located at the northwest corner of the lot. On October 12, 2023, the Planning Commission voted 0 ayes, 7 noes, 2 absent and 2 open positions to deny the Conditional Use Permit. There were no objectors present. All owners of property located within 300 feet of the site and all neighborhood associations registered with The City of Little Rock were notified of the public hearing. A RESOLUTION RESCINDING THE LITTLE ROCK PLANNING COMMISSION'S ACTION IN DENYING A CONDITIONAL USE PERMIT TO ALLOW THE BOWDEN MANUFACTURED HOME — CONDITIONAL USE PERMIT ON THE R-3 ZONED PROPERTY LOCATED AT 1701 E. 21ST (Z-9829); AND FOR OTHER PURPOSES. WHEREAS, an application was filed for a conditional use permit to allow a manufactured home on the R-3 zoned property located at 1701 E. 21St Street; and WHEREAS, the Little Rock Planning Commission, at its October 12, 2023 meeting, denied the conditional use permit application with a vote 0 ayes, 7 noes, 2 absent and 2 open positions; and WHEREAS, the Little Rock Planning Commission's action has been appealed to the Board of Directors of the City of Little Rock, Arkansas; and WHEREAS, the Board of Directors of the City of Little Rock, Arkansas has determined that the Little Rock Planning Commission's action in denying said conditional use permit to be inappropriate. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. The action of the Little Rock Planning Commission in denying a conditional use permit to allow a manufactured home on the R-3 zoned property located at 1701 E. 215t Street is hereby rescinded and said conditional use permit is hereby approved. SECTION 2.
