3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,925 (MARCH 7, 2023), TO AUTHORIZE THE CITY MANAGER TO
5 ENTER INTO A CONTRACT EXTENSION WITH SWEAP
6 CONNECTIONS, IN AN ANNUAL AMOUNT NOT TO EXCEED ONE
7 HUNDRED THOUSAND DOLLARS ($100,000.00), TO PROVIDE AN
8 EMPLOYEE ASSISTANCE PROGRAM FOR CITY OF LITTLE ROCK
9 EMPLOYEES AND THEIR DEPENDENTS; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the City has established an Employee Assistance Program for eligible individuals;
13 and,
14 WHEREAS, the City issued Request for Qualifications, Event No. 1,745 seeking proposals for
15 Employee Assistance Services for City Employees, their families and other eligible individuals, and
16 SWEAP Connections was selected to be the most qualified and in the best interests of the City; and,
17 WHEREAS, on March 7, 2023, the Board of Directors approved Little Rock, Ark., Resolution No.
18 15,925, authorizing a one (1)-year contract, which stated that upon mutual agreement, the initial
19 contract could be extended for up to six (6) additional one (1)-year terms, in an amount not to exceed
20 One Hundred Thousand Dollars ($100,000.00). In addition, by mutual agreement, the renewal date for
21 the contract was amended from February 28th to January 1''; and,
22 WHEREAS, SWEAP Connections has completed the program services for one (1)-year and as a
23 result, staff has recommended a one (1)-year extension; this extension represents year two (2) of a
24 potential seven (7)-year term.
25 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
26 THE CITY OF LITTLE ROCK, ARKANSAS:
27 Section 1. The City Manager is authorized to enter into a one (1)-year contract extension with
28 SWEAP Connections, in an annual amount not to exceed One Hundred Thousand Dollars
29 ($100,000.00), to provide an Employee Assistance Program for City of Little Rock Employees and
30 their dependents, with an option to extend the contract for five(5)additional one(1)-year terms.
31 Section 2. Funds for this Agreement are included in the 2024 Budget line item for the Employee
32 Assistance Program, Account No. 101002-66200.
33 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or

1 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
2 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
3 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
4 resolution.
5 Section 4. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
6 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency, including
7 but not limited to Little Rock, Ark., Resolution No. 15,925 (March 7, 2023).
