SYNOPSIS
Annexation of 800 plus acres south of the Little Rock Port,
west of Arkansas River south and east of Thibault and
Frazier Pike Roads and the classification of the land to I-3
Heavy Industrial.
FISCAL IMPACT

RECOMMENDATION
Staff recommends approval. The Planning Commission at
their April 10, 2008 hearing recommended approval by a
vote of 11 for and 0 against.

BACKGROUND
The 800 plus acres requesting annexation is low and has
been used primarily for agricultural uses in the past. There
are industrial buildings under construction in the southeast
quadrant of the annexation area. There are no homes
adjacent to the annexation area. The lands surrounding the
land under request are agricultural to the south and west
with industrial lands to the north. The Little Rock Port
Industrial Park is to the north and northwest of the site.
The Arkansas River is the eastern boundary of the site.
BACKGROUND
CONTINUED
The proposal is to construct and operate a large industrial
development on this land. The owner will use the port as
well as rail and interstate connections to receive and
distribute materials related to the operation. The Little
Rock Port Authority has made some initial indications that
it may expand into land to the east of this annexation area.
The result of this action would be additional industrial
lands to the east.
The Land Use Plan shows this land as Industrial. The City
does not exercise extra -territorial zoning in this area.
Therefore this land and lands to the south, west and
immediate north are all not zoned. The land to the
northwest and a little further to the north is all zoned I-3,
Heavy Industrial. This is part of the Little Rock Industrial
Port, with manufacturing, distribution and related
businesses on much of the zoned land.
Outside the current City Limits there are also some
manufacturing and distribution firms to the west of the site
requesting annexation in areas not zoned. The Little Rock
Wastewater Utility has a major treatment facility to the
immediate north in an unzoned area. Most of the land to
the south and east is agricultural in nature. All this land is
low and within the Flood Plain. There are a few homes on
this agricultural land.
The use appears to be consistent with the area.
Development of this land takes advantage of the existing
river, rail and highway access. The zoning is consistent
with the City's adopted Land Use Plan for the area and
compatible with the uses in place and developing to the
north and west.
The review of the annexation request has not turned up any
agencies expressing concern. The developers of the land
have been working with both the City and County to
address infrastructure issues around the site. The
development is viewed as a major economic plus to Little
Rock and the Central Arkansas area.

ORDINANCE NO
AN ORDINANCE ACCEPTING THE WELSPUN ANNEXATION,
ADDING CERTAIN LANDS TO THE CITY OF LITTLE ROCK,
ARKANSAS; AND CLASSIFYING SAID PROPERTY TO "I-3" HEAVY
INDUSTRIAL (Z-8325) AMENDING THE OFFICIAL ZONING MAP
FOR THE CITY OF LITTLE ROCK, ARKANSAS; AND FOR OTHER
PURPOSES.
WHEREAS, a petition for voluntary annexation (the "Petition") was filed with the
County Clerk of Pulaski County, Arkansas by the owner of hereinafter designated lands praying
that said lands be annexed to and made part of the City of Little Rock, Arkansas; and,
WHEREAS, on March 4, 2008, the County Court of Pulaski County, Arkansas found
that the Petition was signed by a majority of the total number of the real property owners of the
area to be annexed and by the owners of more than one-half of the acreage of said area; and,
WHEREAS, said lands are contiguous to and adjoining the present corporate limits of
the City of Little Rock; and,
WHEREAS, an accurate map of said lands has been filed with and made a part of said
Petition; and,
WHEREAS, proper notice has been given for the time and in the manner prescribed by
law; and,
WHEREAS, all things pertaining thereto have been done in the manner prescribed by
law and that said lands should be annexed to and made part of the City of Little Rock.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The following described territory contiguous and adjoining the City of
Little Rock, Arkansas is accepted as annexed to and made a part of the City of Little Rock,
Pulaski County, Arkansas, to wit:

SECTION 4. Severability. In the event any title, section, paragraph, item, sentence,
clause, phrase, or word of this ordinance is declared or adjudged to be invalid or
unconstitutional, such declaration or adjudication shall not affect the remaining portions of the
ordinance which shall remain in full force and effect as if the portion so declared or adjudged
invalid or unconstitutional was not originally a part of the ordinance.
SECTION 5. Repealer. All ordinances or resolutions of the City in conflict herewith
are hereby repealed to the extent of such conflict.

On April 10, 2008, at their regular hearing the Planning Commission approved
your request for annexation (A-315, Welspun Annexation) west of the Arkansas
River, south and east of Frazier Pike and Thibault Roads. The item includes the
zoning of the land to 1-3, Heavy Industrial (Z-8325).
This item has been forwarded to the Board of Directors for a hearing. This letter
is to inform you that the item will be heard'at the April 22, 2008 Little Rock City
Board of Directors meeting.
The Board of Directors meets on the second floor of City Hall, 500 West
Markham Street, and starts at 6:00 PM. This is a public meeting, and you are
encouraged to attend. Other interested parties are allowed to speak in favor or
opposition to the annexation. Please be prepared to answer questions if they
arise.
