3 A RESOLUTION TO RENAME IN MEMORY OF CITY MANAGER
4 BRUCE T. MOORE, THAT PORTION OF ARCH STREET THAT
5 EXTENDS FROM FOURTH STREET TO MARKHAM STREET AND
6 PAST THE LITTLE ROCK CITY HALL COMPLEX, LOCATED AT 500
7 WEST MARKHAM STREET, AS BRUCE T. MOORE WAY; AND FOR
8 OTHER PURPOSES.

10 WHEREAS, on December 17, 2002, the Little Rock Board of Directors announced that Bruce T.
11 Moore, who had been the Interim City Manager since August 30, 2002, had been selected as the City
12 Manager of the City of Little Rock, Arkansas; and,
13 WHEREAS, for the rest of his life lie served in that capacity for a total of twenty (20)years, nine (9)
14 months and twenty-four (24) days, which is longer than anyone else has since the City adopted the
15 Management Form of Government in 1957; and,
16 WHEREAS, he was instrumental in assuring that the location of the William Jefferson Clinton
17 Presidential Library would be located within the City,and in the process was able to help steer the Clinton
18 School of Public Service of the University of Arkansas to that location; and,
19 WHEREAS, he consistently worked to promote employees within the City to achieve their maximum
20 potential on behalf of the citizens of the City; and,
21 WHEREAS, he had also served his Country in the United States Army National Guard during the
22 combat period known as Operation Desert Storm, resulting in him receiving the U.S. Army Commendation
23 Medal; and,
24 WHEREAS, in addition to earning a Bachelor's degree from Henderson State University, and a
25 Master's Degree in Public Administration from Arkansas State University, lie also graduated from the
26 Harvard Kennedy School Program for Senior Executives in State and Local Government; and,
27 WHEREAS,lie also brought honor to the City and to the State of Arkansas in his service as President
28 of the Board of Trustees of Henderson State University; and,
29 WHEREAS, he was always available to the citizens of the City to hear their concerns, answer their
30 questions and address their problems; and,
31 WHEREAS,virtually every employee, Board Member and visitor in City Hall for as long as it stands
32 at the corner of Broadway Street and West Markham Street will travel a portion of Arch Street daily basis,
33 which makes renaming this particular street in his honor appropriate.

1 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
2 OF LITTLE ROCK,ARKANSAS:
3 Section 1. From the effective date of this resolution onward,as approval by the Little Rock Planning
4 Commission on December 14,2023,that section of Arch Street, located between the intersection of Fourth
5 Street and extending to the Arkansas River,shall be known as BRUCE T. MOORE WAY.
6 Section 2. An executed copy of this resolution shall be prepared,framed and presented to his son,Mr.
7 Luke Thomas Moore.
