I am the agent and attorney of the owners of the property who have petitioned the City of
Little Rock for rezoning from R-2 to AF Agriculture and Forestry District. The owners are also
petitioning for a conditional use permit to operate a commercial stable within the 31.50 acres as
shown on the site plan submitted with this application. The stable will contain approximately 23
individual stalls for horses, a tack room with reception area and a space for feed and supplies.
The site plan shows a gravel parking area adjacent to the stable. Access will be taken from
Crystal Valley Road over the existing road and driveway leading to the stable.

Re: Pomtree Rezoning and Conditional Use Permit
Dear Dana:
This letter is a supplement to our December 19, 2007 cover letter identifying the project
and Mr. Pomtree's plans for a commercial horse stable on his acreage at 18424 Crystal Valley
Road.
In response to the subdivision committee comments, we respond as follows:
1. Cover letter has been provided.
2. Days and hours of operation are 7:00 a.m. to 9:00 p.m. seven days a week. These
are the hours that patrons who are boarding horses at the stable will be able to
have access to the stable. In an emergency, patrons will have 24 hour access with
prior notice to the owners.
3. A sketch plan of the building design, height, materials and roofing was provided
at the subdivision meeting.
4. Wood fence is under construction along access drive. The existing fence consists
of metal pipe and wire along Crystal Valley Road and wire fence to enclose
horses around the perimeter of the property.
5. Lighting on the exterior of the stable will be shielded downward to reduce or
prevent light from emanating onto adjacent property. Exterior lighting will be
building mounted or pole mounted and "night sky" sensitive.
6. One sign will be located adjacent to the access drive facing Crystal Valley Road.
The sign will be painted wood identifying the commercial stable business.

7. Parking will be located between the proposed stable and the driveway coming off
of the gravel access drive. Part of the access and the parking area will be gravel
with plenty of room for horse trailers to turn around and exit by way of the
driveway.
8. We respectfully request a variance of the requirement to pave the vehicular use
areas of the project. Our reason for requesting a variance is that a gravel surface
will allow water to penetrate into the ground whereas an impervious asphalt
surface will cause water to run down the incline of the lot and cause erosion off of
the parking area. Also, there will be such intermittent and low volume of traffic
in this rural area where the acreage is located, an asphalt parking lot would serve
little purpose. We also request a variance from paving the access drive from
Crystal Valley Road into the farm. The road has been used since the 1930's and is
well packed. The justification is that there is an existing cattle guard on the
access drive near the gate that cannot be covered with asphalt and it already
serves as an effective way to remove gravel from tires of vehicles and trailers
coming out of the property onto Crystal Valley Drive. Further, there is only about
20 feet of distance between the cattle guard and the pavement of Crystal Valley
Road.
9. The residence is not involved in the business operation but may serve as housing
for the caretaker of the property.
10. There will be no dumpster for this project and screening is not required.
11. Outside use areas will consist of the parking lot. Patrons may walk or ride their
horses around the stable and within the entire fenced pasture.
12. There is no bill of assurance on this land.

9.1 Pomtree Commercial Stable Z-8304-A
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Landscaping to screen the new parking area will be required.
An automatic irrigation system to water newly landscaped areas will be required.
Prior to the issuance of a building permit a landscape plan must be approved and
must obtain the seal of a licensed Landscape Architect.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this tree -covered site. Credit toward fulfilling Landscape Ordinance
requirements can be given when preserving trees of six (6) inch caliper or larger.
10. 5100 Talley Road (Z-6957-H)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Two (2) additional islands are needed in the parking areas reflecting fifteen (15)
concurrent spaces.
An automatic irrigation system to water newly landscaped areas will be required.
Otherwise, the site appears to comply with the cities minimal landscape and
buffer ordinance requirements by having the required green space allocated to
plantings.
Prior to the issuance of a building permit a landscape plan must be submitted and

11. 5200 Talley Road (Z-6957-I)
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Additional interior islands are needed in two (2) areas. These islands are to be a
minimum of one hundred and fifty (150) square foot in area and seven and one-
half (7'6") foot wide in width to satisfy this minimal landscaping requirement.
The zoning street buffer ordinance requires an average seventeen foot (17') wide
landscape strip. Currently, the proposed parking lot encroaches into this minimal
area and thus some parking spaces will need to be eliminated to meet this minimal
requirement.
The thirty-five foot (35') wide open space buffer needs to be labeled undisturbed.
An automatic irrigation system to water newly landscaped areas will be required.
Otherwise, the site appears to comply with the cities minimal landscape and
buffer ordinance requirements by having the required green space allocated to
plantings.

14. Unity MissionM Baptist Church Z-8302
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
Zero building landscaping is being proposed. This landscaping to be located
between the building and the parking lot(s) areas. A variance from this minimal
city requirement must be obtained from the City Beautiful Commission prior to
the issuance of a building permit.
The zoning buffer ordinance requires a minimal six foot nine inch wide (6'-9")
land use buffer between all the areas located next to residentially zoned
properties. Seventy percent (70%) of this buffer is to remain completely
undisturbed. This includes the clearing or grubbing of any/all underbrush.
Currently, this project isn't meeting this minimal amount anywhere on the project.
The zoning buffer ordinance requires a minimal six foot nine inch wide (6'-9")
wide street buffer. Currently, neither site is meeting this minimal city
requirement.
The landscape ordinance requires a six foot nine inch wide (6'-9") landscape strip
around both sites entirety. A variance from this minimal requirement must be
obtained from the City Beautiful Commission prior to the issuance of a building
permit.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the areas
located next to residentially zoned properties. Credit towards fulfilling this
requirement can be given for existing trees and undergrowth that satisfies this
year -around requirement.
