Please submit revised site plans, if applicable, along with any written responses. All documents should be submitted to this email address for review. RE: SBC/Lake Nixon — Solar Farm — PD-I (Z-9889) Southwestern corner of Colonel Glenn Road and Cooper Orbit Road Development Comments: 1. Provide information regarding the entity the proposed solar farm will serve. - The solar farm will serve the energy needs of Second Baptist Church, which has been ministering to the downtown LR community since 1884. In 1969, Second Baptist acquired Lake Nixon whose goal is to provide a sacred place where God's presence may be sensed through worship, education, recreation, and sanctuary. Among other things, this includes running a summer day camp, outdoor preschool, public hiking trails and educational opportunities. The proposed Solar Array will allow the church to help fulfill its greatest commandment, loving God and Neighbor by reducing the impact of our use of fossil fuels which are leading causes of climate change and human suffering. It will also have a net bonus on the church budget, allowing us to allocate our financial resources elsewhere. 2. Will the solar panel farm generate noise? If so, provide details regarding noise mitigation. Will there be any site lighting? If so, provide details. All sight lighting must be low-level and directed away from adjacent properties. - No lighting will be utilized inside or outside the footprint of the solar array. 4. Will there be any signage on the site? If so, provide details. Signage/Placards will be installed in accordance with the National Electric Code to warn of electrical hazards and to provide easy instructions to electric personnel who would ever need to shut the system down for emergency purposes. In addition, to incidental signage required by the National Electrical Code, a 6' tall, 32 square foot monument sign is proposed as indicated on the site plan 5. Provide a revised site plan showing means of ingress/egress. - Please see the revised site plan. 6. Will there be any other equipment or buildings included on the site as part of the proposed solar farm? If so, provide details and show on a revised site plan. - No buildings or additional structures are planned for this location. Z-9889 7. Dedicate R/W to meet Master Street Plan if City requires for Colonel Glenn and Cooper Orbit Rd. Contact Pulaski County for Quit Claim deed template for R/W dedication. Please see the recently completed survey which denotes the existing right of way setbacks. We decline to dedicate R/W at this time. This application does not involve the submission or approval of a plat by way of the Little Rock Subdivision Regulations. Dedication of R/W does not appear to be a requirement of approval of a PZD in the Zoning Code. Please cite reference to a provision of the Zoning Code that requires R/W dedication. 8. Volunteer Fire Department approval for Solar farm prior to requesting an address. - Crystal Fire department has confirmed they have no problem with the installation of a solar array at the proposed location. 9. Obtain Driveway permit from PCRB (340-6800) for any new driveway or driveway improvements or work in the County Right of Way. - County has confirmed that Joiner Road is a private road to which 2BC has connecting property and access, and therefore no permit or approval is needed. SUBJECT: Z-9889 ACTION: LANDSCAPE REVIEW COMMENTS DATE: NOVEMBER 1, 2023 10. Any new site development must comply with the City's minimal landscape and buffer ordinance requirements. Refer to the Code of Ordinances, Chapter 15 Landscaping and Tree Protection, and Chapter 36, Article IX — Buffers and Screening. 11. Site development plans,with landscape and screening,must be submitted for review, and approval, prior to site clearing and tree removal. - Prior to site cleaning and tree removal, we will submit for review and approval a planting/buffering plan that demonstrates landscaping.
