We wish for this application to be reviewed and accepted by the Planning Department and placed on the September 12, 2019 Planning Commission Meeting Agenda. The site consists of one vacant tract containing approximately 2.215 acres (Parcel #45L0910004802). It is an un-platted property with a metes and bounds legal description and does not have an existing Bill of Assurance. Our site is currently zoned C-1 (Neighborhood Commercial) with the property adjacent across from our site, and property adjacent north and east all being zoned R-2 (Residential), the Valero Gas Station adjacent south is zoned C-3 (CUP) and the existing the property at our southeast corner being zoned MF-6 (Manufacturing). The site is currently classified as Neighborhood Commercial (NC) on the Master Land Use Plan. The site is planned with 33 parking spaces plus 2 handicap spaces and one drive to access the property. We will be providing additional paving, as required by the city for half -street improvements including new curb and gutter along Vimy Ridge Road. There is a proposed detention pond at the back of the site, curb and gutter throughout the parking lot, with the enclosed dumpster area located on the northeasterly corner of the proposed building. There will be landscaping along north line of the parking lot and between Vimy Ridge Road and our parking lot. We are requesting approval of our application to allow for the property be used as a general merchandise retail store. Approval of our application will allow our client to develop this approximately 2.215 acre tract into a 10,640 square foot general merchandise retail store. We believe this development will allow for more economic growth to the city, as well as, serve the community. We wish for this application to be reviewed and accepted by the Planning Department and placed on the September 12, 2019 Planning Commission Meeting Agenda. The site consists of one vacant tract containing approximately 2.215 acres (Parcel #45L0910004802). It is an un-platted property with a metes and bounds legal description and does not have an existing Bill of Assurance. Our site is currently zoned C-1 (Neighborhood Commercial) with the property adjacent across from our site, and property adjacent north and east all being zoned R-2 (Residential), the Valero Gas Station adjacent south is zoned C-3 (CUP) and the existing the property at our southeast corner being zoned MF-6 (Manufacturing). The site is currently classified as Neighborhood Commercial (NC) on the Master Land Use Plan. The site is planned with 33 parking spaces plus 2 handicap spaces and one drive to access the property. The city requires 150 feet from a side property line to the driveway. Our proposed drive is within the 150-foot requirement. Therefore, we are asking for a variance from the required drive spacing as required in the City Code Sections 30-43 and 31-310 to allow for our drive to be within the 150-foot area. We will be providing additional paving, as required by the city for half -street improvements including new curb and gutter along Vimy Ridge Road. Our site is currently meeting the required right-of-way of 45-feet from centerline on our side of Vimy Ridge. This right-of-way was quitclaimed to the City of Little Rock by a Quitclaim Deed recorded on July 8, 2008 as instrument number 2008046604. A copy of this document is included in this submittal package. There is a proposed detention pond at the back of the site, curb and gutter throughout the parking lot, with the enclosed dumpster area located on the northeasterly corner of the proposed building. The dumpster area will be enclosed by a 6-foot tall privacy fence with a wood gate and the dumpster service hours will be limited to 7:00 a.m. To 6:00 p.m., Monday through Friday. There will be landscaping along north line of the parking lot and between Vimy Ridge Road and our parking lot. The HVAC will be roof -mounted and will be screened from view as shown on the enclosed Building Elevation Plan. All site lighting will be directional and downlit and the photometric plans will be completed prior to the building permit submittal showing no light trespass on adjacent properties. We are requesting approval of our application to allow for the property be used as a general merchandise retail store, as well as approval for the drive variance as stated above.
