Staff presented the item stating the applicant had submitted a request dated September 12, 2007, requesting withdrawal of the item without prejudice. NAME: Downtown CDC Short -form PD-R LOCATION: located at 1802 Rock Street Planning Staff Comments: Z-8264 1. Provide notification of property owners located within 200-feet of the site, complete with the certified abstract list, notice form with affidavit executed and proof of mailing. The notice must be mailed no later than September 12, 2007. The Office of Planning and Development must receive the proof of notice no later than September 21, 2007. 2. The wall located on the zero lot line will not be allowed windows or doors. If the distance between the proposed structure and the new structure is less than five feet the wall must be a fire rated wall. Check with the City of Little Rock Building Codes Division for additional information. 3. Is there any fencing proposed for the development? If so provide the location of the fencing along with a note indicating the construction material and height. 4. The site is located within the Central City Overlay District. The District requires the following criteria: a. Roofline — a roof pitch of less than 4:12 is prohibited. b. Materials — the materials of the exterior shell shall be wood, brick or a material that resembles wood. c. Entrances — the orientation shall be consistent with that of other structures on the developed block face. d. Parking — parking shall be prohibited in the front yard setback. e. Nonresidential setbacks — Nonresidential new construction shall be sited at the front property line of the block face. 5. Provide the above details of the proposed construction. 6. Provide the location of the existing driveway and the paved areas on the site plan. 7. The maneuvering room for the new structure does not appear to be adequate. Variance[Waivers: None requested. Public Works Conditions: 1. Repair or replace any curb and gutter or sidewalk that is damaged in the public right- of-way prior to occupancy. The Land Use Plan shows Single Family for this property. The applicant has applied for a Short -form Planned Development Residential for new single family home construction. The request does not require a change to the Land Use Plan. Master Street Plan: Rock Street is shown as a Local Street on the Master Street Plan. The primary function of a Local Street is to provide access to adjacent properties. This street may require street improvements and right of way dedication. Bicycle Plan: Existing or proposed Class I, II, or III Bikeways are not in the immediate vicinity of the development. City Recognized Neighborhood Action Plan: The applicant's property lies in the area covered by the Downtown Neighborhood Action Plan. The Housing goal states: "Redevelop 153 vacant lots and re -occupy 512 vacant houses and 325 vacant apartments." Landscape: No comment. Revised plat/plan: Submit four (4) copies of a revised preliminary plat/plan (to include the additional information as noted above) to staff on Wednesday, September 12, 2007. Item # I8.
