PROPOSAL/REQUEST/APPLICANT'S STATEMENT: The applicant proposes to rezone 0.20 acre from R-3 to PD-O to allow for an after -school tutoring program. Level the Score will provide literacy, math and comprehensive support to students in grades K-12 within the Pulaski County area. B. EXISTING CONDITIONS: The property contains and existing 1,232 square foot, one-story, single-family residence. A concrete driveway extends from W. 24th Street to a covered carport along the east property line. Curran -Curry Park is located south of the site. The Land Use Plan shows Residential Low Density (RL) for the requested area. The Residential Low Density (RL) category provides for single family homes at densities not to exceed 6 dwelling units per acre. Such residential development is typically characterized by conventional single family homes but may also include patio or garden homes and cluster homes, provided that the density remains less than 6 units per acre. The application is to rezone from R-3 (Single Family District) to PD-O (Planned Development - Office). This is for a proposed after -school tutoring program. Surrounding the application area to the west, north, and east is Residential Low Density (RL) with single-family homes. To the south is Park/Open Space (PK/OS) which is Curran Conway Park. Master Street Plan: West 24th Street is a Local Street. A Local Street that is abutted by non-residential or residential use which is more intense than duplex or two -unit residential is a Commercial Street. Commercial streets have the same design standard as a Collector. Right-of-way is 60'. Sidewalks are required on both sides. This street may require dedication of right-of-way and may require street improvements. Bicycle Plan - There are no Bike Routes in the vicinity. Historic Preservation Plan: There are no historic structures or districts in the area. H.
