I, Carter Pacheco, am requesting a conditional use permit for the
Planning and Development
vacant lot at 3705 W. 18th St. Little Rock, AR 72204. 1 purchased
the named lot in May 2023 after acceptance to UAMS's
723 West Markham St.
Anesthesiology Residency Program. I am proposing the
Little Rock, Arkansas 72201
construction of a single-family home for myself using a cargo -
container as the structural basis of the home. My reasoning for
this project was to reduce my carbon footprint by doing my own
labor and using many recycled materials. This project also
affords me the freedom from additional mortgage debt in the
setting of the immense student loan debt I have already accrued
in medical school.
During my medical school training at UAMS, I bought the
container, framed the interior, and ran the lines for plumbing and
wires for electric. The remaining plumbing, such as drains and
burying of lines, will need completed on -site. The remaining
electric, installation of breaker box, receptacles, and light fixtures,
will need completed by an electrician. At this time, the house is
finished aside from the above. I chose not to cut holes into the
container, thus there is no alteration in the structural integrity of
the steel container. Once delivered, the container will be
permanently fixed to a concrete foundation. The last of projects
to be completed on -site is finishing the outside of the container.
would like to frame it in wood paneling to avoid the appearance
of it being a cargo -container. I have attached concept photos of
options I am considering.
Additionally, there will be an attached deck, a fenced backyard
with a four -foot -high wood fence, and single -car driveway
constructed with permeable pavers. Finally, I plan to have a roof
system/enclosure to cover the container and part of the deck to
protect both from the elements. I have attached concept photos
of these as well. 1 will apply for appropriate permits for the above
projects upon acceptance of this proposal.
Generally speaking, the lot is located near the comer of 18th and
Pine St. The surrounding area consists mainly of single-family
homes with a few small apartment buildings. Stephen's
Elementary School is across from the property, the abutting
property to the right is a single-family home, and the lot to the left
is a fenced community garden space owned by the nearby
Baptist Church.
