My name is Michelle Arnold, My Husband, Marcus Arnold, and I are the owners of Mindful Properties, LLC.
Within our company, we currently own and manage a luxury residential rental in The Heights historic district of
Little Rock, and we will be starting construction on a second luxury residential rental in the Capital View area of
Little Rock. We reside in Conway, Arkansas, and are intimately involved with each property we own. This zoning
request will be for 102 Rice St., Little Rock AR 72205.
The purpose of our residential rental is to provide a safe, peaceful environment for people to experience this
beautiful part of the country, for us to be able to host and get to know people from all over the United States and to
shed light on everything that the City of Little Rock offers. We strive to be good stewards of the community and
neighborhood and have a strict "no -party" policy due to the intimate nature of the immediate neighborhood We are
proposing to revise the previously approved GI I zoning to PZD classification in to allow residential rental and/or
short-term rental permitted uses for the property.
Having this property as a residential rental, whether it be midterm, short term, or long term, will allow us to do a
complete remodel on the interior. The kitchen will be fully remodeled with high end finishes (quartz or higher end
granite countertops, updated lighting, baseboards). Bathrooms will also be updated with porcelain slab floors and
surround, an updated bathtub and updated high end plumbing & lighting fixtures).
Final product will be a 4-bedroom 2-bathroom home with a nice sized living room, kitchen & breakfast area as
well as a kitchenette and 2nd living area upstairs. The finished product will incorporate as much of the old world
feel as possible while intertwining the modern conveniences and necessities. We will keep the existing style on the
exterior and repair / replace any damaged parts to the home to restore it to a new condition. We will also add all new
landscaping to add to the curb appeal. This will not only add value to this house, will also help to increase property
values throughout the neighborhood.
The residential rental (short term, mid-term, long term) business has existed harmoniously in our neighborhoods and
adding to our economy for years. We should work together toward a regulatory' solution that protects our
neighborhoods while leaving our business and our jobs intact.
In the following pages, you will find additional development rationale, the outline of this project, site plan, as well
as our neighborhood and property surveys. If there is anything in that is required in this application that we have not
provided, please let us know.
