HomeMy WebLinkAboutCover Letter 081823up HOLLowAY ENGINEERING in SURVEYING & CIVIL DESIGN 200 Casey Drive, Maumelle, AR 72113 1 Work: 501.851.3366 August 14, 2023 Torrence Thrower City of Little Rock Planning and Development 723 West Markham Street Little Rock, AR 72201 Re: Subdivision Application and Long Form P.Z.D Application for La Marche Place, 16800 La Marche Drive, Little Rock, Pulaski County, Arkansas Mr. Thrower, Please find attached the Subdivision Application, 2 copies of the Preliminary Plat, Bill of Assurance, Long Form P.Z.D Application, 2 copies of the survey, and 2 copes of the Site Plan for your review. We are requesting rezoning from R-2 to PD-R. The site is to construct 14 two story single family detached homes at a density less than 12 units per acre. The access to each unit will be through a private drive built to City Standards conforming to the necessary turnarounds for fire apparatus and sanitation. The developer desires to create lots for each unit so that he may sell at some point in the future, but he currently plans to own and lease all of the structures. Each unit has a single car garage and an eighteen -foot driveway to the back of curb. A CLOMR-F has been filed with FEMA to fill all lots within the 100 Year Floodplain to have a finished floor elevation at least a foot above the base flood elevation of the adjacent stream. A LOMR-F will be sought once the work is complete and the plat for the subdivision has been filed. The applicant desires an to pay an in -lieu fee rather than provide onsite stormwater detention. Given that we are discharging all offsite and onsite flows directly into the the large existing drainage way to the east, we assert it is better to allow our flows to cycle through the system faster rather than holding them back and waiting for higher concentrated flows along that stream.
