This endeavor would greatly improve the neighborhood and truly be an asset for our community. The residents have for years tried to obtain assistance in having the structures removed because of them being eyesores within the community and now we are being blessed in having one of the most precious commodities of any society placed in our area, which is a preschool for children. We realize that this is only the beginning for bigger and better things within our village. Therefore, we support the endeavors of Chris and Shacuna Jones, the proprietors of Scholastic Academy Inc., and we wish them only the best in the years that are before them. Respectfully Submitted, Helen Schaefer, Pr Lident June 2007 Scholastic Academy is a preschool run by a certified teacher formally with the Little Rock School District. The school was developed to compensate for children entering kindergarten unprepared. The area the school is located was strategically picked in order to give the children in the area a chance to succeed. After only a year the school's success caused them to be awarded ABC status by the state of Arkansas. With ABC status, preschool children are allowed to attend school and be exposed to certified teachers absolutely free. When presented this opportunity the staff was elated and quickly ran with the idea of helping children in the community. We would like to expand in order compensate for the 40 extra slots the state has given us. It would be unfair to take our school in any other area than the area where children are proven to be benefiting. Therefore, we would like your support. Please sign the attached petition stating your support for a private preschool being located on 415 East 17th, giving children in your community the opportunity to get a rich education by certified teachers courtesy of the state. The state of Arkansas as well as the staff of Scholastic Academy wants your children to succeed. scholasticacademy@sbcglobal. net 501-371-0123 Scholastic Academy, Inc Petition of Support Information attached June 2007 Name (please print) __ 2 1 C-Mq6— 06 :Address _ D.O.B. Do you want only the one driveway on 17th Street in the middle? Are you OK with the either of the other 2 driveways on Rock St. and 17th St east. Please let me know., Vince -----Original Message ----- From: shulsey@littlerock.org [mailto:shulsey@littlerock.org] Sent: Friday, May 18, 2007 3:03 AM To: Floriani, Vince Subject: 1 Planning Commission 723 West Markham Little Rock, AR 72201 March 30, 2007 We are writing this letter to request a conditional use permit and a sign - permit for Scholastic Academy, Inc. a local preschool currently operating less than 2 miles from the property in question. Scholastic Academy is owned and operated by a certified teacher with 10 years of experience, 6 of those years were teaching in the Little Rock School District. Last year Scholastic Academy was granted ABC status by the state of Arkansas, allowing 3 and 4 ear old children to attend our center free; allowing them to be taught by certified teachers. Our intent is to build a bigger center. The land is currently zoned R-2, a conditional use permit would allow us to serve more children in the community. Monday, May 14, 2007 Page 4 of 4 MEMORANDUM TO: DANA CARNEY, ZONING & SUB -DIVISION MANAGER FROM: CHRISTY MARVEL, PLANS DEVELOPMENT ADMINISTRATOR SUBJECT: REVIEW OF THE BUFFER AND LANDSCAPE REQUIREMENTS OF THE JUNE 7TH PLANNING COMMISSION AGENDA DATE: May 14, 2007 NEW BUSINESS: 7. Chenal Valley Church of Christ (Z-5659-A) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. The zoning buffer ordinance requires a thirty-seven (37') foot wide land use buffer along the northeastern perimeter of the site next to the residentially zoned property. Seventy percent (70%) of this buffer is to remain undisturbed. A note on the site plan reflects the addition of another row of 90 degree parking. This additional row must remain out of this buffer area. The landscape ordinance requires a minimum of 8 % of the paved areas be landscaped with interior islands of at least 7'/z feet in width and 300 square feet in area. Proposed plan does not currently reflect this minimum. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the northern and the eastern perimeters of the site and/or next to any residentially zoned property. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. All existing required on -site vegetation to meet all minimal city ordinance requirements. Therefore, all missing, diseased, or dead vegetation to be replaced per minimum ordinance standards. Any/all fencing or dumpster enclosures to be in good repair or be replaced/refurbished per the minimal ordinance requirements. Prior to the issuance of a building permit a landscape plan must be approved and must obtain the seal of a licensed Landscape Architect. An automatic irrigation system to water the landscaped areas is required. The City Beautiful Commission recommends preserving as many existing trees as feasible on this tree -covered site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger. 8. D1 Sports Training (Z-6240-B) Site plan must comply with the cities minimal landscape and buffer ordinance requirements. This proposal appears to reflect the twenty-five foot (25') landscape area around the sites perimeter per the Highway 10 district standards. Areas set aside for buffer and landscaping appear to meet with the landscape ordinance and the Highway 10 district standards. An automatic irrigation system to water newly landscaped areas will be required. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the northern, eastern, and western perimeters of the site. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. Prior to the issuance of a building permit a landscape plan must be approved and must obtain the seal of a licensed Landscape Architect. The City Beautiful Commission recommends preserving as many existing trees as feasible on this tree -covered site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger Both the City Beautiful Commission and the City of Little Rock commend you for the preserving of many on -site existing trees. 9. Jefferson DU Care Center (Z-8214) Site plan must comply with the City's minimal landscape and buffer ordinance requirements. The circulation and design of the parking lot is questionable. The zoning buffer ordinance requires a minimum eight (8) foot wide land use buffer along the southern perimeter of the site next to the residentially zoned property. Seventy percent (70%) of this buffer is to remain undisturbed. A six (6) foot high opaque screen, either a wooden fence with its face side directed outward, a wall, or dense evergreen plantings, is required along the southern perimeter of the site next to the residentially zoned property. Credit towards fulfilling this requirement can be given for existing trees and undergrowth that satisfies this year -around requirement. Landscaping will be required in conjunction with the newly proposed parking lot and in conjunction with the proposed building addition. A landscaping plan will required per city ordinance prior to the issuance of a building permit. 10. The L.C. and Daisy Bates Museum (Z-821_6) Site plan must comply with the City's minimal landscape and buffer ordinance requirements. Street trees are recommended. 11. Scholastic Academy Preschool Z-8219 Site plan must comply with the City's minimal landscape and buffer ordinance requirements. The zoning buffer ordinance requires an average eighteen foot (18) street buffer along Rock Street and in no case less than half. The current proposal reflects parking within this area; please revise. The zoning buffer ordinance requires a six foot 9 inch wide land use buffer along the southern perimeter of the property next to the residentially zoned property. Seventy percent of this area is to remain undisturbed. All newly landscaped areas must include a water source within seventy-five foot. The landscape ordinance requires a minimum of 8 % of the paved areas be landscaped with interior islands of at least 7 Meet in width and 150 square feet in area. Proposed plan does not currently reflect this minimum. 12. bane Accessory Dwelling (Z-8220 Site plan must comply with the City's minimal landscape and buffer ordinance requirements. No comment. 13. Sienna Lake Subdivision Z-822 l Site plan must comply with the City's minimal landscape and buffer ordinance requirements. It appears grading is being proposed on another parcel of land; please revise. Asphalt proposed along the eastern property line seems excessive, what is the use? The zoning buffer ordinance requires an average seventeen foot (17) wide street buffer along the street and in no case less than half. This minimal average appears to be deficient. An automatic irrigation system to water landscaped areas will be required. Prior to the issuance of a building permit, it will be necessary to provide an approved landscape plan stamped with the seal of a Registered Landscape Architect. The City Beautiful Commission recommends preserving as many existing trees as feasible on this tree covered site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees of six (6) inch caliper or larger 14.
