3 A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF
4 LITTLE ROCK, ARKANSAS, TO APPLY FOR, AND UTILIZE,
5 FEDERAL-AID FUNDS, FOR THE JONESBORO DRIVE CHILDRENS
6 TRAIL PROJECT, PHASES 1 & 2; AND FOR OTHER PURPOSES.

8 WHEREAS, Little Rock, Ark., Resolution No. 15,516 (August 3, 2021) expressed the willingness of
9 the City of Little Rock, Arkansas(City),to apply for,and utilize, Federal-Aid Transportation Alternatives
10 Program Funds for the Jonesboro Drive Children's Trail Project, Phase 1; and,
11 WHEREAS, Little Rock, Ark., Resolution No. 15,605 (January 4, 2022)expressed the willingness of
12 the City to apply for,and utilize, Federal-Aid Transportation Alternatives Program Funds for the Jonesboro
13 Drive Children's Trail Project, Phase 2; and,
14 WHEREAS,The City subsequently submitted grant applications in the amount of One Million, Eight
15 Thousand, Two Hundred Nine Dollars ($1,008,209.00) for Phase 1, and Two Hundred Thousand Dollars
16 ($200,000.00) for Phase 2, and received a partial combine grant award of Nine Hundred Fifty Thousand
17 Dollars($950,000.00);therefore, leaving a grant funding deficit; and,
18 WHEREAS, Metroplan has issued a call for projects to be funded with Federal-Aid Funds sub-
19 allocated to Central Arkansas; and,
20 WHEREAS, the Board of Directors understands that if selected, Federal-Aid Surface Transportation
21 Program Funds for selected projects will be at the following Federal and Local participating ratios, up to
22 the maximum Federal-Aid available:

23 WHEREAS,the Board of Directors has vetted the project and supports its submittal to Metroplan;and,
24 WHEREAS, this project, using Federal Funding, will be open and available for use by the general
25 public and maintained by the City for the life of the project.
26 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK, ARKANSAS:

1 Section 1. The Board of Directors hereby authorizes the application submittal for Jonesboro Drive
2 Children's Trail Project, Phases 1 & 2.
3 Section 2. The Board of Directors will participate in accordance with its designated responsibilities in
4 this project, including providing the local match requirement.
5 Section 3. The Mayor or City Manager is hereby authorized and directed to execute all appropriate
6 agreements and contracts necessary to expedite the construction of the above stated project.
7 Section 4. The Board of Directors pledges its full support and hereby authorizes the Arkansas
8 Department of Transportation and Metroplan to initiate action to implement this project.
9 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
11 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
12 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
13 resolution.
14 Section 6. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent with
15 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
