The CUP request is to allow the placement of a wastewater treatment system for the proposed single-family subdivision. Staff feels information co ncerning the treatment system, the elevation and site design of any buildings and the plant and t17 @ overall maintenance, short-term and long -tee, should be addressed. A full description of the collection and treatment which is to include a discussion of the proposed method of treatment, disinfection, fi Itration, and other treatment process components must be provided. This description must provide the level of treatment to be obtained without limitation for the projected levels for biochemical oxygen demand (BOD), suspended solids (SS), nitrogen (N) total and fecal coliform, phosphorous, oils and grease and other characteristics both before and after treatment of the wastewater as well as any other information required by the State Department of Health and the Department of Environmental Quality. The description is to include the need for sludge removal; frequency and quantity of sludge removal, method of storage, location of on -site storage, method of transport, haul routes and volume to be hauled off -site and method of disposal. In addition a full description of the proposed wastewater disposal method must be provided. This is to include an evaluation of soil conditions; groundwater conditions; groundwater movement; proximity to beneficial water uses such as wells, streams and drainage courses and consideration of contaminant travel in both ground water and surface water. The analysis is to include the location of discharge, the method for d ischarge and an analysis of potential discharge points for treated wastewater. The operational noise impact to neighboring residences is to be addressed. This is to include specific decibel readings submitted for equipment to be used, projections of noise levels to be expected at the property line(s) and at residences which may be impacted by increased noise levels, measurements of current night and day ambient sound levels at impacted residences should also be provided. The use of generators and the noise/impact of the equipmenttesting times, duration of testing. ; Odors and other air quality issues should be considered including a description of wind directions, inversion conditions, likely impacts on nearby receptors and odor control methods to be implemented with the treatment plant. Some of this is not very "corn bread", but an engineer wrote it and they just can't help it. Also attached are some photos. Let me know if this works. In operation, all flow enters the first compartment of the ISAM where influent solids are allowed to settle much like a primary clarifier. The first compartment is a constant level basin with a baffled inlet and outlet. This basin helps with solids removal. When a gallon enters the reactor a gallon overflows out an underflow baffle to the next reactor which is the surge basin. This basin provides both organic and hydraulic load equalization. Actived sludge bacteria is maintained in the surge basin to immediately react with incoming flow to initiate and accelerate carbon and nitrogen reactions. From the surge basin, liquid is pumped to the sequencing batch reactor (SBR) basin in one complete batch in several minutes, thereby reducing the volume in the surge basin to allow additional equalization storage capacity. The liquid from the surge basin is pumped to the SBR through the jet aspirating nozzle assembly to provide the required oxygen in the SBR for BOD and ammonia removal. A 100% stand by in place SBR feed/mix pump and jet aspirating nozzle is included for redundancy. After the SBR is filled, aeration and mixing continues as required until the surge tank has filled to a level to allow another batch to be treated. Once this level is reached, the contents of the SBR settle in a quiescent condition for a predetermined time with no new flow entering the SBR. After the bacteria settle, the top approximately 25% of the SBR basin which is well above the sludge blanket level in the SBR is decanted to the chlorine contact tank through an air operated decanting device. As soon as decanting starts, chlorine is fed into the chlorine contact tank. The contents of the chlorine contact tank flow through a series of baffles to the overflow in the chlorine contact tank to the final outfall. Last night, members of the Nowlin Creek Neighborhood Association, a group of landowners who measure their properties by the acre instead of the foot, gathered at the Days' home to hear from their lawyer about what they can do to convince the Little Rock Planning Commission to reject a Conditional Use Permit application that would allow construction of the plant. The commission will consider the CUP at its meeting at 4 p.m. next Thursday, July 14. Ferguson's application to build Mountain Valley subdivision, which will place 134 50- foot-wide lots on 36 acres, will be considered separately; it will go before the commission in August. The Nowlin Creek area is outside the city limits, but within the city's extraterritorial jurisdiction. The city exercises that jurisdiction to control development on land it may one day wish to annex. But the Pulaski County Quorum Court voted unanimously last week on a resolution asking Little Rock to place a one-year moratorium on private wastewater treatment plants in its county jurisdiction. That may have been prompted by the fact that the Mountain Valley development is not the only one that would include a private sewage plant. Trails developer Wayne "Oz" Richie applied last year for a CUP from the Planning Commission. Staff recommended against it, and after questions were raised about the treatment plant, he withdrew the CUP request, deciding to first get a permit to build the plant from the Arkansas Department of Environmental Quality. That permit is pending. Ferguson, however, went first to the ADEQ for a permit for the wastewater plant. So we don't have to worry about that. All oxygen comes from atmospheric air and is induced through a venturi effect where air is pulled into a pipe. Noise is minimal. dB rating at 3' from the aspirator opening is estimated at approximately 60 to 65 dB which is the typical noise level of a conversation from 3 to 5 feet away. The tank is also completely covered so the aspirating noise is further mitigated reducing any noise or noise carry. For the odors, the response is good. The CUP request is to allow the placement of a wastewater treatment system for the proposed single-family subdivision. Staff feels information concerning the treatment system, the elevation and site design of any buildings and the plant and the overall maintenance, short-term and long-term, should be addressed. A full description of the collection and treatment which is to include a discussion of the proposed method of treatment, disinfection, filtration, and other treatment process components must be provided. This description must provide the level of treatment to be obtained without limitation for the projected levels for biochemical oxygen demand (BOD), suspended solids (SS), nitrogen (N), total and fecal coliform, phosphorous, oils and grease and other characteristics both before and after treatment of the wastewater as well as any other information required by the State Department of Health and the Department of Environmental Quality. The description is to include the need for sludge removal; frequency and quantity of sludge removal, method of storage, location of on -site storage, method of transport, haul routes and volume to be hauled off -site and method of disposal. In addition a full description of the proposed wastewater disposal method must be provided. This is to include an evaluation of soil conditions; groundwater conditions; groundwater movement; proximity to beneficial water uses such as wells, streams and drainage courses and consideration of contaminant travel in both ground water and surface water. The analysis is to include the location of discharge, the method for discharge and an analysis of potential discharge points for treated wastewater. The operational noise impact to neighboring residences is to be addressed. This is to include specific decibel readings submitted for equipment to be used, projections of noise levels to be expected at the property line(s) and at residences which may be impacted by increased noise levels, measurements of current night and day ambient sound levels at impacted residences should also be provided. The use of generators and the noise/impact of the equipment; testing times, duration of testing. Odors and other air quality issues should be considered including a description of wind directions, inversion conditions, likely impacts on nearby receptors and odor control methods to be implemented with the treatment plant. Measures to control mosquitoes and other insects which may be attracted to the pond(s) should be addressed. Biological impacts including bird attraction should be addressed. An analysis of potential visual impacts of the treatment plant, ponds and irrigation areas particularly with respect to surrounding area should be addressed. The plan should include elevations for the proposed treatment system, any proposed buildings or fencing to be located around the site; location of buildings fencing, building construction materials, building heights, fence heights, use of razor or concertina wire. Alternative methods of sewage disposal. Complete description of all alternatives for the project including development of an on -site septic system, other types of treatment methods, development of off -site sewage disposal systems and connection to a public sewer system. The size of the proposed package treatment plant must be considered in relation to potential growth inducing impacts. The long term managerial and financial needs for the package treatment plant are to be fully determined. This is to include characterizing the persons responsible for maintenance and monitoring, their qualifications, training requirements and the expected costs of these activities. A 10-year financial plan for operation, maintenance and repair of the treatment plant is to be prepared and submitted which includes depreciation of equipment, expected replacement times for equipment components and the financial reserves necessary to meet these operational issues. Prior to issuance of a final plat, deed restrictions and covenants are to be recorded specifying the long-term technical, managerial, and financial requirements for operation of the plant as outlined in the 10-year financial plan. An emergency plan is to be developed that addresses the availability of back-up personnel and actions to be taken in the event of treatment plant failure, pond rupture or overflow, effects of seismic events, unusual climatic conditions, and other similar events. Some of this is not very "corn bread", but an engineer wrote it and they just can't help it. Also attached are some photos. Let me know if this works. In operation, all flow enters the first compartment of the ISAM where influent solids are allowed to settle much like a primary clarifier. The first compartment is a constant level basin with a baffled inlet and outlet. This basin helps with solids removal. When a gallon enters the reactor a gallon overflows out an underflow baffle to the next reactor which is the surge basin. This basin provides both organic and hydraulic load equalization. Actived sludge bacteria is maintained in the surge basin to immediately react with incoming flow to initiate and accelerate carbon and nitrogen reactions. From the surge basin, liquid is pumped to the sequencing batch reactor (SBR) basin in one complete batch in several minutes, thereby reducing the volume in the surge basin to allow additional equalization storage capacity. The liquid from the surge basin is pumped to the SBR through the jet aspirating nozzle assembly to provide the required oxygen in the SBR for BOD and ammonia removal. A 100% stand by in place SBR feed/mix pump and jet aspirating nozzle is included for redundancy. After the SBR is filled, aeration and mixing continues as required until the surge tank has filled to a level to allow another batch to be treated. Once this level is reached, the contents of the SBR settle in a quiescent condition for a predetermined time with no new flow entering the SBR. After the bacteria settle, the top approximately 25% of the SBR basin which is well above the sludge blanket level in the SBR is decanted to the chlorine contact tank through an air operated decanting device. As soon as decanting starts, chlorine is fed into the chlorine contact tank. The contents of the chlorine contact tank flow through a series of baffles to the overflow in the chlorine contact tank to the final outfall. As soon as decanting is completed, the cycle repeats. 1
