This will add an additional $2 million to the stepfeed process. The MBR process can handle peak flows, and no additional cost adjustment is needed. * Since the MBR process produces such a high quality effluent (drinking water standards), it could be discharged directly into the Little Maumelle River, negating the cost for building a pipeline to the Arkansas River and offering another savings of $3.5 million. Although the Utility and CDM (the Utility's hired engineering firm) claim ADEQ will not permit discharge into the Little Maumelle-this is not the case. The issue was never discussed formally with ADEQ, and a member of that department stated that it quite possibly could be approved. * Finally, the effluent from an MBR plant can be re -sold for irrigation and/or industry, providing income to the city over the lifetime of the plant. Thus, MBR actually offers a savings of $0.5 million regardless of whether the effluent is recycled. The other attractive features about an MBR plant cannot be discounted as they impact every member of this city.
