EXECUTIVE SUMMITRY
The Little Rock Sanitary Sewer Committee ("Sewer Committee"), at the meeting
held December 15, 2004, requested additional site evaluations for the Little Maumelle
River Basin Wastewater Treatment Plant ("WWTP"), and findings reported to the Sewer
Committee at the regularly scheduled meeting on January 19, 2005. The Sewer
Committee requests to be addressed by LRWU staff include:
1. Review proposed WWTP sites within the city limits, assuming the plant will be
built for only the 20 -year area growth population projection of 43,000 people
and flow rates of 4 mgd average and 14 mgd peak.
2. Look west of Highway 300 for a possible WWTP site. Evaluate this site using
the same criteria as the Carter -Burgess Consulting Engineers Little Maumelle
River Basin WWTP Site Selection Study Phases I, H, and III.
3. Evaluate the possibility of transporting the Little Maumelle River Basin
wastewater across the Arkansas River to the North Little Rock ("NLR") White
Oak Wastewater Treatment Plant located northeast of Murray Lock and Dam.
4. Review plant process technology for the WWTP.
5. Prepare a map for projected growth in Northwest Little Rock for the next 5 and
20 years. Also, determine the possible location of new interceptors to serve this
area.
This Phase IV Study will evaluate the Carter -Burgess report sites inside the Little
Rock city limits, including Sites #10, 11, 12 and 13. Also evaluated is Site #8, on
Highway 300 outside the city limits of Little Rock, and Site #9, which is the NLR White
Oak WWTP. All of these sites have been evaluated against the Carter -Burgess
recommended Site #2 on Richard Road. All of the sites evaluated by Carter -Burgess and
the sites noted above are contained in Exhibit A.
It is important to note that site evaluations in this Phase IV Study are based on
reduced plant acreage of 15 acres, which is sufficient size for the 20 -year growth plan of
4 mgd average flow and 14 mgd peak. This 15 acre site requirement includes a 250 foot
buffer from property boundaries and plant unit processes. The review of potential plant

sites within the city limits of Little Rock has shown that Site #10 on Highway 10 is the
most feasible site.
Site #10 is buffered by natural barriers on the east and west; a railroad track and
embankment to the north; and an area of timber to the south in a floodway. Existing
wastewater sewer interceptors are located on this site and directly to the north of the site
making it readily accessible to incoming wastewater. Site #10 plant unit processes can be
oriented such that entry points will be above the 100 year flood plain elevation, and
Site #10 is the most cost effective site as shown in Table #2.
A review of plant sites outside the city limits has shown that both Site #2 and
Site #8 have numerous advantages. Site #2 is located at the lower end of the entire Little
Maumelle River Basin, has no dwellings on the acreage, is large enough to accommodate
ultimate build out for a 16 mgd WWTP in the future, and lies within 1/2 mile of the Little
Maumelle Pump Station. Site #8 is located at the intersection of two major streams in the
Little Maumelle River Basin and is at the proposed location of projected sewer
interceptors which will serve growth west of Highway 300 and north of Highway 10.
The North Little Rock Wastewater Utility recently made an offer to accept the Little
Maumelle River Basin wastewater for a yearly capital recovery fee and an operations and
maintenance monthly fee based on wastewater volume and strength. Under this
agreement, North Little Rock would construct the necessary improvements to treat Little
Rock wastewater at the White Oak Wastewater Treatment Plant in North Little Rock.
Little Rock Wastewater Utility would be responsible for transporting the wastewater to
the North Little Rock WWTP. For purposes of the Phase IV Study, the North Little Rock
option is referred to herein as Site #9. This alternative has several significant
disadvantages and is not a feasible option.
Growth projections for the Little Maumelle River Valley have been compiled from
information received from the City of Little Rock Planning Department. Exhibit `B"
shows the projected population increases in Northwest Little Rock during the next 5 and
20 years. The total Little Maumelle River Basin population for the year 2025 is projected
to be 43,000 people with the 2005 population estimated at 25,000. Within 5 years,
growth in the Little Maumelle River Basin is projected to be approximately 4,600 people
and the 20 year population increase is projected to be approximately 18,000. The

population increase for the next 20 years, in the area west of Highway 300 and along
Highway 10, is projected to be 6,100 people.
BACKGROUND INFORMATION
Since the late 1960's, planning has been underway for a wastewater treatment
plant in the Little Maumelle River Basin. The Little Maumelle River Basin is the
drainage area which includes the Pleasant Valley/Longlea/Marlow Manor Subdivisions,
the Ferndale drainage area, the west Highway 10 corridor, and the Joe T. Robinson
School area. All wastewater collected in the areas just described drains by gravity
generally in a northerly direction into the Little Maumelle River. The Little Maumelle
River flows from west to east entering the Arkansas River at Two Rivers Park. As shown
in Exhibit `B", this area of Little Rock has steadily grown to the point where, as of 2005,
25,000 people live in the basin.
In the 1960's and 1970's, development moved into the Little Maumelle River
Basin, and, in 1976, to accommodate increasing wastewater flows, a WWTP site was
purchased by LRWU. Due to public opposition against the selected site on Beck Road,
in 1979 the City of Little Rock Board of Directors requested that the Sewer Committee
abandon this plant site. As a temporary measure, wastewater was pumped from the Little
Maumelle Basin into the Rock Creek Basin on Rodney Parham Road. Subsequently, the
Beck Road plant site was sold. As development continued in the Little Maumelle River
Basin, to serve the growing population, in 1987 the Little Maumelle Pump Station was
completed in the lowest point of this Basin. The Little Maumelle Pump Station is located
at the railroad tracks on Pinnacle Valley Road. From 1987 to present, wastewater
generated in the basin has been pumped in a twenty-four inch force main to Murray Lock
and Dam. Wastewater at Murray Lock and Dam then travels another 10 miles east, is
then pumped twice more, at the Cantrell Road Pump Station and at the Adams Field
WWTP, and is treated at the Adams Field WWTP.
In the early 1990's, Little Rock Wastewater Utility started a program of sewer
collection system upgrades to reduce the number of sanitary sewer overflows (SSO's).
Modeling of the collection system flows during rainfall events resulted in the
determination that a Little Maumelle River Basin WWTP was required to eliminate

overflows and accommodate the basin growth. Currently, during significant rainfall
events, the sewer collection system flow rates exceed the capacity of the Little Maumelle
Pump Station, resulting in overflows upstream of this pump station. Wastewater from the
Little Maumelle River Basin is transported east in a 24 inch pipeline and connects with
other city gravity sewers adjacent to Murray Lock and Dam. SSO's presently occur in
the sewer system upstream of the Little Maumelle Pump Station and where the Little
Maumelle River Basin flow discharges into gravity sewers at the Murray Lock and Dam.
With the Little Maumelle Pump Station flow added to the Riverfront interceptor at the
Murray Lock and Dam, significant SSO's also occur in Murray Park during rainfall
events. The Little Rock Riverfront Interceptor flows by gravity from the Murray Lock
and dam east to the Cantrell Road Pump Station located next to Dillards' Headquarters.
In 2000, the Sierra Club filed a lawsuit against LRWU concerning SSO's in the
LRWU Collection System. The lawsuit was settled in 2001, and the Settlement
Agreement provided that the construction of a Little Maumelle WWTP be underway by
the year 2007. Once this third Little Rock WWTP is in operation, a wet weather load of
14 mgd from the Little Maumelle River Basin will be removed from the collection
system in Murray Park and eliminate several chronic SSO's in the Park. Also, a chronic
SSO that exists 1/a mile upstream of the Little Maumelle Pump Station will be eliminated
when the Little Maumelle Wastewater Plant is on line. The hydraulic loading on the
Adams Field Wastewater Plant will be reduced by 14 mgd and resolve severe sewer
system backups during wet weather. In order to comply with the timeline for
improvements included in the Sierra Club Settlement Agreement, the Little Maumelle
WWTP should be under construction by the year 2007. To have this plant under
construction by 2007, site selection should have been completed in 2004, with detailed -
engineering for this facility underway by mid -2005.
A Citizens Advisory Group was formed in October, 2003, to assist in locating a
plant site for wastewater generated in the Little Maumelle River Basin. This group, after
meeting for several months, recommended Site #2 on Richard Road for the Little
Maumelle River Basin Wastewater Treatment Plant. Site #2 was recommended as the
best site for the Little Maumelle WWTP based on a site requirement of 25 acres to assure

the ultimate build out of the basin (16 mgd average, 28 mgd peak). Sites #1 through #7,
as shown in Exhibit "A," were the sites addressed by the Citizen Advisory Group.
In 2001, the Carter -Burgess Engineering firm completed the Little Maumelle River
Basin Phase I Report on the need for a plant in the Little Maumelle River Basin and
identified four potential plant sites. In 2004, the Carter -Burgess Phase II Report
identified seven (7) potential plant sites and determined that a 25 -acre tract would be
required. The report determined that the new WWTP would have a 20 year design flow
of 4 mgd average, and 14 mgd peak. Ultimate build -out for this WWTP would then be
an average flow of 16 mgd with a peak flow of 28 mgd upon complete development of
the Little Maumelle River Basin's 80.4 square miles. The report determined that Site #2
on Richard Road, north of the existing Little Maumelle Wastewater Pump Station, was
the preferred site for this WWTP. Six sites outside the city limits and one within the city
limits were evaluated. Site #1 is at Two Rivers Park with Sites #2 through #7 in the
Little Maumelle River Basin of Pulaski County. Carter -Burgess also evaluated the
possibility of locating the WWTP within the city limits in areas from West Little Rock,
east to the Adams Field WWTP plant, located at the Little Rock Airport.
In Phase III, Carter -Burgess, at the request of the Sewer Committee, reevaluated Sites
#1 & 2 in more detail and evaluated placing the plant along County Farm Road between
Two Rivers Park and the Little Maumelle Pump Station. Carter Burgess, in the Little
Maumelle River Basin Phase III Study, determined that Site #1 was not a feasible site.
Problems with Site #1 included floodway conflicts, depth of water during a flood,
conflicts with existing Park usage, proximity of homes, soil conditions, and limited
access during flooding. Since the determination that Site #1 was not feasible had
numerous reasons unrelated to acreage available for a plant, Site #1 was not reevaluated
in this Phase IV Report. Sites along County Farm Road also had numerous
disadvantages, and Carter Burgess, in the Phase III Study, once again determined that
Site #2 (Richard Road) was the most feasible site.
The Little Maumelle River Basin WWTP Study Phase I, II, and III evaluated
potential sites for the Little Maumelle WWTP using the following criteria:
1. Location of the plant as close to the proposed outfall discharge site as practical,
taking into consideration the cost of pumping and conveying wastewater to the

site. Based on conversations with the Permits Division of the Arkansas
Department of Environmental Quality ("ADEQ") the WWTP should discharge
into the Arkansas River and not into the Little Maumelle River.
2. Placement of the WWTP on a vacant tract of land large enough to accommodate
the 20 -year growth and ultimate build -out of the Maumelle Basin. The site
acreage required for ultimate build -out of the Little Maumelle River Basin was
determined to be 25 acres. For purposes of this Phase IV study, LRWU will
evaluate sites based on the 20 year design life and flows of 4 mgd average and a
peak capacity of 14 mgd, which require a 15 acre site.
3. Availability of a suitable buffer zone. The Arkansas Health Department has
suggested a buffer zone of at least 250 feet. In this Phase IV Report, LRWU will
be using a 250 foot buffer zone.
4. The WWTP should also have a minimal impact on existing residences and
development.
5. Feasibility and cost effectiveness of providing required interceptors to the site.
6. Environmental suitability with minimal impact on endangered species and
archaeological resources.
The Phase IV study utilized the same criteria for evaluating Sites #8, 9, 10, 11, 12 and
13. The one significant difference between this Phase IV Study and previous studies is
the reduced site requirement of 15 acres for the 20 year growth projection versus the
Phase I, II, and III site requirement of 25 acres for ultimate build out of the basin. The
seven original sites evaluated by Carter -Burgess in Phase I and Sites #8 through #13 are
shown in Exhibit "A".
NEW WASTEWATER TREATMENT TECHNOLOGY
The Sewer Committee requested that available technology options be reviewed to
determine if any treatment options might reduce the required plant acreage while assuring
excellent plant performance. Utilizing the treatment technology referred to in this report
reduces the plant acreage requirement to 15 acres for a 20 year projected plant flow rate
of 4 mgd. It has been further determined that a site of 20 acres could accommodate a
plant size of 12 mgd average flow with a peak flow of 20 mgd.
The Little Maumelle Wastewater Treatment Plant will incorporate treatment
technologies that will minimize the emission of odors, minimize the plant foot print, and
operate effectively at start up flow rates of 2 mgd and peak wet weather flow rates of 14
mgd. Architectural concepts will be incorporated into the plant design so that the
treatment plant blends into the surrounding area. This treatment plant will utilize unit
processes that operate in an environment of positive dissolved oxygen levels which will
minimize the production of objectionable odors so as not to adversely affect nearby
properties. Plant unit processes, where odors are typically generated, will be covered and
off gases treated for removal of odors. The units to be covered will include influent
screening, grit removal, and solids handling facilities. The removal of odors will be
accomplished by the use of microlife (biofilters) which, when cultured, can consume
plant generated odors. Chemical odor stripping may also be used.
Automation of the plant processes will be incorporated into the Little Maumelle
WWTP. This plant will typically be manned only during the day shift. During the
evening and night shifts, the Little Maumelle WWTP will be continually monitored
remotely from LRWU's two other WWTP's.
The new plant will use the step feed activated sludge process. This technology is
used at Little Rock's Fourche Creek WWTP. Step feed technology allows for influent
flow rates to be introduced at multiple feed points as flow rates increase from a low of 2
mgd to wet weather peaks of 14 mgd. Step feed activated sludge process allows the
storage of activated microlife in the early stages when high flows are directed to the later
passes. This step feed process also potentially allows for changes in the process to
include selector zones for stripping ammonia and possibly phosphorus, if required in the
future.
The collection, treatment, and reuse of solids removed during wastewater
treatment operations are critical to acceptable plant operations. Wastewater treatment
plant solids, if stored for even a few hours, can produce objectionable odors. The Little
Maumelle WWTP solids handling facility will be covered and odors removed prior to
discharge into the environment. Solids removed from the wastewater will be aerobically
digested prior to dewatering. This WWTP, when operating at its 20 -year capacity, will
remove approximately 10,000 pounds of solids from the waste stream per day. One

solids handling process under consideration includes dewatering of the solids with a
centrifuge with solids then pellitized in a sludge dryer. Centrifuge technology has
improved over the past 20 years so that solids entering the unit at 2% solids can be
dewatered to over 20%. Centrifuge manufacturing is a very precise process because the
units operate at very high speeds of between 2,000 and 3,500 rpm's. Sludge drying over
the past five years has simplified and become more cost effective for pelletizing
wastewater solids for plants in the 1 to 10 mgd range. Through pellitizing of the solids, a
product will be produced that can be used as a soil supplement in local parks, golf
courses, soccer fields, farm land and other beneficial reuse. The pellitizing biosolids
product will be at least 95% dry solids, greatly reducing the quantity which must be
trucked from the plant. It is anticipated that it would be necessary to haul no more than
one truck load of biosolids from the plant each week.
Disinfection of the plant discharge will be accomplished through the use of
ultraviolet light (UV). The use of light for disinfection will avoid the need to use
chlorine gas. Ultraviolet light, when in contact with the plant effluent for a few minutes,
will effectively destroy the DNA structure of harmful viruses and bacteria present in the
plant effluent (discharge). With only a few minutes detention time, UV light can achieve
disinfection.
SITE SELECTION OUTSIDE LITTLE ROCK CITY LIMITS
Site #8 Little Maumelle WWTP Site Located West of Highway 300.
The Sewer Committee requested that finding a WWTP site west of Highway 300
be investigated. This site west of Highway 300 is referred to as Site #8 and shown in
Exhibit "C". This site is approximately twice as far from the Arkansas River as Site #2
and is one mile farther from the Arkansas River than Site #10. Currently, there are no
sewer lines in this area. However, this site would serve projected growth in these areas.
It is anticipated that, within five years, development and sewer needs would reach this
area west of Highway 300. Site #8 includes 15 acres and the entire site is within the 100
year flood plain. The site in general will have 3 feet of water on the site during a 100
year flood. Berms could be constructed around the entire plant site to protect unit
processes or processes could be built with access points above the 100 year flood.

Access to this site can be achieved from Highway 300 along an existing road. Site #8 is
at the junction of two major sub basins within the Little Maumelle River Basin. Sewer
lines from the Nowlin Creek sub basin and the Little Maumelle River sub basin both
drain to the proposed plant site. Gravity sewers can be laid from the Ferndale Area, the
Joe T. Robinson School Area, and areas west of Highway 300 to Site #8.
The 20 -year growth projection in the Little Maumelle River Basin is that
development will continue west on Highway 10 past the intersection of Highway 300 and
Highway 10. To serve the 20 -year growth for the basin, a plant could be located on 15
acres west of Highway 300, southwest of Pinnacle Mountain State Park as shown in
Exhibit "C". Site #8 would require a capital investment of $2,480,000 to bring all
wastewater flowing to the Little Maumelle Pump Station approximately three miles west
and uphill to Site #8. The effluent from Site #8 would be transported to the Arkansas
River through a three mile force main located along Highway 300 north from Site #8 at a
capital cost of $2,840,000. Annual pumping cost to transport wastewater from the Little
Maumelle Pump Station to Site #8 would be $75,000. The present worth cost for influent
pumping wastewater for 20 years to Site #8 is $950,000 and the total present worth cost
is $6,260,000. A map of Site #8 is included in this report as Exhibit "C".
On Site #8, there are no dwellings and only one home is within 1,000 feet of this
site. This leaves a sufficient buffer, and Site #8 is also screened from Pinnacle Mountain
State Park by a hillside to the northeast. It has also been determined that there are no
wetlands or endangered species on Site #8. There are no natural buffers to the east, west
and south of Site #8. Locating a plant west of Highway 300 would be speculative in that
the timing of construction of collector sewer which would flow by gravity to this plant
site is only a projection.
Site #9 North Little Rock White Oak Wastewater Treatment Plant
The Sewer Committee has requested that the possibility of transporting
wastewater from the Little Maumelle Pump Station to the North Little Rock (NLR)
White Oak WWTP be reevaluated. The NLR option is referred to herein as Site #9 (See
Exhibit "D-2"). The NLR White Oak WWTP is located 1.5 miles northeast of Murray
Lock and Dam.

Transporting the Little Maumelle River Basin flow to NLR would require
installation of a 30 inch force main 8 miles from the Little Maumelle Pump Station to the
NLR WWTP. The limiting factors in the capacity of the existing Little Maumelle
effluent force main are the pipeline diameter and the need to limit force main working
pressure to 200 feet (86 psi). It should be noted that the existing Little Maumelle Pump
Station force main has been in service for 17 years. Over the past 17 years, this pipeline
has suffered significant corrosion at the high points in the line. A major failure occurred
in the force main in 2001 and resulted in the replacement of several hundred feet of this
pipeline. When further development west to Highway 300 occurs, the cost of
transporting wastewater from this area to the Little Maumelle Pump Station and across
the Arkansas River to NLR would be cost prohibitive and would only serve limited
growth in the Little Maumelle River Basin (See Exhibit "D-3").
The cost of the Little Rock 8 mile force main to cross under the Arkansas River
and extend the pipeline to the NLR Wastewater Treatment Plant is estimated at
$8,400,000. Exhibit "D-1" depicts Site #9, the Little Maumelle Pump Station and the
force main to the NLR plant. Annual cost for pumping wastewater across the Arkansas
River to Site #9 would be $260,000 which is five times the cost of transporting
wastewater to either Site #2 or #10. The present worth cost of pumping wastewater to
Site #9 for 20 years is $3,280,000.
If this alternative is chosen, LRWU will be responsible for transporting raw
sewage across the Arkansas River. If a failure occurs in the pipeline crossing the river, a
significant public health impact could result as well as possible fines of up to $50,000 per
day. Repairing any leak in this line, whether attached overhead under a bridge or in a
tunnel under the river, will require specialized equipment to handle the repair which
could result in a significant delay before repairs could be undertaken and completed. If
this alternative is chosen, a backup cross connection to the Little Rock Riverfront
Interceptor should be constructed. Then, if the river crossing pipe needed to be taken out
of service, wastewater could continue to be pumped from the Little Maumelle River
Basin and treated at Little Rock facilities in the interim. Continual extensive monitoring
of the river crossing would be required to help avoid failures or leaks in this pipeline
where it crosses the Arkansas River.

The current NLR White Oak WWTP does not have the capacity to treat
wastewater pumped from Little Rock. The White oak WWTP has a capacity of 4.25 mgd
and is currently operating at between 3.5 to 4.0 mgd. In order to treat Little Rock
wastewater, an expansion of the NLR WWTP would be required. There are currently
approximately 20 acres available for expansion at the White Oak WWTP Site. The North
Little Rock Wastewater Utility would be required to purchase at least an additional 10
acres of land for expansion of the White Oak plant to accommodate treatment of the
Little Maumelle River Basin 20 year projected wastewater flow of 4 mgd. When this
alternative was first evaluated in mid 2003, there was organized opposition from the
White Oak Subdivision which overlooks the White Oak WWTP from the north (See
Exhibit D-2). If this site is selected, opposition from homeowners in the White Oak
Subdivision north of the NLR Site can be expected.
In a meeting on December 21, 2004, the North Little Rock Wastewater Utility
stated they were interested in pursuing the joint treatment of North Little Rock and Little
Rock wastewater at the White Oak WWTP. North Little Rock would require payment
from Little Rock to cover the cost of the White Oak Wastewater Treatment Plant
expansion and also cover the cost for expansion to handle NLR's future needs. LRWU
would pay the capitol cost of NLR improvements in a yearly capitol recovery fee, based
on cost recovery over a number of years.
An agreement with North Little Rock for wastewater treatment would serve the
20 -year growth of the Little Maumelle River Basin for a wastewater rate of 4 mgd. The
new 30 inch force main from the Little Maumelle Pump Station to Murray Lock and Dam
would be constructed for transporting wastewater to North Little Rock. After spending
$8,400,000 for a new force main, the capacity of this line is limited to the 20 -year growth
needs of Little Rock (14 mgd peak flows). In 15 years, Little Rock will once again be
faced with undertaking a study to find a wastewater plant site in northwest Little Rock or
constructing a new pipeline to NLR and additional expansion of the NLR White Oak
Plant. In the interim, if a large industry or major commercial potential customer wanted
to locate into this section of Little Rock, service would not be available since wastewater
in the area is pumped to NLR in a pipeline with limited capacity and the wastewater
treated at the NLR plant which would have limited capacity (See Exhibit D-3).

Any expansion of the NLR White Oak WWTP for Little Rock and/or NLR needs
requires modeling of the Murray Lock to the Terry Lock River Pool. Discharges from
the Little Maumelle River Basin WWTP effluent into this river pool may affect the
effluent limitations on the five WWTP's currently discharging into the River Pool (See
Exhibit "I"). Permit conditions for this alternative would need to be resolved before the
cost of plant improvements at the White Oak WWTP can be determined. As shown in
Table #2 the present worth cost of transporting wastewater to the NLR White Oak
WWTP and the discharge line to the Arkansas River is $11,820,000 versus a present
worth cost of only $2,000,000 for either site #2 or #10 in the Little Maumelle River
Basin.

SITE SELECTION WITHIN LITTLE ROCK CITY LIMITS
Searching for a WWTP site within the Little Rock City limits has been conducted
using the smaller 4 mgd average plant flow criteria for the 20 year Little Maumelle River
Basin growth. The peak flow for the 20 -year growth is projected to be 14 mgd.
Assuming a 250 foot buffer from unit processes in the plant site, the minimum acreage
required is 15 acres. Sites #10, 11, and 12 identified by Carter -Burgess in their Maumelle
River Basin Plant Study have been reevaluated to determine if reducing the plant acreage
requirement to 15 acres would result in the feasibility of any of the sites inside the Little
Rock City limits as shown in Exhibit "A". Also, an additional site within the City limits

on Valley Ranch Road has been identified and is evaluated in this Phase IV Report as
Site #13.
With a 15 acre requirement, of the sites noted above, it has been determined that
the wastewater treatment plant could be placed on Sites #10, 11, 13 and not on Site #12.
Site #10 is located one-fourth mile southwest of the existing Little Maumelle Pump
Station. Site #11 is in the Murray Park/Rebseman Golf Course area and is located seven
miles from the Little Maumelle Pump Station. Site #12 is located in the area of the Alltel
Corporate Office complex off Riverfront Drive and is nine miles from the Little
Maumelle Pump Station. Site #13 is located on Valley Ranch Drive one-half mile east of
Highway 300 and two miles upstream of the Little Maumelle Pump Station.
In the Carter -Burgess Little Maumelle River Basin Study completed in 2001, they
evaluated the alternative of transporting wastewater to the Adams Field WWTP located at
the Little Rock Airport. This alternative included upgrading the Little Maumelle Pump
Station, constructing an Equalization Basin, upgrading the Cantrell Road Pump Station, a
new parallel interceptor to the Adams Field Plant, and upgrades to the Adams Field
WWTP. The transmission line from the Little Maumelle River Basin to the Adams Field
WWTP would include tunneling under substantial areas of the riverfront from Dillard's
Headquarters to east of the Clinton Library. Additions at the Adams Field Plant would
include new primary and final clarifiers, additional aeration tanks, expanded disinfection,
and upgraded raw sewage pumps. The total cost of transportation and treatment would
be at least $45,500,000. The capital cost for transporting Little Maumelle River Basin
flows to the Adams Field WWTP for treatment is more than double the cost of a WWTP
in the Little Maumelle River Basin. Additional energy costs for pumping wastewater at
the Little Maumelle Station, pumping again at Cantrell Road, and pumping a third time
into the Adams Field Plant would cost hundreds of thousands of dollars per year. As a
comparison, annual pumping cost to Site #2 or Site #10 is projected at $50,000 per year.
Site #10 West Highway 10 at Hinson Creek
Site #10 is located '/a mile north of Highway 10, northwest of Tully Cove, and
adjacent to the railroad trestle over Hinson Creek. This site is located only 1,100 feet
southwest of the existing Little Maumelle Pump Station (See Exhibit "E"). Site #10

contains 20 acres, 9 acres of which are above the 100 -year flood plain (elevation 264).
Ten State Standards for Sanitary Sewer Design for WWTP's states that facilities located
within the 100 -year flood plain must be "protected from physical damage by the one
hundred (100) year flood". The northwestern 9 acres of Site #10 are located above
elevation 264 and are sloping to the southeast. In order to avoid any physical damage
during a 100 -year flood, plant component entry points can be constructed such that all
entry point elevations are above the 100 -year flood plain. This would require the top of
some units such as the final clarifiers and ultraviolet light disinfection units be placed
several feet above natural ground elevation.
Site #10 is located adjacent to the intersection of two (2) major sewer interceptors
serving west Little Rock. The Hinson Interceptor runs north along the eastern boundary
of Site #10 and intersects with the North Slope Interceptor just 400 feet north of Site #10.
This site is also only 1,100 feet southwest of the Little Maumelle Pump Station. With
these majors sewer collectors within a few hundred feet, routing these sewers to Site #10
would be very cost effective at a capital cost of $180,000. The annual pumping cost to
Site #10 would be $50,000. Site #10 is 1 1/z miles from the Arkansas River and the
capital cost for the effluent line is estimated at $1,190,000. The total present worth cost
for transportation of the wastewater to and from Site #10 is $1,820,000.
Site #10 has buffers in place on all four sides. To the north is located a railroad
track and a fifteen foot high embankment, a hill rises 70 feet to the west and is densely
wooded, Hinson Creek runs along the eastern boundary along an area of dense woods,
and a floodway lies to the south with several acres of timber. There is a subdivision
1,000 feet southeast on Tully Road which can be shielded from the plant improvements
by the existing trees in the floodway northwest of the subdivision. A portion of the
Ranch Subdivision lies 400 feet northwest of Site #10. This subdivision is shielded from
Site #10 with a stand of very dense woods, which could be left in place. The actual
proposed plant components are 650 feet southeast of the closest homes in the Ranch
Subdivision. A buffer of 250 feet of woods can be left in place on the actual plant site as
can be seen in Exhibit "E".
Site #10 has the necessary acreage for a 4 mgd WWTP and could be expanded to
at least 12 mgd and possibly even higher capacity depending on the type of treatment

technology utilized. It could be 40 to 50 years before the flow rate to the Little Maumelle
WWTP reaches an average flow rate of 12 mgd. Rectangular aeration tanks and
rectangular final clarifiers could be located in a modular layout allowing plant upgrades
to be installed directly adjacent to the first 4 mgd plant phase (See Exhibit "E"). If the
WWTP were built for only the 20 year design capacity of 4 mgd average plant size, the
site acreage could be reduced to approximately 15 acres. However, since additional
acreage is available it is recommended that 20 acres be purchased for the Little Maumelle
River Basin WWTP. Additional acreage or a 250 feet wide conservation easement to the
east of the plant unit processes will also be required.
Site #11 Murray Park and Rebseman Golf Course
Several potential WWTP sites are located in the Murray Park and Rebseman Golf
Course area (See Exhibit "F-1 and F-2"). These sites; however, are currently zoned for
park use and used continually for recreational activities. The Little Rock City Planning
Department has determined that Little Rock does not currently have sufficient park
acreage for the population served, and they will oppose any reduction in existing park
acreage in the City, including Murray Park, or any encroachment in the Rebsamen Golf
Course area. Inside the Murray Park or Rebseman Golf course, 15 acres could be
utilized, but would not fit into current park usage.
Annual electrical cost for pumping wastewater and force main extension cost to
bring sewage seven miles downstream for treatment at Site #11 would be $260,000. The
present worth cost of electricity to pump wastewater to Site #11 for a 20 year design
period is $3,280,000, compared to a present worth cost for pumping of $630,000 for Sites
#2 and #10. The capital cost for a 7 mile force main from the Little Maumelle Pump
Station to Site #11 would be $4,990,000. Wastewater discharged from this site could
potentially lead to ADEQ reevaluating discharge limits from all the WWTP's in the
Arkansas River Pool (See Exhibit "I" and Table #2) as discussed for Site #9. Site #11
lies completely within the 100 year flood plain and protection of the plant from flooding
would be required.

influent pumping energy cost for 20 years is $4,990,000 which is triple the present worth
cost of pumping to Site #2 or #10. Site #13 is not a cost effective location due the length
of a pipeline required for influent wastewater to be transported from the Little Maumelle
Pump Station, and the four mile distance from this site to a discharge point on the
Arkansas River.
Site #13 has the necessary acreage for a 4 mgd WWTP and could be expanded to
at least 8 mgd and possibly even higher capacity, depending on the type of treatment
technology utilized. If the WWTP were built for only the 20 year design capacity of 4
mgd average plant, the site acreage could be reduced to approximately 15 acres.
However, additional acreage is available on Site #13.
One of the plant evaluation criteria was to locate the WWTP as close as possible
to the receiving stream, the Arkansas River. Site #13 is farther from the Arkansas River
than any of the other sites in the city limits as shown in Exhibit "A". Transporting the
WWTP effluent from Site #13 to the river could be difficult due to existing development
between Site #13 and the Arkansas River. A buffer area of woods currently exists on the
northern property boundary area. However, buffers are not in place to the east, west or
south. Also, the Little Rock Christian Academy is located due west of the property.
Screening of the plant from area businesses, homes, adjacent property to the west and
Highway 10 would be difficult to accomplish. Both Sites #2 and #10 are located within
one half mile of the Little Maumelle Pump Station as compared to the two mile distance
to Site #13.
CONCLUSION
To serve approximately 25,000 people who currently reside in the basin, a
wastewater treatment plant is needed in the Little Maumelle River Basin. It is projected
that, within the next 20 years, the population in the basin will increase to over 43,000
people as shown in Exhibit `B". This basin includes wastewater generated in the
Pleasant Valley area, Joe T. Robinson School area, the west Highway 10 corridor and
eventually will include flow from the Ferndale Area. This drainage basin includes 80
square miles and extends to the Pulaski County line west on Highway 10.
The entire Little Maumelle River Basin wastewater collection system drains into
the Little Maumelle River Pump Station on Pinnacle Valley Road. The sewer collection

system, which serves the Little Maumelle River Basin, is currently overloaded during
significant rainfall events due to rainwater entering the sewer system. SSO's occur
upstream of the Little Maumelle Pump Station and in the Murray Park area of Little Rock
from flow generated in the Little Maumelle River Basin. Construction of a wastewater
treatment plant in the Little Maumelle River Basin will relieve SSO's in Murray Park and
SSO's upstream of the Little Maumelle Pump Station. A WWTP serving the Little
Maumelle River Basin will also reduce the hydraulic loading on Little Rock's Adams
Field WWTP which currently treats all flows from the Little Maumelle Basin.
Settlement of a lawsuit brought in Federal Court between the Sierra Club and
LRWU requires that, among many other Little Rock system -wide improvements, a
wastewater treatment plant be built to serve the Little Maumelle River Basin. The
Settlement Agreement requires that the new wastewater treatment plant to serve the Little
Maumelle River Basin should be under construction by the year 2007. In order to meet
this requirement, a plant site should have been chosen in 2004. Completion of site
selection and land purchase must be completed in the immediate future in order to meet
the Settlement Agreement and have the third Little Rock wastewater treatment plant
under construction by the year 2007.
The new wastewater treatment plant site acreage requirement to accommodate the
20 -year growth projection of 4 mgd average and 14 mgd peak is 15 acres. A buffer of
250 feet is recommended by the Arkansas Health Department. If the new wastewater
treatment plant is designed with a buffer of 250 feet, the acreage requirement would be
approximately 15 acres.
The Sewer Committee requested that the potential Little Rock plant sites be
reevaluated for a reduced plant capacity of 4 mgd average flow on 15 acres. Within the
Little Rock city limits, Site #10 meets all the site selection criteria. Site #10 is within
1,100 feet of the Little Maumelle Pump Station and wastewater effluent from the site can
flow by gravity to the pump station. The rerouting of influent wastewater to Site #10 is
the least costly of any proposed plant site. Rezoning will be required to place the
wastewater treatment plant on Site #10. The Little Rock Planning staff has stated they
would support rezoning Site #10 to allow the construction of a WWTP. This site has
excellent buffering on the north by a railroad embankment, a creek to the east, a hillside

Site #12 Riverfront Office Complex Area
Fifteen acres of vacant property can be found within the office park area on
Rebsamen Road in the vicinity of the Alltel office building (See Exhibit "G"). This area,
Site #12, is zoned for high density offices. This 15 acres site is shaped in a triangle.
Placing a WWTP on Site #12 would be impractical due to the shape of the site as shown
in Exhibit "G". Further, the Little Rock City Planning staff has stated they would oppose
siting a WWTP on Site #12 since this area is zoned for high density offices. For Little
Maumelle River Basin wastewater to reach this area, a nine mile force main to Site #12
would be necessary at a capital cost of $6,420,000. The power cost for pumping
wastewater from the Little Maumelle River Basin to this site would be $500,000
annually, which is ten times the pumping costs to Site #2 or Site #10. The effluent from a
WWTP on Site #12 would flow into the Arkansas River Pool between the Murray and
Terry Lock and Dam. The same complications for wastewater discharged to the
Arkansas River noted for the North Little Rock Site #9 are issues for discharging from
Site #12. If wastewater generated in the Little Maumelle River Basin is discharged into
the Arkansas River Pool, more stringent effluent limitations on all the current Little Rock
and North Little Rock plants discharging into this pool could result (see Table #1 and
Exhibit "I").
Site #13 Valley Ranch Road at Highway 10
Site #13 is located on Valley Ranch Road at the intersection of Valley Ranch
Road and Highway 10 (See Exhibit "H"). There are currently 30 acres for sale at a listed
price of $7,500,000 on Valley Ranch Road where it intersects with Highway 10. All of
Site #13 is above the 100 -year flood plain and this site is two miles southwest of the
Little Maumelle Pump Station where all of the river valley wastewater is collected. Since
Site #13 is upstream of the pump station, routing existing sewer interceptors from the
Little Maumelle Pump Station to Site #13 will require construction of a 9,100 foot, 24
inch force main. The force main extension to Site #13 is estimated at a capital cost of
$1,130,000. The annual pumping cost to Site #13 would be $70,000. Site #13 is almost
four miles from the Arkansas River. The capital cost for this four mile effluent line is
estimated at $2,970,000. The present worth cost for the capital expense and yearly

and woods to the west and timber in a floodway to the south. Site #10 is located adjacent
to the North Slope Sewer Interceptor, and the Hinson Road Interceptor runs north along
the east boundary of Site #10. At Site #10, if LRWU purchases 20 acres, the long term
capacity of the Little Maumelle WWTP could be expanded to at least 12 mgd. This build
out capacity of 12 mgd average flow should serve the Little Maumelle River Basin for
the next 40 to 50 years. A preliminary review of soil types on Site #10 indicates that no
construction problems are anticipated. If this site is chosen, an extensive evaluation of
the soils, including soil borings, would need to be undertaken.
The Sewer Committee requested further investigation into the option of
transporting wastewater to the White Oak WWTP in North Little Rock. The North Little
Rock Wastewater Utility has shown interest in treating Little Rock wastewater with
North Little Rock constructing the facilities necessary to accomplish this. For this
proposal to be undertaken, an agreement between the North Little Rock and Little Rock
Wastewater Utilities would have to be reached. North Little Rock has stated that a long-
term contract for capitol investment recovery and a service contract covering the plant
operation and maintenance would be required.
Transporting the Little Maumelle River Basin wastewater to the White Oak WW
treatment plant in North Little Rock (Site #9) can be accomplished. However, an
upgrade of the existing 24 -inch force main from the Little Maumelle Pump Station to
Murray Lock and Dam to a 30 inch pipeline would be necessary at a cost $8,400,000.
The 30 inch pipeline would only accommodate the 20 year growth peak flow of 14 mgd.
This alternative would still require that, within 15 years, a new site selection process for a
west Little Rock plant again be undertaken. In another 15 years, determining a site for
the Little Maumelle WWTP will be even more difficult as development continues west in
the Little Maumelle River Basin.
If Little Rock has a large industry or commercial customer considering moving
into the Little Maumelle River Basin, capacity for a large new customer could not be
accommodated if the wastewater is pumped to North Little Rock. All wastewater for the
Little Maumelle Basin would be pumped to NLR in a limited capacity pipeline and
treated at the NLR plant, which would also have limited capacity. All major

development decisions would be subject to approval of NLR where the wastewater is
treated.
The Sewer Committee also requested that the possible location of this new plant
west of Highway 300 be investigated. Site #8 is west of Highway 300 and most of the
plant location criteria can be met at this site. The significant problem with Site #8 is that
this site is 3 miles west of the collection point for wastewater in the Little Maumelle
River Basin at the Little Maumelle Pump Station. Locating a WWTP west of Highway
300 would be speculative and assumes the sewer system reaches this point in the near
future. Also, all wastewater generated by the current 25,000 people in the basin is
serviced by the Little Maumelle Pump Station and would have to be pumped upstream 3
miles to this site.
The electrical cost of pumping wastewater to Sites #2, 8, 9, 10, 11, 12, and 13,
along with capital costs for transporting wastewater to these sites is included in Table #2.

capital cost for these pipelines ranging from $4 million to almost $6.5 million dollars.
Further, the electrical cost for transporting wastewater several miles from the Little
Maumelle Pump Station to any of these sites would increase plant operation cost by an
additional $210,000 to $450,000 per year.
Site #10 is vacant land with adequate buffers. This site is cost effective offering
gravity transportation of influent wastewater to the site. Placing the plant on Site #10
will not impact wetlands, endangered species, or a flowage easement in the area. Site
#10 meets all the criteria for site selection, and is in the city limits.
Site #2 is also a feasible site for the Little Maumelle WWTP. Cost to transport
wastewater to Site #2 and the yearly cost for pumping the wastewater has a present worth
cost within 25% of the Site #10 cost. Site #2 is vacant, has a buffer available of several
hundred feet, and includes 25 acres for plant construction. The one major difference
between Site #2 and Site #10 is site access during a major flood. The access road to Site
#2 would be underwater with a depth of five to ten feet making access to the plant
impossible except by a boat during a 100 year flood. Having plant staff at this plant site
during a major flood would put them at significant risk due to having no access for
emergency vehicles. At Site #10, the access road is all above the 100 year flood
guaranteeing plant access even during a major flood. If Site #2 is selected, the access
road (Richard Road) would need to be raised several feet adding to this Site construction
cost.

Section 36-108 (a) of the Code states" once any portion of the conditional sue authorization is utilized, all such
conditions pertaining to such authorization shall become immediately operative. The violation of any condition so
imposed shall constitute grounds for revocation of the conditional use authorization." The conditions related to the
buffer and undisturbed areas have been violated. The issue must be returned to the Commission as a revision to
the CUP to address in some manner remediation of the violated condition. Insomuch as the Board of Directors
passed a resolution specifically approving the CUP as approved by the Commission and including additional
conditions, it needs to also return to the Board.

At your request, I am providing you written notice that the Little Maumelle Wastewater
Treatment Plant site is in violation of the conditional use permit approved by the Little
Rock Planning Commission on July 6, 2006 and subsequently approved by resolution of
the Board of Directors of the City of Little Rock on October 17, 2006.
The conditional use permit required that a minimum fifty (50) foot undisturbed buffer be
maintained around the entire perimeter of the site. Additionally, future phase areas were
to be left undisturbed. All undisturbed areas were to be protected by orange contractor's
fencing prior to any site work commencing. Information provided by the project
engineers, Camp Dresser and McKee, and confirmed by my own visit to the site on April
2, 2008 revealed that the required buffer on the west perimeter of the site has been
cleared. Additionally, areas shown for future development that were to remain
undisturbed have been cleared. All of this was done without a grading permit having
been issued or protective fencing having been installed.
The issue must be returned to the Planning Commission and City Board of Directors as a
revised conditional use permit. A remediation plan must be submitted to the Commission
and Board addressing the areas of violation and what steps will be taken to remedy the
situation.
No further work may take place on the treatment plant site other than for stabilization of
the disturbed areas as directed by the Public Works Department.
At this time, grading permits have only been issued for the collector and minor residential
streets. Upon approval of the appropriate grading permits, work may take place on the
private road leading to the treatment plant site.

Conditional Use Permit as amended by the affirmative vote of 7 to 0. A true and correct copy of
the planning commission application indicating the action taken and bearing the planning staff
execution is attached hereto. The undersigned are aggrieved by the action of the Planning
Commission granting the referenced Conditional Use Permit and, pursuant to Section 36-101 of
the Code of Ordinance, lodge this appeal and pray for a hearing before the Board of Directors to
overrule the Planning Commission and revoke the granting of the referenced Conditional Use
Permit, together with any other relief to which we may be entitled.

I have received your letter in which you state your desire to appeal the Planning
Commission's approval of a conditional use permit to allow the Little Maumelle
Wastewater Treatment Plant (Z-8066).
The item will be placed on the Board of Directors' September 19, 2006 Agenda to set the
date of public hearing for October 3, 2006. Board of Directors' meetings are held in the
Board Chamber located on the second floor of City Hall, located at 500 West Markham
Street. The meetings begin at 6:00 p.m.
As the appellant, you are responsible for notification of the public hearing. You must
send a notice to record parties of interest. I have included a notice form for your use. In
addition to the list from the abstract company, you need to notify the neighborhood
associations and record objectors. I have attached that additional list. Do not send the
notice until after the September 19, 2006 Board meeting to be sure that the public
hearing is set for October 3, 2006. The notices do need to be sent via certified mail
no later than ten (10) days prior to the public hearing and proof of notice, as for the
Commission meeting, must be returned to the City Clerk.

I am grateful for the assurance the filing was correct and timely. I had just recently read where the other
appeal of a LRWU CUP was sidetracked for failure to follow the proper procedure. I am out of state for an
extended stay and I filing this appeal from a distance and had some anxiety. Thank you again.
I was not planning to return to the state until 9/27 and am therefore in no hurry for this appeal to be heard.
If there is any way it could be put off another two weeks it would be a tremendous convenience for me.
Can you suggest any action I might take to make this happen? Of course, I will abide by the normal
scheduling and appear whenever it is finally scheduled.

Conditional Use Permit Application
Dear Mr. Bozynski:
On behalf of Little Rock Wastewater Utility (LRWU), CDM is pleased to present the
attached Conditional Use Permit request for the Little Maumelle Wastewater Treatment
Facility. We are requesting placement for the July 6 agenda, pending your staffs review
and recommendation.
This project is an integral component of a Consent Administrative Order (CAO) with the
Arkansas Department of Environmental Quality (ADEQ). The CAO, in part, requires
adherence to the Sierra Club Settlement Agreement, which references the above project
identified, with construction time period stipulations.
The initial construction of the facility will treat an average capacity of four (4) million
gallons of wastewater per day with a peak daily capacity of fourteen (14) million
gallons. Wastewater will be received via the Little Maumelle Pump Station. Treated
wastewater will be discharged to the Arkansas River via an appropriate NPDES permit
administered by ADEQ.
Three full-time personnel are currently planned for the facility for 8 -hour per day 40
hour work shift for normal operations. The facility will be remote monitored through
the evening and on weekends with maintenance and operation staff mobilized as
needed.
The campus will consist of several buildings for wastewater treatment, operations, and
maintenance of the facility. Each building will be constructed of load bearing concrete
block walls. The facades of the buildings will be split face concrete block with an
integral color. Smooth faced and center score concrete block will be integrated into the
facades to add interest. The roof system will be a metal frame with purlins and a

standing seam metal roof with a slope of 6:12 or greater. Outlined below are the
structure uses and a brief description. Please reference the site plan for building
dimensions.
1. Qperations/Maintenance: This facility will be utilized by personnel for facility
operations and maintenance.
2. Blower/Generator: This facility will house the blowers necessary to force air
needed for wastewater treatment. The generator will utilize diesel fuel and
provide redundant power for the facility. This building will incorporate sound
attenuation measures.
3. Headworks: The facility will provide preliminary treatment of the wastewater
for the facility where screens and grit removal equipment will be housed.
Screenings and grit will be stored inside the building. This building will be
treated for odor emitting gases.
4. Aeration Basin: This structure provides basins where diffused air is introduced
for the wastewater treatment process. The structure will not be fully enclosed.
The basins will be covered with a pre -cast concrete "T" structure with a
membrane drainage system and soil to support vegetation.
5. Clarifiers: This structure separates suspended solids in the wastewater treatment
process. The structure will not be fully enclosed. The basins will be covered
with a pre -cast concrete "T" structure with a membrane drainage system and soil

6. UV Disinfection: This building will provide ultra -violet disinfection equipment
for the wastewater treatment process.
7. Sludge Storage: This building will store waste sludge from the wastewater
treatment process.
8. Solids Handling: This building is dedicated to load waste sludge from the
wastewater treatment process. Two methods of sludge disposal will be provided
for the facility within this building. Sludge disposal via tanker trucks will
require 6 loads per week at facility start up and 14 loads per week at facility
capacity. Sludge disposal via dump trucks utilizing dewatering equipment will
require 4 loads per week at facility start up and 8 loads per week at facility
capacity. This building will have the capability to house a tanker truck and/or
dump truck within the building during the loading process. This building will
be treated for odor emitting gases.
9. Aeration Odor Control: This building will provide odor control equipment for
the aeration basins which require odor emitting gas capture and treatment.

Landscaping on the site will be in accordance to Chapter 15, Article IV of the City of
Little Rock's Municipal Code. A minimum 50 foot buffer will be maintained from the
structures and buildings to the property line around the entire perimeter. The existing
vegetation in the buffer zone, as well as, future building areas will be undisturbed to the
extent practical. Areas that must be disturbed during construction will be re-
established.

Subdivision Committee Comments
Dear Mr. Bozynski:
On June 15, 2006, the Subdivision Committee met on the referenced project. Based upon
comments received at the meeting we have provided revised conditional use permit site plans.
Outlined below are our responses in sequential order presented:
Planning Staff Comments:
1. Fence material will be composed of a color -vinyl coated, metal chain link material with
a height of 8 foot, maximum.
2. Undisturbed buffer areas have been labeled on the Site Plan.
3. See Note 16 on the Site Plan for the Treatment Facility.
4. Proposed signage for the facility will be placed at the Treatment Facility entrance. A
sketch of the signage is attached.
5. See Note 12 on the Site Plan for Access.
6. Dimensions of driveway widths and typical stall widths have been provided on the
Site Plan for the Treatment Facility.
7. Paved surface material for the Access will be in accordance with City of Little Rock
standards. Paved surface for the Treatment Facility will either be asphalt or concrete.
8. No exterior dumpsters are planned.
9. Metal Roofs for the buildings structures will be a 24 gauge standing seam metal roof
system with concealed fasteners by "Pac-clad" or approved equal. The finish on the
roof panels will be a "Kynar 500" that carries a 20 year warranty against, cracking,
bubbling and peeling. The system will be specified to meet MBCI standards for
installation and finish.
10. The generator will be exercised once a week for 30 minutes. The generator will be
housed inside the blower/ generator building were sound attenuation panels will
mitigate excessive noise.

11. CUP Application Form is attached bearing signature of Reggie Corbitt, P.E., Chief
Executive Officer, Little Rock Wastewater Utility.
12. The designated contractor storage area will be the area where the contractor will
receive materials to be incorporated into the work. This area will also be designated
for storm water detention needs.
Public Works:
1. The Northwest Territory Phase II Addition preliminary plat dated, November 3, 2004,
has been submitted to the City of Little Rock. Right of way widths shown on the
preliminary plat have been placed on the Access site plan.
2. See Note 12 on the Site Plan for Access.
3. The round -a -bout provided on the preliminary plat of the Northwest Territory Phase II
addition has been added to the Site Plan Access.

I got a call today from the subject person who was working on responding to PW Comments for the Treatment
Plant Condition Use Permit and specifically about the one where we asked for a turnaround in front of the security
gate.
John had no problem with the condition but asked if they could simply say they would comply with the comment
rather than trying to design something now. John said the relationship with the property owner is a bit tenuous
and they would prefer to simply say they will do it rather than design something that might cause additional
problems.
I told John that it seemed to me that would be OK but that I would run it past the three of you to see if you agreed
or if something different should be done. Finally, I told John that if any of you felt differently, that you would call
him directly and let him know.

SUBJECT: REVIEW OF THE BUFFER AND LANDSCAPE REQUIREMENTS OF
THE JULY 6"', PLANNING COMMISSION AGENDA

Little Maumelle Waste Water Treatment Plant Z-8066
Site plan must comply with the cities minimal landscape and buffer ordinance
requirements.
In conjunction with the proposed parking areas additional interior and building
landscaping will be required prior to the issuance of a building permit.
It is suggested to relocate the fence area inside the fifty foot (50) buffer area;
otherwise, trees will have to be removed for the installation. Also, by doing so, it
decreases the linear footage of the fence and thus decrease its price.
An automatic irrigation system to water landscaped areas will be required.
Prior to the issuance of a building permit, it will be necessary to provide an
approved landscape plan stamped with the seal of a Registered Landscape
Architect.
The City Beautiful Commission recommends preserving as many existing trees as
feasible on this tree -covered site. Credit toward fulfilling Landscape Ordinance
requirements can be given when preserving trees of six (6) inch caliper or larger.

Completion of phase one work, issued 06-16-2004. The temporary certificate of
occupancy has expired as well as the bond posted for incomplete items.

Interior islands must be seven and one half foot wide (7'-6") to qualify towards
the cities minimal landscape ordinance requirements.
Eight percent of the paved surface areas should be allocated for green space
within the parking lot.
Curb and gutter or another approved border must be installed to separate vehicular
traffic from the landscaped areas.
A thirty-two foot (32') wide land use buffer is required to separate this proposed
development from the residential property on the western perimeter of the site.
Seventy percent (70%) of this buffer is to remain undisturbed.
An average thirty-eight foot (38') wide street buffer is required along the northern
perimeter of the site. In no case shall this area be less than nineteen foot (19')
wide. Seventy percent (70%) of this buffer is to remain undisturbed.
A six (6) foot high opaque screen, either a wooden fence with its face side
directed outward, a wall, or dense evergreen plantings, is required along the
western perimeter of the site. Credit towards fulfilling this requirement can be
given for existing trees and undergrowth that satisfies this year -around
requirement.

Marshall Street currently carries approximately 6,000 vehicles per day and provides direct access to I -
630W and the State Capital Complex. Marshall comprises one half of the interchange off -on ramp of I-
630 allowing vehicles on to 1-630 WB and off of I-630 EB at Battery. Currently, all patrons accessing
Children's Hospital from the west do so at the off ramp for Battery St. When exiting Children's
Hospital, it is via Marshall Street direct to I-630 W. The proposed closure would cutoff the main
circulatory route for traffic for the Children's Hospital traffic.
Vehicular traffic from I -630E exit at MLK which carries approximately 8500 vehicle per day and either
proceed south on MLK to Maryland or via 7th Street to Marshall Street. Both of which routes are
being requested to be closed. The applicant has not addressed any of the access problems which will
be caused if the closure is allowed to occur. A traffic and circulation study was provided to staff on
Monday, June 12, 2006. At time of writing, the study has not been reviewed by staff.

and approved prior to the start of construction.
7 Vegetation must be established on disturbed area within 21 days of completion of harvest activities.
8 Erosion controls must be installed to reduce discharge of polluted stormwater.
