Central Arkansas Water is not agreeable to dedicating any property for a ROW, thus I had the lease area re -sized so that it would no longer front Cantrell Road. I spoke with Vince about this on 4/5/06 and he said if the frontage on Cantrell Road was to go away, so would the ROW dedication requirement. Most of the leases are for 20 years, starting at $10,000 to $15,000 per year, with incremen- tal increases every five years, Luther said. The utility has a $38.2 million operating budget this year.
