Mr. Lyons,
Please find attached a revised building permit application package for a Verizon Wireless
rawland wireless tower installation, which is within the City of Little Rock's jurisdiction. I
had initially submitted the BP with a Verizon lease area that fronted Cantrell Road. But, on
the review document I received from you on 4/4/06, Vince Floriani stated that since this
frontage existed, the landowner, Central Arkansas Water, would have to dedicate a portion of
their property for ROW. Central Arkansas Water is not agreeable to dedicating any property
for a ROW, thus I had the lease area re -sized so that it would no longer front Cantrell Road.
I spoke with Vince about this on 4/5/06 and he said if the frontage on Cantrell Road was to
go away, so would the ROW dedication requirement.
Please run this BP application package back through your process and let me know if this
design is acceptable to everyone.

SPRINGDALE — Republi-
can gubernatorial nominee Asa
Hutchinson told county offi-
cials Wednesday that he would
favor the state paying counties'
emergency managers to enable
the state to better coordinate di-
saster response and to ease lo-
cal -level governments' financial
burdens.
He told the annual conven-
tion of the Association of Arkan-
sas Counties in Springdale that
he would first want a consensus
from the counties that they want
the state to do this, but that he
expects they would.
Hutchinson would work with
counties to determine whether
the emergency managers would
become state employees, his
spokesman said. In some coun-
ties, the managers work for the
county office of emergency ser-
vices.
Hutchinson told an estimated
450 in the Holiday In and Con-
vention Center that former New
York Mayor Rudy Giuliani had
credited the success of emer-
gency response after the 9/11
terrorist attacks to good plan-
ning and training.
Hutchinson sold that as gov-
ernor, he would make sure the

The tower will go up on the
southeast corner of Cantrell and
Ridgeview Drive.
Luther said the utility has
leased land to other cellular
companies since the early 1990s.
At least five other towers are al-
ready on the utility's property,
including one near the southern
section of Reservoir Park, and
additional antennas have been
installed on four of the utility's
water tanks.
Most of the leases are for
20 years, starting at $10,000 to
$15,000 per year, with incremen-
tal increases every five years,
Luther said. The utility has a
$38.2 million operating budget
this year.
Little Rock Planning Director
Tony Bozynski said the tower's
construction was approved by
city staff without public review,
on March 27. If plans submitted
for cell towers meet the city's
regulations, the city Planning
Commission isn't required to
consider the proposal, he ex-
plained.

Dear Mr. Carney,
This letter is in regards to Verizon Wireless' proposed wireless site, Little Rock
Reservoir AR, to be located at 8327 Cantrell Road, Little Rock, AR 72227.
In order to comply with Section 36-596 (a) of the City of Little Rock's code, a search for
existing structures was conducted, on which to collocate. But, there were no
collocation possibilities found that would meet location and height requirements, as
set forth by Verizon's RF engineers.
In conclusion, Verizon attempted to find collocation opportunities on existing
structures for this site, but was unable to do so. Thus, a rawland build was the only
alternative.
