3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE AN AGREEMENT WITH GRIFFIN GROUP, INC., FOR
5 DEMOLITION SERVICES OF THE STRUCTURE LOCATED AT NO. 2
6 OVERLOOK CIRCLE, LITTLE ROCK, ARKANSAS; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, Little Rock, Ark., Ordinance No. 22,315 (October 2, 2023) condemned the structure
10 located at#2 Overlook Circle, in the City of Little Rock, Pulaski County, Arkansas; and,
11 WHEREAS, the structure has become run-down, dilapidated, unsightly, dangerous, and detrimental
12 to the public welfare of the citizens of Little Rock; and,
13 WHEREAS,the City's Invitation to Bid, Event No. 2356 was issued for the selection of Demolition
14 Services for the structure; and,
15 WHEREAS,pursuant to this bid,the Selection Review Committee selected Griffin Group, Inc.,from
16 the four(4) candidates submitting proposals, and a recommendation to select the Griffin Group, Inc., for
17 this demolition project was submitted to the City Manager for approval; and,
18 WHEREAS, Griffin Group, Inc., has the required professional skill and judgment, and is willing to
19 work with the City in a relationship of trust and cooperation, to ensure that the demolition is completed
20 within budget, within schedule and in accordance with Arkansas State Law and the City's construction
21 Contract Documents;and,
22 WHEREAS, the contract fee for demolition services is anticipated not to exceed the amount of
23 Eighty Thousand Dollars($80,000.00).
24 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The Board of Directors hereby authorizes the City Manager to execute an agreement with
27 Griffin, Inc., for demolition services in an amount not to exceed Eighty Thousand, Dollars ($80,000.00)
28 for the demolition of#2 Overlook Circle which has been determined to be a life safety hazard.
29 Section 2. Funding is available from the Housing& Neighborhood Programs Department Demolition
30 Account No. 108359.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
4 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
